Officials, Party members, and the people of Nghe An place their trust and expectations in the Party's strategic and groundbreaking decisions for the new stage of national development.
Over the years, the Party and the State have consistently prioritized and paid attention to the development of education, especially in remote areas and areas inhabited by ethnic minorities. I hope that the 14th National Congress of the Party will continue to adopt major policies and guidelines on education and training, ushering in a new phase of development with groundbreaking, comprehensive, and long-term decisions.
We prioritize and allocate resources to the development of education in remote and disadvantaged areas, especially investing in infrastructure and teaching equipment, ensuring adequate conditions for the care, nurturing, and education of children. We also hope that the Party and State will pay attention to supplementing the number of teachers, staff, and caregivers in preschool education, ensuring sufficient staffing according to regulations. Furthermore, we request stable and long-term policies on remuneration to attract and retain teachers working in difficult areas, contributing to improving the quality of education in remote and disadvantaged regions.
I am confident that the 14th National Congress of the Party will issue practical policies and decisions that will create significant changes, helping education in disadvantaged areas develop sustainably and meet the requirements of fundamental and comprehensive reform of education and training in the new period.
Với tư duy đổi mới và tinh thần trách nhiệm, đại diện cho thế hệ cán bộ, công chức trẻ tỉnh Nghệ An, tôi xin gửi gắm kỳ vọng tới Đại hội lần thứ XIV của Đảng về ba đột phá chiến lược mang tính nền tảng:
Thứ nhất, kỳ vọng vào sự hoàn thiện thể chế phát triển vùng thông qua cơ chế phân cấp thực quyền. Để hiện thực hóa khát vọng đưa Nghệ An trở thành cực tăng trưởng mới theo tinh thần Nghị quyết số 39-NQ/TW, chúng tôi kỳ vọng Đại hội XIV sẽ thể chế hóa mạnh mẽ hơn nữa tư duy phân quyền, gắn liền với nguyên tắc "địa phương quyết, địa phương làm, địa phương chịu trách nhiệm".
Chúng tôi mong chờ những khung cơ chế "đặc thù, vượt trội" được luật hóa, giúp tháo gỡ các điểm nghẽn về hạ tầng và quy hoạch, từ đó khơi thông nguồn lực, tạo "dư địa" để Nghệ An sớm vươn mình trở thành trung tâm kinh tế - văn hóa của khu vực Bắc Trung Bộ.
Thứ hai, kỳ vọng vào tư duy quản trị quốc gia hiện đại dựa trên nền tảng "Chuyển đổi kép" và tinh gọn bộ máy. Trưởng thành trong kỷ nguyên số, chúng tôi kiến nghị Đại hội xác định chuyển đổi số và chuyển đổi xanh là phương thức phát triển chủ đạo. Chúng tôi kỳ vọng vào một nền hành chính kiến tạo, chuyển dịch sang mô hình "Quản trị dựa trên dữ liệu" (Data-driven Governance). Tại đó, Trí tuệ nhân tạo (AI) và Dữ liệu lớn (Big Data) được ứng dụng sâu rộng để chuẩn hóa quy trình ra quyết định, triệt tiêu cơ chế "xin – cho" và tối ưu hóa hiệu suất công vụ. Đồng thời, chúng tôi ủng hộ mạnh mẽ chủ trương tinh gọn bộ máy để nâng cao hiệu lực, hiệu quả hoạt động.
Thứ ba, kỳ vọng vào cơ chế bảo vệ cán bộ "dám nghĩ, dám làm". Đây là niềm mong mỏi lớn nhất của đội ngũ công chức trẻ. Chúng tôi khao khát được cống hiến, được đổi mới sáng tạo, nhưng đôi khi còn e ngại trước những rào cản của quy định chồng chéo.
Chúng tôi tin tưởng Đại hội XIV sẽ cụ thể hóa mạnh mẽ hơn nữa tinh thần bảo vệ cán bộ "6 dám" (dám nghĩ, dám nói, dám làm, dám chịu trách nhiệm, dám đổi mới sáng tạo, dám đương đầu với khó khăn). Một hành lang pháp lý an toàn sẽ là bệ đỡ vững chắc, giúp đội ngũ công chức trẻ vượt qua rào cản tâm lý, tự tin dấn thân và đột phá vì lợi ích chung, góp phần hiện thực hóa khát vọng xây dựng một Việt Nam hùng cường, phồn vinh và hạnh phúc.
Tôi mong muốn đại hội XIV của Đảng sẽ có nhiều đổi mới trên tất cả các mặt của đời sống xã hội và công tác xây dựng Đảng. Thông qua Đại hội lần này, Đảng ta sẽ xác định đường hướng, giải pháp phát triển đất nước trong kỷ nguyên mới. Tôi cũng như các cán bộ đảng viên và nhân dân đang hướng về đại hội với niềm tin, kỳ vọng vào đường lối quyết sách vì đất nước, vì dân, mang lại ấm no hạnh phúc cho mọi người, mọi nhà để không ai phải bỏ lại phía sau.
Chúng tôi mong muốn Đảng và Nhà nước tiếp tục quan tâm đến đội ngũ cán bộ, các đoàn thể chính trị xã hội ở khối, xóm. Về ưu điểm họ là người am hiểu địa bàn, là những người có kinh nghiệm thực tiễn tâm huyết, trách nhiệm và được nhân dân tín nhiệm. Tuy nhiên, hạn chế ở đội ngũ này đa số tuổi đã cao, trình độ công nghệ thông tin còn hạn chế nên khó đáp ứng yêu cầu nhiệm vụ công việc hiện nay khi mà chúng ta đang thực hiện quản lý, điều hành bằng công nghệ số.
Bởi vậy, đề nghị Đảng và Nhà nước, chính quyền cấp trên cần có giải pháp thực sự phù hợp để nâng cao trình độ, năng lực cho đội ngũ cán bộ khối, xóm. Chúng tôi đề nghị và ủng hộ khuyến khích những người trẻ về tham gia làm việc tại khối, xóm nhưng phải đảm bảo các điều kiện để họ yên tâm công tác.
As students, young citizens in the process of learning, training, and perfecting themselves on the university campus, I expect that the 14th National Congress of the Communist Party of Vietnam will continue to strongly inspire the aspiration for a prosperous and happy country; building a strong, self-reliant, and sustainably developed Vietnam.
We especially hope that the Party will continue to give deep and lasting attention to education and training, science and technology, and innovation, considering these as key foundations for developing high-quality human resources, nurturing the intellect, character, and aspirations of the younger generation - including students of Vinh University who are diligently studying and training every day.
I expect the Congress to propose decisive and groundbreaking policies and solutions in building a socialist rule of law state, resolutely preventing and combating corruption and negative practices; and building a team of cadres at all levels who are both politically sound and professionally competent, possessing sufficient dedication and vision, and truly serving the people. A just, transparent, disciplined, and humane society is the solid environment for Vietnamese students in general, and Vinh University students in particular, to study, create, and contribute to the country in the long term.
Like the younger generation of Vietnam, from the lecture halls of Vinh University to higher education institutions across the country, I will be the vanguard force, pioneering in digital transformation, developing a green economy, a knowledge-based economy, protecting national sovereignty, and spreading the positive values of Vietnamese culture in the new era.
We firmly believe that, under the guidance of the Resolution of the 14th National Congress of the Communist Party of Vietnam, our country will continue to steadily advance, realizing the aspiration for development, so that every Vietnamese student can proudly contribute to writing the glorious history of the nation.
