Officials, Party members, and the people of Nghe An place their trust and expectations in the Party's strategic and groundbreaking decisions for the new stage of national development.
Over the years, the Party and the State have consistently prioritized and paid attention to the development of education, especially in remote areas and areas inhabited by ethnic minorities. I hope that the 14th National Congress of the Party will continue to adopt major policies and guidelines on education and training, ushering in a new phase of development with groundbreaking, comprehensive, and long-term decisions.
We prioritize and allocate resources to the development of education in remote and disadvantaged areas, especially investing in infrastructure and teaching equipment, ensuring adequate conditions for the care, nurturing, and education of children. We also hope that the Party and State will pay attention to supplementing the number of teachers, staff, and caregivers in preschool education, ensuring sufficient staffing according to regulations. Furthermore, we request stable and long-term policies on remuneration to attract and retain teachers working in difficult areas, contributing to improving the quality of education in remote and disadvantaged regions.
I am confident that the 14th National Congress of the Party will issue practical policies and decisions that will create significant changes, helping education in disadvantaged areas develop sustainably and meet the requirements of fundamental and comprehensive reform of education and training in the new period.
With innovative thinking and a sense of responsibility, representing the young generation of officials and civil servants in Nghe An province, I would like to convey my expectations to the 14th National Congress of the Party regarding three fundamental strategic breakthroughs:
Firstly, we expect the institutional development of the region to be perfected through a mechanism of decentralization of power. To realize the aspiration of making Nghe An a new growth pole in the spirit of Resolution No. 39-NQ/TW, we expect the 14th National Congress to further institutionalize the decentralization mindset, closely linked to the principle of "local authorities decide, local authorities act, and local authorities take responsibility".
We look forward to the legalization of "special, superior" mechanisms that will help remove bottlenecks in infrastructure and planning, thereby unlocking resources and creating "room" for Nghe An to soon transform into an economic and cultural center of the North Central region.
Secondly, we expect a modern national governance mindset based on a "dual transformation" and streamlined administrative apparatus. Having matured in the digital age, we propose that the Congress identify digital transformation and green transformation as the main development methods. We anticipate a proactive administration, shifting towards a "Data-driven Governance" model. In this model, Artificial Intelligence (AI) and Big Data will be widely applied to standardize decision-making processes, eliminate the "request-and-grant" mechanism, and optimize public service efficiency. At the same time, we strongly support the policy of streamlining the administrative apparatus to enhance effectiveness and operational efficiency.
Thirdly, there is an expectation for a mechanism to protect officials who "dare to think and dare to act." This is the greatest aspiration of young civil servants. We yearn to contribute and innovate, but sometimes we are hesitant due to the obstacles of overlapping regulations.
We believe that the 14th National Congress will further concretize the spirit of protecting cadres with the "six dares" (dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, and dare to confront difficulties). A safe legal framework will be a solid foundation, helping young civil servants overcome psychological barriers, confidently venture forth and make breakthroughs for the common good, contributing to realizing the aspiration of building a strong, prosperous, and happy Vietnam.
I hope that the 14th National Congress of the Party will bring about many innovations in all aspects of social life and Party building. Through this Congress, our Party will determine the direction and solutions for national development in the new era. I, like other Party members and the people, am looking forward to the Congress with faith and hope in its policies and decisions that are for the country and the people, bringing prosperity and happiness to everyone, so that no one is left behind.
We hope that the Party and the State will continue to pay attention to the cadres and socio-political organizations at the grassroots level. Their strengths include a deep understanding of the local area, practical experience, dedication, responsibility, and the trust of the people. However, a limitation of this group is that the majority are elderly, and their information technology skills are limited, making it difficult for them to meet the demands of current tasks as we are implementing management and administration using digital technology.
Therefore, we propose that the Party and State, and higher-level authorities, need to have truly appropriate solutions to improve the qualifications and capabilities of the staff at the commune and village levels. We propose and support encouraging young people to participate in working at the commune and village levels, but conditions must be ensured so that they can work with peace of mind.
As students, young citizens in the process of learning, training, and perfecting themselves on the university campus, I expect that the 14th National Congress of the Communist Party of Vietnam will continue to strongly inspire the aspiration for a prosperous and happy country; building a strong, self-reliant, and sustainably developed Vietnam.
We especially hope that the Party will continue to give deep and lasting attention to education and training, science and technology, and innovation, considering these as key foundations for developing high-quality human resources, nurturing the intellect, character, and aspirations of the younger generation - including students of Vinh University who are diligently studying and training every day.
I expect the Congress to propose decisive and groundbreaking policies and solutions in building a socialist rule of law state, resolutely preventing and combating corruption and negative practices; and building a team of cadres at all levels who are both politically sound and professionally competent, possessing sufficient dedication and vision, and truly serving the people. A just, transparent, disciplined, and humane society is the solid environment for Vietnamese students in general, and Vinh University students in particular, to study, create, and contribute to the country in the long term.
Like the younger generation of Vietnam, from the lecture halls of Vinh University to higher education institutions across the country, I will be the vanguard force, pioneering in digital transformation, developing a green economy, a knowledge-based economy, protecting national sovereignty, and spreading the positive values of Vietnamese culture in the new era.
We firmly believe that, under the guidance of the Resolution of the 14th National Congress of the Communist Party of Vietnam, our country will continue to steadily advance, realizing the aspiration for development, so that every Vietnamese student can proudly contribute to writing the glorious history of the nation.
