Attending the ceremony, on the provincial leadership side were: Mr. Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Mr. Le Duc Cuong - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Department; Mr. Ho Le Ngoc - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Department; Mr. Nguyen Dinh Hung - Member of the Provincial Party Committee's Executive Committee, Chief of the Provincial Party Committee's Office; along with leaders of several departments, agencies and Con Cuong district.

On July 28, 2023, on behalf of the Standing Committee of the Provincial Party Committee, the Standing Deputy Secretary of the Provincial Party Committee, Nguyen Van Thong, signed Decision No. 2056 on the rotation and appointment of Comrade Nguyen Hoai An - Deputy Head of the Provincial Party Committee's Internal Affairs Department - to participate in the Executive Committee, the Standing Committee, and to hold the position of Secretary of the Con Cuong District Party Committee for the 2020-2025 term.

Presenting the Decision to Comrade Nguyen Hoai An, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu congratulated the new Secretary of the Con Cuong District Party Committee on being trusted and appointed to the position of Secretary of the Con Cuong District Party Committee by the Standing Committee and the Provincial Party Committee.

The Deputy Secretary of the Provincial Party Committee emphasized,Comrade Nguyen Hoai AnHe is a well-trained official with a long career spanning various positions and consistently excelling in his assigned duties. Therefore, we hope that he will continue to build upon and develop the achievements and work he has done to successfully fulfill his new responsibilities in Con Cuong district.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu requested that the new Secretary of the Con Cuong District Party Committee quickly grasp and closely monitor the local situation to implement assigned tasks. He should focus on building and developing the socio-economic sector rapidly and sustainably, while preserving the distinctive cultural identity of the ethnic minority communities in Con Cuong district. Through this, he should preserve, protect, and promote the historical relics, cultural identity, and ecological environment of the district.

Along with that, with dedication, effort, creativity, and collaboration, the Standing Committee and Executive Committee of the Con Cuong District Party Committee successfully implemented the Resolution of the 15th Con Cuong District Party Congress; building Con Cuong district into a shining example in western Nghe An province.

Together with the Standing Committee and the Executive Committee of the District Party Committee, the newly elected District Party Secretary Nguyen Hoai An will soon finalize the planning and development of Con Cuong into a dynamic urban center, aiming towards an ecological urban center by 2030, in accordance with the Politburo's Resolution.

In addition, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee - requested the new Secretary of the Con Cuong District Party Committee to focus on innovating leadership, clearly defining roles and responsibilities for each person in the Party committee, government, and political and social organizations according to the Party's leadership methods. He also urged continued implementation of Resolution 21 of the Central Party Committee on the organization and development of Party branches.

The Deputy Secretary of the Provincial Party Committee requested that the Standing Committee and the Executive Committee of the District Party Committee unite, cooperate, and strive to help the new District Party Secretary successfully complete the assigned tasks. This will help Con Cuong district achieve even greater results, contributing to the rapid and sustainable development of Nghe An province, making it a relatively prosperous province in the North Central region by 2025 and a relatively prosperous province nationwide by 2030, as outlined in the Resolution of the 19th Provincial Party Congress.

In his acceptance speech, Comrade Nguyen Hoai An thanked the Standing Committee of the Provincial Party Committee and the Provincial Party Committee for their trust in assigning and appointing him to the position of Secretary of the Con Cuong District Party Committee.

Emphasizing that this is both an honor and a great responsibility, and to live up to the trust of the provincial leadership, Con Cuong District Party Secretary Nguyen Hoai An pledged to do his utmost, wholeheartedly and diligently, continuously improve his ethics and political acumen, cultivate his lifestyle, and together with the Standing Committee and Executive Committee of the District Party Committee, maintain unity and cohesion, promote collective strength to develop socio-economic affairs, ensure national defense and security, take care of social welfare, help the poor, and improve the lives of the people.

The new Secretary of the Con Cuong District Party Committee pledged to maintain and build upon the achievements of the Party Committee, Government, and people of Con Cuong district in recent years; and at the same time, mobilize resources to further exploit the potential and advantages, and develop Con Cuong district into a town and ecological tourism urban area as outlined in the Politburo's Resolution.

The new Secretary of the Con Cuong District Party Committee, Nguyen Hoai An, expressed his hope to continue receiving the close attention, leadership, and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and provincial departments and agencies. He also hoped to receive the support, cooperation, and unity of the Standing Committee, the Executive Committee, the District Party Committee, the veteran generations from all periods, and the comrades in the standing committees at the grassroots level in the coming time.
