Presenting the appointment decisions for the Head of the General Political Department and promoting the military ranks to General and Lieutenant General.
On the morning of November 4th, at the Presidential Palace, President Luong Cuong - Chairman of the National Defense and Security Council, Commander-in-Chief of the Armed Forces, presided over the ceremony to present the Decision appointing the Head of the General Political Department of the Vietnam People's Army, and promoting three high-ranking military officers to the ranks of General and Lieutenant General.

Attending the ceremony were members of the Politburo: Standing Member of the Secretariat Tran Cam Tu; Secretary of the Central Committee and Head of the Central Organization Department Le Minh Hung; Secretary of the Central Committee and Head of the Central Internal Affairs Department Phan Dinh Trac; and Minister of National Defense, General Phan Van Giang.
Party Central Committee Secretary and Head of the Central Propaganda and Mass Mobilization Department Trinh Van Quyet; Party Central Committee member and Deputy Prime Minister Mai Van Chinh; and other Party Central Committee members who are leaders of central departments, ministries, and agencies also attended.

At the ceremony, authorized by the President, Comrade Nguyen Hoang Anh - Deputy Head of the Office of the President - announced the President's Decision appointing Comrade Nguyen Trong Nghia - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department - to the position of Head of the General Political Department of the Vietnam People's Army, and simultaneously promoting him from Lieutenant General to General; and announced the Decision promoting Comrades Nguyen Van Gau and Le Duc Thai, Members of the Central Committee of the Party and Deputy Ministers of National Defense, from Lieutenant General to General.
Presenting the decisions and giving a speech at the ceremony, on behalf of the Party and State leaders, President Luong Cuong warmly congratulated the three comrades on their appointments and promotions to the ranks of General and Lieutenant General.

The President affirmed that this is a recognition and high appreciation from the Party, the State, the Central Military Commission, and the people for the great contributions of the comrades to the cause of building and defending the Fatherland. This is also a joy, an honor, and a source of pride for the Central Military Commission, the Ministry of National Defense, all officers and soldiers of the Vietnam People's Army, and the individuals, their families, and their hometowns.

The President stated that the three comrades appointed and promoted are outstanding cadres of the Party, the State, and the People's Army; all have received basic, systematic training, have risen through the ranks from their units and grassroots levels; and have been tempered and tested through many different positions, fields, and work environments.
Regardless of the circumstances, you comrades have always demonstrated unwavering political resolve and impeccable revolutionary moral character; you are exemplary, dedicated, and responsible; and you have consistently performed all assigned tasks well and excellently. Throughout your careers, you have achieved many outstanding accomplishments and victories, receiving numerous prestigious awards from the Party, the State, the Central Military Commission, the Ministry of National Defense, and international friends.

The President emphasized that in the coming period, the global and regional situation is expected to continue to be very complex, with peace, cooperation, and development remaining the dominant trend, but facing unprecedented challenges; strategic competition among major powers is becoming increasingly fierce.
Domestically, after nearly 40 years of reform, Vietnam has achieved tremendous, historically significant accomplishments, but is also facing many difficulties and challenges. Hostile forces and political opportunists are intensifying their subversive activities with increasingly sophisticated and direct schemes and tactics. Non-traditional security challenges, especially natural disasters, epidemics, and climate change, are evolving in a very complex manner.

Assessing the situation, which places increasingly high demands on the armed forces in the task of building and defending the Fatherland, the President requested that the newly appointed and promoted comrades continue to uphold the glorious traditions of the heroic Vietnamese People's Army and the qualities of "Uncle Ho's soldiers"; continue to maintain revolutionary ethics, be absolutely loyal to the Party, the Fatherland, and the people; unite and maintain close ties with officers, soldiers, and the people; continue to study, cultivate, and train themselves to always be worthy of being talented and exemplary leaders and commanders; strive to overcome difficulties and challenges, and excellently fulfill all tasks entrusted by the Party, the State, and the people.

The President requested that the three comrades, together with the Central Military Commission, the Ministry of National Defense, and the leadership of the General Political Department, focus on building a truly strong, revolutionary, regular, elite, and modern People's Army; proactively coordinate the building of a national defense system and a national defense posture, linked with a people's security posture and a solid "people's support" posture; ensure that the People's Army always remains a political force and a fighting force that is absolutely loyal and trustworthy to the Party, the State, and the people; firmly protect the Fatherland in all situations; and contribute to maintaining a peaceful and stable environment for national construction and development.
Speaking on behalf of the newly appointed and promoted comrades, General Nguyen Trong Nghia expressed his profound gratitude to the Party and the State, specifically the Central Committee, the Politburo, the Secretariat, and the Central Military Commission, for their constant attention, leadership, guidance, training, and assignment of tasks; and to the central committees, ministries, and agencies, comrades, colleagues, and the people for their continuous support, cooperation, and for creating all the necessary conditions to successfully fulfill the tasks entrusted to them by the Party, the State, the Army, and the people.

Deeply understanding and internalizing President Ho Chi Minh's teachings on the ethics of a general and the directives of the President, General Nguyen Trong Nghia pledged to always be exemplary in his understanding and actions; to be absolutely loyal and steadfast in upholding the four unwavering principles in Party building and army building; to always be open-minded and strive to build a firm political character, revolutionary moral standards for cadres and Party members, and the noble qualities of "Uncle Ho's soldiers"; to maintain unity, discipline, and order; and to enhance leadership and guidance capabilities with a spirit of innovation, daring to think, daring to act, and daring to take responsibility, fulfilling his duties and responsibilities well.
General Nguyen Trong Nghia affirmed that he, together with the Central Military Commission, the Ministry of National Defense, and the General Political Department of the Vietnam People's Army, will thoroughly understand and implement the Resolution of the 14th National Congress of the Party and the Resolution of the 12th Congress of the Party Committee of the Army in a comprehensive and effective manner, worthy of the trust and affection of the Party, the State, and the people.
