Over 80% of Nghe An's '3 no' fishing boats have been registered and re-licensed.
According to the Nghe An Fisheries and Fisheries Surveillance Department, after 3 months of focused review and supervision, by October 10, 2024, the whole province had 493/615 "3 no" fishing vessels supplementing paperwork and procedures for re-registration and re-licensing.
Previously, implementing Circular No. 06/2024 of the Ministry of Agriculture and Rural Development on registration and re-inspection of fishing vessels, the People's Committee of Nghe An province directed the review and approval of a list of 459 fishing vessels that had expired but were not eligible for registration, re-inspection and re-issuance of fishing licenses (referred to as "3 no" vessels).
Based on this list, the Provincial People's Committee directed departments, branches and coastal localities to mobilize, propagate and request ship owners to supplement information and documents to re-license procedures, thereby striving to completely handle "3 no" ships by the end of September.

The review and re-issuance process resulted in a number of "3 no" fishing vessels not on the approved list. Based on proposals from localities, the Department of Fisheries and Fisheries Surveillance compiled and proposed the Provincial People's Committee to approve the adjustment of the list of "3 no" vessels in the area, accordingly, the whole province has 615 vessels instead of 459 vessels as before.
After more than 3 months of campaigning, 493 ship owners registered, reaching a rate of 80.16%; 122 ships have not completed the registration and licensing procedures, of which 30 ships with a length of 12m or more must wait for inspection procedures before registering, 92 ships are too old and do not fish so they must be re-examined, if they meet the conditions, they will be added to the registration and licensing, or if they do not meet the conditions, the ship owners will be asked to sell, deregister, and remove from the list.

Although the rate of additional and re-registered fishing vessels in the "3 no" category of Nghe An has only reached over 80%, compared to other provinces in the region, this is a positive and remarkable result. Since August, along with the campaign and propaganda for fishermen and boat owners to comply with the re-registration to remove the "3 no" fishing vessels, the Provincial People's Committee has also directed the inter-sectoral working group, the Border Guard, the Fishing Port and the Department of Fisheries and Fisheries Control to step up inspection and control to punish fishing vessels that do not comply.
In September alone, the province's functional forces have fined 30 subjects/30 vehicles, with a total fine of 646 million VND.

Mr. Le Van Huong - Deputy Head of the Provincial Department of Fisheries and Fisheries Surveillance added: The deadline for registration and re-inspection to remove "3 no" fishing vessels according to Circular No. 06 of the Ministry of Agriculture and Rural Development is December 31, 2024, but Nghe An province strives to complete this in October or at the latest in November 2024.
By October 2024, Nghe An will have a fleet of 3,162 vessels, including 2,878 vessels with a beam length of 6m or more that must be registered and 284 vessels with a beam length of less than 6m. The number of fishing vessels required to install VMS voyage monitoring equipment is 1,046/1,066 vessels, reaching 98.2%.
