The People's Committee of Nghe An province has just issued Plan No. 17/KH-UBND dated January 12, 2026, on the implementation of traffic safety and order in 2026, requiring the mobilization of the strength of the entire political system, the synchronous implementation of solutions from the provincial to the grassroots level, and linking the responsibility of the head of each agency with the results of ensuring traffic safety and order.

According to the Plan, the Provincial People's Committee requires departments, agencies, and commune/ward People's Committees to seriously implement measures to ensure traffic order and safety; protect traffic infrastructure under their management; and promptly repair and upgrade roads that are severely damaged or degraded. The dissemination of laws on traffic order and safety will be carried out based on the Law on Road Traffic Order and Safety, the Road Law, and other relevant legal regulations.

Members of the Provincial Traffic Safety Committee and the People's Committees of communes and wards must develop operational plans that are appropriate to their functions, duties, and practical conditions; allocate funds in a way that ensures economy and efficiency, avoiding formality; focus on addressing points with a high risk of traffic congestion and accidents, and limit the emergence of new congestion points.

The Provincial People's Committee emphasized the need to strengthen the dissemination and education of traffic safety laws; to thoroughly explain them to officials, civil servants, employees, and the public; to gradually build a safe and civilized traffic culture; and to link the personal responsibility of the head of each agency with the results of task performance within their scope of management.

In addition, it is necessary to strengthen the application of information technology and intelligent transportation in the management and operation of infrastructure to ensure smooth, safe, efficient, and environmentally friendly traffic.

The plan identifies the key task as strengthening inspections, checks, patrols, controls, and strictly handling violations of traffic safety regulations, especially violations that are direct causes of traffic accidents and violations related to traffic infrastructure.

The Provincial People's Committee requested the acceleration of progress on key transportation infrastructure investment projects; a review and organization of traffic in a scientific and rational manner; the decisive handling of traffic accident hotspots and potential accident locations; increased efforts to clear and prevent re-encroachment on road and railway safety corridors; and the elimination of illegally opened crossings over railways.

In addition, it is necessary to continue strengthening state management of transportation activities, improving the quality of passenger transport services, especially buses and vehicles transporting students and workers; tightening the inspection, training, examination, and issuance of driver's licenses; and strictly handling modified vehicles and overloaded vehicles.

The Provincial People's Committee also requested the enhancement of rescue and relief capabilities, emergency medical care for traffic accident victims; and the training of first aid skills for grassroots medical personnel, law enforcement officers, and road users.

Based on the Plan, heads of departments, agencies, and People's Committees of communes and wards shall develop specific implementation plans, clearly assign responsibilities, and periodically review and report the results of implementation to the Provincial Traffic Safety Committee as prescribed.
