Effectively implementing judicial work will create momentum for the province's development.

On the afternoon of July 13th, Comrade Hoang Thanh Tung - Member of the Central Committee of the Party, Minister of Justice - worked with the leaders of Nghe An province on the situation of judicial work, civil enforcement, and monitoring of administrative enforcement in the area.

Attending the working session were leaders of Nghe An province including: Nguyen Khac Than - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Ho Le Ngoc - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Internal Affairs Committee; Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation.

Judicial work is organized in a unified, continuous, smooth, and effective manner.

According to a report by Vice Chairman of the Provincial People's Committee Phung Thanh Vinh, the province's GRDP is estimated to reach 9.65% in the first six months of 2026. Significant progress has been made in attracting investment and developing businesses, with total newly registered and increased investment capital reaching VND 76,627.3 billion, 5.1 times higher than the same period in 2025.

These results provide an important foundation for the province to comprehensively implement tasks related to justice and civil enforcement, contributing to improving the effectiveness and efficiency of state management and enhancing the investment and business environment.

Following the implementation of a two-tiered local government system, judicial work has been organized in a unified, continuous, and uninterrupted manner, meeting the needs of citizens, businesses, and state management requirements.

Judicial tasks were carried out steadily, especially administrative procedures in the judicial field, which accounted for approximately 80% of administrative procedures at the commune level, were resolved promptly, and the quality of service to the people continued to improve.

The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have identified the implementation of Resolution No. 66-NQ/TW of the Politburo as a key and continuous task. Over the past period, the province has led and directed Party committees and authorities at all levels to thoroughly understand, raise awareness, and demonstrate the highest level of determination and decisive action to successfully implement Resolution No. 66.

The province has reformed its thinking and developed laws in a way that both ensures effective state management and encourages creativity, unleashing the full potential of productivity and unlocking all resources for development. It has also implemented a comprehensive review of legal documents as directed by the central government.

Furthermore, administrative procedures reform has been accelerated, reducing the average processing time by nearly 28%, expanding the reuse of digital data, and lowering compliance costs for citizens and businesses. Legal education and mediation at the grassroots level continue to be significantly improved in both content and form. Civil registration remains a highlight in administrative reform and digital transformation.

Judicial support activities continued to develop steadily. Legal aid work achieved many positive results. Civil enforcement work was implemented synchronously and stably after the implementation of the two-tiered local government model; administrative discipline and order were strengthened; and coordination between agencies became increasingly close.

Concluding the working session, Minister of Justice Hoang Thanh Tung acknowledged and highly appreciated the important results achieved by the Party Committee, government, and people of Nghe An province in the past period. The Provincial Party Standing Committee has paid great attention to judicial work. Judicial agencies have made efforts, been proactive, and adopted many effective and creative approaches in carrying out and completing judicial tasks.

The Minister of Justice emphasized that the current judicial work is entering a new phase. In the context of the country's new development, judicial work must transform to fulfill two dual tasks: firstly, institutionalizing the resolutions of the Party and the Central Committee; and secondly, perfecting the institutional framework and ensuring the stable and effective operation of the two-tiered local government model.

From this perspective, there is a need for clearer decentralization and delegation of power, along with the necessary resources for implementation. This includes accelerating digital transformation, applying artificial intelligence, conducting a comprehensive review of the legal system, and improving the structure of the legal system.

In the coming period, Minister of Justice Hoang Thanh Tung requested the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Nghe An to continue leading and directing the completion of the institutional framework and preparing the best conditions for the implementation of the Law on Civil Judgment Enforcement 2025, which will take effect from July 1, 2026.

Simultaneously, focus on conducting a comprehensive review of the legal framework. Address and resolve identified bottlenecks that have been agreed upon by relevant agencies. Following the review, concentrate on amending and supplementing relevant documents to resolve these obstacles.

Continue to improve the quality of institutionalizing the Central Committee's strategic resolutions, especially for Nghe An, which includes specific mechanisms and policies for the province's development that have been approved by the Central Committee. Coordinate and direct the implementation of the contents of the Law on Civil Judgment Enforcement 2025.

Minister of Justice Hoang Thanh Tung requested Nghe An province to pay attention to allocating resources, consolidating the organizational structure and staff working in the field of justice, especially at the commune level. He directed the acceleration of synchronized digital transformation between the Justice sector and the Civil Enforcement sector. For issues under local authority, he emphasized the need to invest in infrastructure, capacity, qualifications, training, and ensure sufficient staff are available to carry out these tasks.

Strengthen leadership in resolving major cases and civil cases decisively, contributing to the successful completion of civil enforcement tasks in general, and contributing to the fulfillment of tasks assigned by the Central Steering Committee. Continue to direct administrative procedure reform, improve the quality of service to citizens and businesses; and link this with promoting legal education and mediation at the grassroots level, and providing legal assistance to enhance legal support for businesses.

Minister of Justice Hoang Thanh Tung emphasized that for issues within its responsibility and authority, the Ministry of Justice will continue to direct its units and coordinate with other ministries and agencies to research and advise on solutions to address them.

Speaking at the meeting, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, acknowledged and accepted the Minister of Justice's opinions to guide and direct implementation in the coming period. The achievements of Nghe An province in the past have been made possible thanks to the attention, support, and guidance of the Ministry of Justice.

Emphasizing that the province's development goals for 2026 and the entire 2025-2030 term are very high, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation expressed his hope that in the coming time, the Ministry of Justice will continue to pay attention to and support the province, especially in resolving difficulties and obstacles, to create favorable conditions for the province to achieve its set goals.
