Implementing a vote of confidence for officials holding leadership and management positions in the political system

On the afternoon of April 3, under the chairmanship of comrade Mai Van Chinh - Member of the Party Central Committee, Permanent Deputy Head of the Central Organizing Committee, the Central Organizing Committee held an online conference to review the Party Building Organization sector in the first quarter and deploy tasks in the second quarter of 2023.

Perform assigned tasks well

In the first quarter of 2023, the entire Party Organization and Construction sector closely followed Conclusion No. 08-KL/BTCTW of the National Conference summarizing the Party organization and construction work in 2022, well implementing assigned tasks to ensure progress and quality.

Notably: Proactively developing work programs and plans for 2023; Timely grasping, concretizing and implementing specialized resolutions of the 13th Central Executive Committee; Directive documents of the Politburo, Secretariat, and Party committees at all levels on Party building and organization work; Continuing to advise on perfecting institutions on organization and personnel work to meet practical requirements.

In which, the Politburo was advised to issue Regulation No. 96-QD/TW, supplementing a number of contents suitable to the practical situation and Conclusion No. 50-KL/TW to continue to raise awareness, responsibility, and determination of Party committees, Party organizations, Party members, cadres, civil servants, and public employees in the political system, especially leaders, in implementing Resolution 18-NQ/TW, striving to complete the goals set out in Resolution 18-NQ/TW in conjunction with implementing the Resolution of the 13th National Party Congress and the Resolutions of Party Congresses at all levels.

Timely advise on regular and ad hoc personnel work, including high-ranking personnel of the Party and State, ensuring regulations, standards, and conditions, creating high consensus and unity.

Guide, monitor, urge, and summarize the results of the 2022 quality review, evaluation, and classification for party organizations, party members, collectives, leaders, and managers at all levels to ensure strictness, democracy, and objectivity. Regularly innovate methods, styles, and working manners, and have many effective ways of advising on Party organization and building work.

At the dissemination conference, the Central Organizing Committee deployed Conclusion No. 50 KL-TW dated February 28, 2023 of the Politburo on continuing to implement Resolution No. 18-NQ/TW, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operational, effective and efficient".

Quality and effective advice

Speaking at the conference, comrade Mai Van Chinh - Member of the Party Central Committee, Deputy Head of the Central Organization Committee, proposed that in the second quarter of 2023, the Organization and Construction sector continue to effectively implement the Resolutions and Conclusions of the 13th Central Executive Committee on Party organization and construction work.

Continue to deploy and implement projects and tasks assigned by the Politburo and Secretariat of Party Committees at all levels in the second quarter of 2023.

In which: The Politburo's Staff issued a Plan to take a vote of confidence from the Party Central Committee for Politburo and Secretariat members and implemented the vote of confidence at the 7th Central Conference of the 13th tenure.

Focus on completing the project "Regulations of the Secretariat on piloting the delegation of power at the grassroots level to grassroots party committees where the direct superior level is not a provincial party committee, city party committee, or party committee directly under the Central Committee".

The Party Organization and Building Department advises on the development of the planning plan for the Central Executive Committee, Politburo, Secretariat and key leaders of the Party and State for the 2026-2031 term.

Complete the review and supplement of the 2023 planning for leadership and management positions for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms, submit to competent authorities for approval and report the results according to regulations. Advise on the issuance and implementation of the vote of confidence for officials holding leadership and management positions in the political system and submit to competent authorities for approval.

At the same time, the whole sector has well implemented the work of internal political protection; information and propaganda work; summarizing practices, scientific research on Party building organization, inspection and supervision work; providing professional guidance on Party building organization to ensure progress and quality; building a clean and strong Party building organization sector./.
