On the afternoon of April 3rd, under the chairmanship of Comrade Mai Van Chinh - Member of the Central Committee of the Party, Deputy Head of the Standing Committee, the Central Organization Department held an online conference to review the work of the Party Organization and Construction sector in the first quarter and implement tasks for the second quarter of 2023.

At the Nghe An location, the following comrades were present: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; and Le Duc Cuong - Member of the Standing Committee and Head of the Provincial Party Committee's Organization Department.

Perform assigned tasks well.

In the first quarter of 2023, the entire Party Organization and Construction sector closely followed Conclusion No. 08-KL/BTCTW of the National Conference summarizing Party organization and construction work in 2022, and successfully implemented assigned tasks, ensuring progress and quality.

Key highlights include: Proactively developing work programs and plans for 2023; Timely disseminating, concretizing, and implementing the thematic resolutions of the 13th Central Committee; Directives from the Politburo, the Secretariat, and Party committees at all levels on Party building and organization; Continuing to advise on improving the institutional framework for organizational and personnel work to meet practical requirements.

In this context, the Politburo was advised to issue Regulation No. 96-QĐ/TW, supplementing some contents appropriate to the practical situation, and Conclusion No. 50-KL/TW to further enhance the awareness, responsibility, and determination of Party committees, Party organizations, Party members, cadres, civil servants, and public employees in the political system, especially the leaders, regarding the implementation of Resolution 18-NQ/TW, striving to achieve the goals set out in Resolution 18-NQ/TW in conjunction with the implementation of the Party's 13th National Congress Resolution and the Resolutions of Party Congresses at all levels.

Providing timely advice on regular and ad hoc personnel matters, including high-ranking Party and State officials, ensuring compliance with regulations, standards, and conditions, and fostering high levels of consensus and unity.

Provide guidance, monitor, supervise, and compile the results of the 2022 review, evaluation, and quality ranking of Party organizations, Party members, collectives, and leading and managerial cadres at all levels, ensuring strictness, democracy, and objectivity. Continuously innovate methods, styles, and working practices, and implement many effective approaches in advising on Party building and organizational work.

At the conference, the Central Organizing Committee implemented Conclusion No. 50 KL-TW dated February 28, 2023, of the Politburo on continuing to implement Resolution No. 18-NQ/TW of the 12th Party Congress on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, operational, effective, and efficient."

High-quality and effective advice

Speaking at the conference, Comrade Mai Van Chinh - Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Organization Department - requested that in the second quarter of 2023, the Party Organization sector continue to effectively implement the Resolutions and Conclusions of the 13th Central Committee on Party organization building work.

Continue to implement the projects and tasks assigned by the Politburo and the Secretariat of Party committees at all levels in the second quarter of 2023.

Specifically: The Politburo's advisory body issued a plan for conducting a vote of confidence by the Central Committee of the Party on the members of the Politburo and the Secretariat, and implemented the vote of confidence at the 7th Central Committee meeting of the 13th term.

Focus on finalizing the draft "Regulations of the Party Central Committee on piloting the delegation of authority from higher levels to grassroots Party committees where the immediate superior is not a provincial Party committee, city Party committee, or Party committee directly under the Central Committee".

The Party Organization and Construction sector is advising on the implementation of the plan for the Central Committee, the Politburo, the Secretariat, and key leaders of the Party and State for the 2026-2031 term.

Complete the review and supplementation of the 2023 planning for leadership and management positions for the terms 2020-2025, 2021-2026, and 2025-2030, 2026-2031, submit it to the competent authority for approval, and report the results as prescribed. Advise on the issuance and implementation of a confidence vote for officials holding leadership and management positions in the political system, and submit it to the competent authority for approval.

Simultaneously, the entire sector effectively carried out internal political security work; information and propaganda work; summarizing practical experiences and conducting scientific research on Party building and organization; inspection and supervision work; providing professional and technical guidance on Party building and organization to ensure progress and quality; and building a clean and strong Party building and organization sector.
