2013 marked the first time November 9th became the National Law Day of the Socialist Republic of Vietnam. Law Day was celebrated nationwide to honor the Constitution and laws, and to educate all citizens about the importance of respecting the rule of law.
Minister of Justice Ha Hung Cuong stated: Over the past three years, the implementation of Law Day has closely adhered to the set goals and content, spreading widely and attracting the attention and positive response of most officials, civil servants, employees, armed forces personnel, and people from all walks of life.
Law Day has been well-received and actively embraced by society, creating a new milestone in the awareness of the Constitution and laws among a large number of officials, civil servants, and citizens. It is truly becoming a nationwide festival for building, implementing, and protecting the Constitution, with the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization."

In particular, many effective forms and methods of organizing and implementing Law Day, suitable for each target group, have been successfully implemented, such as: direct dissemination and education of law; dissemination through newspapers, radio, television, local loudspeakers, and visual promotion; implementing legal education through legal aid, legal consultation, mobile court sessions, and deploying pilot models of legal education in villages, hamlets, and communes...
Through diverse and varied forms, activities implementing Law Day have become more substantive and meaningful for individuals and organizations in specific areas of law, thereby contributing to the fulfillment of tasks by ministries, sectors, and localities.
More importantly, the implementation of Law Day has begun to move towards a higher, more substantive goal: to transform the awareness of citizens to proactively study and understand the law in order to protect their legitimate rights and interests.
Through Law Day, efforts have been made to promote the organization and implementation of lawmaking, enforcement, and application. A notable result is that agencies, units, and localities have focused on removing "bottlenecks" for citizens and businesses. Lawmaking and enforcement activities have ensured democracy, openness, and transparency; reduced wrongful convictions, complaints, and grievances; and violations of the law by organizations and individuals have been detected and handled quite thoroughly, promptly, and in accordance with the law.
This result has made a positive contribution to institutionalizing the Party's guidelines and policies in legal regulations and quickly putting them into practice, contributing to the successful implementation of the Constitution, the socio-economic development tasks of the country set forth by the Party and the National Assembly, ensuring national defense and political security, social order and safety; promoting administrative reform and combating corruption and waste; improving the business environment; expanding and enhancing the effectiveness of foreign affairs and international integration; and ensuring the rights and interests of the people...

However, the implementation of Law Day has only focused and prioritized in large cities and urban areas, lacking uniformity in remote areas, ethnic minority regions, border areas, and islands. Therefore, in recent times, violations of the law by people in remote and rural areas, or instances of people taking matters into their own hands, remain quite common.
Notably, in some places, the organization and implementation of Law Day are still superficial and merely a movement, lacking substance and failing to align with the purpose, spirit, and meaning of Law Day.
Entering 2015, the Constitution had been in effect for two years, therefore, the theme of Law Day was determined to be: "Implementing the Constitution and laws to contribute to building a socialist rule of law state; protecting human rights, and the fundamental rights and obligations of citizens."
On this occasion, Minister of Justice Ha Hung Cuong expressed his hope that ministries, sectors, and localities would continue to build upon the results and experiences gained from the implementation of Law Day over the past three years; overcome limitations and shortcomings; and attract the active participation of all agencies, organizations, and people from all walks of life to implement Law Day 2015 in a more focused, effective, and practical manner. This would contribute to identifying the feasibility and effectiveness of regulations; create a basis for adjusting policies more appropriately; ensure consistent and synchronized implementation after promulgation; and foster high social consensus in the organization and implementation of legal policies. In particular, it is necessary to focus on enhancing the responsibility of officials and civil servants in performing their duties; and remove bottlenecks in economic and social development. At the same time, we propose solutions to improve the quality and effectiveness of the work of drafting, implementing, and protecting the Constitution and laws, in conjunction with raising legal awareness and legal culture among all segments of the population…/.
