2013 - the first year November 9 became the Law Day of the Socialist Republic of Vietnam. Law Day is celebrated nationwide to honor the Constitution, the law, and educate the awareness of the rule of law for all people in society.

Minister of Justice Ha Hung Cuong said: After 3 years of implementation, the implementation of Law Day has closely followed the set goals and contents, has had a wide spread, attracted the attention and response with a positive spirit of most cadres, civil servants, public employees, workers, officers and soldiers of the armed forces and people of all walks of life.

Law Day has been welcomed and actively responded to by society, creating a new mark in the awareness of the Constitution and law of a large number of cadres, civil servants, public employees and people, truly becoming a national festival to build, implement and protect the Constitution for the goal of "Rich people, strong country, democracy, fairness and civilization".

In particular, many forms and methods of organizing and implementing Law Day effectively, suitable for each subject, have been successfully implemented such as: direct dissemination and education of law (PBGDPL); organizing dissemination on newspapers, radio, television, grassroots loudspeakers, visual propaganda; implementing PBGDPL through legal aid, legal advice, mobile trials, deploying pilot models of PBGDPL in villages, hamlets, hamlets, etc.

Through diverse and rich forms, it has contributed to bringing the implementation of Law Day activities into reality, having practical significance for the activities of individuals and organizations in each specific legal field, thereby contributing to the implementation of the tasks of the Ministry, industry and locality.

More importantly, the implementation of Law Day has begun to move towards a higher and more substantial goal, which is to change the awareness of self-study and understanding of the law to protect the legitimate rights and interests of citizens.

Through the Law Day, it has also contributed to promoting the organization and implementation of the work of building, implementing and applying the law, in which the outstanding result is that agencies, units and localities in the process of organizing and implementing tasks have focused on removing "bottlenecks" for people and businesses. The activities of building and implementing the law have ensured democracy, publicity and transparency; limited injustice, complaints and lawsuits; the situation of law violations by organizations and individuals has been discovered and handled quite thoroughly, promptly, to the right people and in accordance with the law.

This result has actively contributed to the institutionalization of the Party's policies and guidelines in legal regulations and quickly put them into practice, contributing to the successful implementation of the Constitution and the socio-economic development tasks of the country set forth by the Party and the National Assembly, ensuring national defense and political security, social order and safety; promoting administrative reform and preventing corruption and waste; improving the business environment; expanding and enhancing the effectiveness of foreign affairs and international integration; ensuring the rights and interests of the people....

However, the implementation of the Law Day has only focused on and prioritized in big cities and urban areas, and has not been uniform in remote areas, ethnic minority areas, border areas, and islands. Therefore, in recent times, the situation of people in remote areas, rural areas, etc. violating the law due to not understanding the law or the situation of people "taking matters into their own hands" is still quite common.

Notably, the organization and implementation in some places is still formal, just a movement, not going into substance, not in line with the purpose, spirit and meaning of Law Day.

Entering 2015, the Constitution has been in effect for 2 years, so the theme of Law Day is determined as: "Implementing the Constitution and laws to contribute to building a socialist rule-of-law state; protecting human rights, basic rights and obligations of citizens".

On this occasion, Minister of Justice Ha Hung Cuong expressed his hope that ministries, branches and localities would continue to promote the results and experience of implementing the Law Day in the past 3 years; overcome limitations and shortcomings, attract the active participation of all agencies, organizations and all classes of people to implement the Law Day 2015 in a more focused, key, effective and practical manner. Thereby, contributing to identifying the feasibility and effectiveness of regulations; creating a basis for more appropriate policy adjustments, ensuring that after promulgation, they are implemented uniformly and synchronously, creating high consensus in society in organizing the implementation of legal policies. In particular, it is necessary to aim at enhancing the responsibility of cadres and civil servants in performing public duties; removing bottlenecks in economic and social development. At the same time, propose solutions to improve the quality and effectiveness of the work of building, implementing and protecting the Constitution and laws, associated with raising legal awareness and legal culture for all classes of people.../.
