Currently, all levels, sectors, and localities in Nghe An are focusing on putting the Resolution into practice through concrete models, projects, and results, thanks to innovative thinking, flexible and creative leadership methods, and specific accountability for each organization and individual.

"Addressing" the resolution
One of the key objectives set by Quynh Tam commune is to achieve advanced new rural standards by 2030. To realize this goal, the Party Committee of Quynh Tam commune has issued a comprehensive action program with 9 resolutions and key projects on socio-economic development, national defense and security, Party building, and the political system.
According to Comrade Nguyen Van Phu, Secretary of the Party Committee and Chairman of the People's Council of the commune, the overarching principle is: "Resolutions must be implemented in practice with concrete results, so that people can see, benefit from, and participate in their implementation. Therefore, all policies and tasks are concretized, clearly 'specifically addressed,' and linked to each locality, each field, and the responsibility of each official in charge."

That spirit is clearly demonstrated in Hamlet 3A, where the commune Party Committee has directed the construction of an advanced new rural hamlet by 2027. The Party branch of Hamlet 3A issued a thematic resolution with three pillars: economic development; infrastructure upgrading; and building a cultural life.
The approach taken by the Party Branch of Village 3A goes beyond mere propaganda and mobilization; it has become a "bridge" to resolve difficulties for people in accessing policies supporting production, completing land legal procedures, and providing cement for rural road construction.
Putting resolutions into practice involves not only propaganda and mobilization, but also acting as a "bridge" to resolve difficulties and obstacles for the people.

With the support of the village and commune, Mr. Le Dinh Phung's family, along with six other households, boldly converted over 5 hectares of acacia and eucalyptus trees to pineapple cultivation, and the pineapple growing area is continuing to expand to approximately 10 hectares according to the commune's plan. Some households are focusing their investment on production on leased land, while also renting land from neighboring households to expand the model.
Typical examples include the model of Mr. Cao Thanh Hoan's family, with over 3 hectares, raising 250 sows and 1,500-2,000 fattening pigs per batch, combined with animal feed and milling services; the 2.6-hectare model of Mr. Le Dinh Que's family, raising fish, turtles, nearly 100 pigs, and over 2,000 chickens per batch; and the model of renovating an old brick kiln area of nearly 2 hectares by Mr. Dinh Thanh The's family, raising fish and poultry on a scale of 3,000-4,000 birds per batch.
In addition to economic development, the Party cell of village 3A also mobilized the people to donate land, assets, and contribute funds to expand and concrete nearly 1.5 km of roads.

Regarding the "pillar" of culture, Comrade Le Dinh Thuan - Secretary of the Party Branch and Head of Village 3A - said: In the village, there are 19 clans. Besides maintaining and promoting the title of "Cultural Village," the Party branch focuses on directing the building of cultural clans, associated with building a civilized lifestyle and solidarity in the community - an important foundation of advanced new rural development.
The initial results of implementing the resolution are also reflected in the construction of schools meeting national standards, with Quynh Chau Secondary School receiving a total investment of 12 billion VND and the ongoing construction of additional classrooms at Quynh Chau A Primary School and Quynh Chau Kindergarten.
In terms of infrastructure development, Quynh Tam is building more than 7 km of rural concrete roads, while also upgrading the lighting and irrigation systems to serve agricultural production. A notable project is the recently completed and operational De Vang Dam, with a total investment of approximately 10 billion VND. The locality has also planned the construction of four land use rights auction areas with over 100 land plots to generate investment resources for development and the formation of new residential areas with integrated planning in the future. The commune has proactively connected with and attracted investment, and currently has two projects in the process of completing investment procedures: a leather shoe factory and a clean water plant.

Quynh Tam is also actively transforming its crop and livestock structure towards increasing value and applying science and technology. The focus is on developing high-quality rice fields, expanding the area of fruit trees, pineapples, sugarcane, and medicinal plants like incense, linked with the development of OCOP products. Currently, the commune is adjusting its general planning, with the aim of forming approximately 200 hectares of concentrated family farms and large-scale farms – creating a space for sustainable commercial agricultural development in the coming period.
Based on the initial results of implementing the resolution, Comrade Nguyen Van Phu - Secretary of the Party Committee and Chairman of the People's Council of the commune - emphasized: The implementation of the Resolution is only truly meaningful when it is concretized through practical, effective models and measurable results in people's lives. When people see the changes through concrete projects, actions, and benefits, their trust in the policies of the Party Committee and the government will be strengthened, thereby creating consensus and cooperation in the process of local development. This is also the driving force for the political system to continue to innovate its leadership methods, enhance its sense of responsibility, and act more decisively and persistently, ensuring that the resolution truly becomes a driving force for local development.
The implementation of the resolution will only be truly meaningful when it is concretized through practical, clearly effective models and measurable results in people's lives.

Nam Dan commune was established by merging three communes: Nam Hung, Nghia Thai, and Nam Thanh. Alongside opportunities, it also presents numerous challenges due to its large area, semi-mountainous terrain, underdeveloped infrastructure, and fragmented production.
Based on this experience, the Party Committee of Nam Dan commune has determined that building a team of cadres, first and foremost the Party committees from the commune to the hamlet level, requires innovative thinking and flexible, creative leadership methods, a sense of responsibility, and a commitment to serving the people well.

One of the key tasks that the Party Committee and government have been decisively directing is administrative reform, as shared by Comrade Nguyen Duy Thao - Secretary of the Party Committee and Chairman of the People's Council of Nam Dan commune: "The resolution of administrative procedures for people is quick, accurate, open, and transparent through promoting digital transformation and improving the spirit of serving the people by officials and civil servants; there is absolutely no harassment or obstruction. Therefore, in 2025, the index of serving people and businesses in implementing administrative procedures and providing public services of the commune will reach 95.01 points, ranking 1st out of 130 communes and wards; the administrative reform ranking index will rank 24th out of 130 communes and wards."
In Nam Dan commune, in the first quarter of 2026 alone, the commune resolved obstacles and issued 66 land use right certificates to residents.

In tasks requiring time constraints, the Party Committee's guiding principle is to disregard the responsibilities of the Party Committee and the government, instead identifying the common tasks of the locality to mobilize all cadres to participate, such as disbursing flood damage compensation payments to people, or carrying out surveying, counting, and compensation for land clearance for the Vinh - Thanh Thuy expressway project, which has been completed for a total of 646 households…
Given its mountainous terrain, the Nam Dan commune Party Committee has identified transportation infrastructure as a strategic breakthrough. Based on practical surveys, the locality has clearly identified the routes requiring investment, along with a roadmap and capital plan; prioritizing investment in routes connecting within the commune and with other communes, connecting historical sites, and areas with potential for developing commercial agriculture linked to experiential and eco-tourism. Currently, the locality is focusing on completing the construction of the northern ring road, running along the Dai Hue mountain area and connecting to the Truong Bon Historical Site, in 2026.

In agricultural production, based on practical surveys and assessments, Nam Dan commune is encouraging people to develop high-tech agriculture associated with the development of OCOP products; transforming the structure of crops and livestock with a focus on exploiting the advantages of the semi-mountainous area to grow fruit trees combined with building experiential and ecological tourism models; raising goats, cows, pigs, chickens, etc., on a family farm and large-scale farm basis; exploiting the advantages of lakes and dams in the area to raise aquatic products combined with tourism development.
On the other hand, based on some successful crops such as myrtle, black olive, and persimmon, the Party committee is directing the government to research and organize workshops to develop some characteristic crops, creating commodity production areas.

Putting the resolution into practice to achieve concrete and tangible results takes time; however, the roads being prepared for investment, the nascent new economic models, and the quick and transparent handling of administrative procedures are evidence of the resolution being put into practice through substantive action in Nam Dan.
Not only in Quynh Tam and Nam Dan communes, but currently all levels, sectors, and localities in the province are focusing on putting the resolution into practice through models and projects that bring practical results.
From innovative thinking and leadership methods to assigning specific responsibilities to each organization and individual, many tangible results have been achieved and can be measured in practice. When each Party committee and government acts with concrete and effective actions, the people's trust continues to be strengthened, creating social consensus. This is a crucial foundation for Nghe An to successfully achieve its goals of rapid and sustainable development in the new phase.
