Nghe An is entering a phase of accelerating the implementation of large-scale projects, with clear requirements for timelines, accountability, and synchronized implementation conditions. This decisive approach is gradually putting the infrastructure development policy into practice and expanding the province's growth potential.
Construction sites are accelerating their operations.
That spirit is being concretized first and foremost in large-scale projects that require synchronized implementation and directly impact the province's connectivity and development potential.
Among the key projects, the Vinh - Thanh Thuy expressway is being prioritized with the requirement to quickly move from completing land acquisition and documentation to organizing simultaneous construction.
The project comprises 10 sub-projects, of which Sub-project 1, construction, is managed by the Nghe An Provincial Transport Project Management Board and is divided into 6 construction packages.

Following the Provincial Party Committee's request, the task of implementing the expressway project has been specified with very clear timelines. Construction packages must be implemented simultaneously in September 2026.
Based on that, the Provincial People's Committee is focusing on directing efforts to resolve obstacles, expedite land clearance, and complete the necessary documents, procedures, and conditions for construction.
Currently, Construction Package 01 is being implemented. Recently, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the relevant units to review and revise the overall progress schedule for Construction Package 01, with the goal of completion in December 2027.
The progress schedule must be detailed down to each construction phase, each item, and each milestone, thereby providing a basis for inspection, supervision, and accountability in case of delays; in particular, the Dai Hue bridge project must be completed by December 2027.
For the Dai Hue tunnel, preparations for construction must be made to begin tunnel drilling in September 2026, with the goal of completing the tunnel in 2027.
For Construction Package 02, all preparatory work must be completed to begin mass construction across the entire site before August 18, 2026.
The consulting units are requested to urgently complete the dossiers, ensuring the conditions for appraisal and approval of the remaining construction packages, from Package 03 to Package 06, in August; and to organize simultaneous construction in September 2026.

If the Vinh - Thanh Thuy expressway creates a new connecting axis, the Quynh Lap LNG Thermal Power Plant Project, with a total investment of nearly 60,000 billion VND, will be promoted in a way that creates further impetus for the energy industry and attracts large-scale projects.
On August 6th, a consortium of investors comprising Vietnam Oil and Gas Power Corporation, SK Innovation Co., Ltd. of South Korea, and Nghe An Sugar Company Limited signed a Shareholder Agreement for the Quynh Lap LNG Project, laying the groundwork for the parties to continue completing legal procedures, organizing the structure, and implementing the next investment steps.
Recently, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested the consortium of investors to complete the company establishment, sign the Project Contract and the Compensation and Land Clearance Contract by August 2026.
The detailed construction planning task at a scale of 1/500 must be approved before September 3rd; the detailed planning documents must be completed and submitted for appraisal and approval before September 16th.
The consortium of investors is required to develop a detailed schedule, clearly defining the completion time for each task, ensuring the project is put into operation in 2030 as per the revised Power Development Plan VIII.

The decisive approach to project progress is also evident in another group of projects with significant requirements and importance: the system of multi-level boarding schools in border communes. Despite facing numerous difficulties, Nghe An is focusing on implementing 21 multi-level boarding schools, including 10 schools in phase 1 and 11 schools in phase 2.
According to Vice Chairman of the Provincial People's Committee Thai Van Thanh, the province is focusing its resources to ensure that all 10 schools in the first phase will hold their opening ceremonies for the 2026-2027 school year at the new facilities, as directed by the Central Government.

For the 11 schools in phase 2, land handover has been completed. The province requires that all schools begin construction no later than August 20th, ensuring all necessary conditions are met to complete the project on schedule and to the required quality standards.

Along with accelerating projects that have entered the implementation phase, Nghe An is simultaneously preparing a series of new projects, prioritizing the transportation sector, in order to gradually complete the infrastructure network and create a foundation for spatial development planning in the 2026-2030 period.
Chairman of the Provincial People's Committee Vo Trong Hai recently conducted a field survey and directed the preparation for the implementation of a series of transportation projects with a total estimated investment of nearly 12,000 billion VND.

In particular, the project to build a road connecting the Provincial Administrative Center to National Highway 46C, approximately 8 km long, with a total estimated investment of 2,418 billion VND, is identified as an important project serving the orientation of forming a new administrative and urban space for the province.
The route is situated within the overall new urban spatial organization, enhancing transportation connectivity while simultaneously creating conditions for the formation of new development spaces.
Currently, the Nghe An Provincial Project Management Board for Transportation Works is coordinating with relevant departments, agencies, and communes/wards to finalize the Investment Proposal Report as directed by the Provincial People's Committee.

The importance of this road becomes even clearer as Nghe An province is simultaneously preparing the Provincial Administrative Center. The province has approved the task and budget for the detailed planning at a scale of 1/500 for the Provincial Administrative Center in Vinh Loc ward and Dong Loc commune, covering an area of approximately 45 hectares. It is expected to house the centralized administrative center of the Provincial Party Committee, the Provincial People's Committee, and many departments, specialized agencies, and affiliated units.
Therefore, the route connecting the Provincial Administrative Center with National Highway 46C is considered part of the overall plan to complete the transportation framework serving the new development space, rather than being viewed as a standalone project.
The project is also included in the list of 27 key transportation projects expected to start construction in the 2026-2030 period, with a total capital requirement of nearly 24,000 billion VND.
Following the Provincial Party Committee's direction on infrastructure development, the Provincial People's Committee is urgently completing investment procedures, allocating capital plans, and preparing the conditions for immediate implementation from the beginning of the medium-term public investment period.

Thus, it can be seen that progress is being accelerated simultaneously in both ongoing and preparatory investment projects. Projects already underway are being prioritized to resolve obstacles and speed up progress; new projects are being prepared comprehensively in terms of planning, procedures, capital, and land.
A key highlight during this period is the significantly accelerated pace of project implementation. Timelines are clearly defined for each contract package, item, and task, providing a basis for inspection, monitoring, and evaluation of implementation results.
The rapid, synchronized, and decisive implementation is creating new momentum in the province's investment and development; concretizing the Provincial Party Committee's policies, creating more room for infrastructure development, attracting resources, and consolidating growth momentum in the 2026-2030 period.
