Thoroughly address hospital management issues.
Deputy Prime Minister Le Thanh Long stated that the Ministry of Health needs to thoroughly address issues related to hospital management, standardize basic procedures for medical examination and treatment, pharmaceutical management, and food safety and hygiene.

On July 2nd, at the Government Headquarters, Deputy Prime Minister Le Thanh Long, Head of Steering Committee No. 4 of the Government Party Committee, chaired a meeting to discuss and provide feedback on the preparations for the Party Congress of the Party Committee of the Ministry of Health.
According to the report of the Party Committee of the Ministry of Health, to date, the Party Committee has successfully directed the organization of the 2025-2030 term congresses for all 30/30 subordinate Party organizations. The congresses are expected to be held before August 15, 2025, with the motto "Unity – Innovation – Integration – Development".
The planned theme for the Congress is to enhance the leadership capacity and fighting strength of the Party Committee of the Ministry of Health; to promote intelligence, solidarity, active innovation, and increased integration, for the goal of developing the health sector in the new era.
After listening to the comments and concluding the meeting, Deputy Prime Minister Le Thanh Long emphasized the need to proactively prepare well the documents, personnel, and other aspects to ensure the smooth running of the congress. He stressed the importance of paying particular attention to the personnel plan, ensuring it follows a rigorous, scientific, and consistent process.

Regarding the political report, the Deputy Prime Minister suggested that the Party Committee of the Ministry of Health should write in more detail about the context, "what the current term is like, what the next term will be like, including personnel changes, inspection and supervision work… especially after COVID-19," thereby clearly identifying the situation and correctly assessing the key points regarding direction and tasks.
"It's necessary to describe the most fundamental aspects of what has been accomplished," the Deputy Prime Minister suggested, highlighting achievements such as stabilizing the situation and morale of officials and employees after some violations within the sector were dealt with, and selecting key issues within the sector's management to address previous shortcomings, such as drug procurement and food safety and hygiene.
Assessments and evaluations must be accompanied by specific data. "The results achieved, reflected in the fulfillment of targets, are only one part; there are many other factors involved. You should examine this more thoroughly," the Deputy Prime Minister noted, adding that a more detailed analysis of the shortcomings and the remaining unresolved issues is necessary.
In terms of direction, the Ministry of Health needs to closely follow the draft documents to be submitted to the 14th National Party Congress, especially the contents related to the health sector and the directives of General Secretary To Lam during recent working sessions with the Ministry of Health.
"You must advise the Central Committee to bring about fundamental changes in healthcare management," the Deputy Prime Minister said.
First, specific plans and proposals are needed to address the healthcare network immediately this year, once the two-tiered local government system becomes operational. Thoroughly address issues related to hospital management, standardize basic procedures for medical examination and treatment, pharmaceutical management, and food safety and hygiene. The Ministry's review report on leadership and management needs to be more frank, confronting the truth to draw lessons and find solutions.
