Dismantling an inter-provincial ring trafficking nearly 250 kg of illegal fireworks

Through the work of grasping the situation, in early October 2024, the Criminal Police Department discovered a group of subjects transporting and trading in large quantities of prohibited goods from Quang Tri province to Nghe An province and other areas outside the province for consumption. This group of subjects operated with extremely sophisticated and reckless methods and tricks, using social networks to change communication methods, frequently changing means and delivery locations, making the police force's fight very difficult.

Recognizing that this was a complicated case with the participation of many subjects, inter-provincial activities to transport and trade illegal fireworks in very large quantities, the Criminal Police Department reported to the provincial police leadership to establish a special project to fight.

During the investigation and verification process, the police identified Le Van Hoai (born in 1991), residing in Tan Hop commune, Huong Hoa district, Quang Tri province and Hoang Dinh Minh (born in 1977), residing in Trung Hai commune, Gio Linh district, Quang Tri province as the two leaders of the above inter-provincial firecracker transportation and trading ring. After being purchased by the subjects in the border area, the fireworks will be transported and supplied to the points inside and outside the province by Le Van Hoai and Hoang Dinh Minh.

In Nghe An, Phan Van Luong (born in 1982), residing in Nghia Xuan commune, Quy Hop district, was the direct contact for trading and buying fireworks from Hoai and Minh, then bringing them to sell in Nghe An province.

After monitoring and applying synchronous professional measures, on October 26, 2024, on National Highway 48 in Nghia Thuan Commune, Thai Hoa Town, the Criminal Police Department coordinated with the Provincial Police Department and Road Traffic Police Team No. 1 (Traffic Police Department) to intercept and arrest Hoang Dinh Minh when he was transporting a large quantity of firecrackers from Quang Tri to trade with Phan Van Luong in Nghe An Province; the seized evidence was nearly 100 kg of explosive firecrackers.

On the same day, the Investigation Police Agency of Nghe An Province executed an emergency search warrant at the residence of Phan Van Luong and Hoang Dinh Minh, and executed an emergency search warrant at the residence and an emergency detention warrant for Le Van Hoai; confiscated nearly 150 kg of firecrackers.

Currently, the Criminal Police Agency has detained the above 4 subjects to further investigate the case.
