The procedure for conducting a vote of confidence by secret ballot for 30 key leaders of the People's Council and People's Committee of Nghe An province.
(Baonghean.vn) - The assessment of the level of trust in the person being evaluated includes political qualities, ethics, lifestyle, adherence to the Constitution and laws; and the results of performing assigned tasks and powers.
The results of the confidence vote are expressed at three levels: "Confident," "Highly Confident," and "Low Confidence."

At the 16th session, to be held on the afternoon of October 27, 2023, 81 delegates of the Nghe An Provincial People's Council, 18th term, 2021-2026, will cast secret ballots to vote on a confidence vote for 30 individuals holding positions elected by the Provincial People's Council.
The Standing Committee of the Nghe An Provincial People's Council issued Plan No. 242/KH-HĐND dated September 8, 2023, to organize a vote of confidence. Accordingly:
The confidence vote process consists of 5 steps:
- Individuals subject to a vote of confidence must submit a report (using the provided form) and a declaration of assets and income to the Standing Committee of the Provincial People's Council before September 26, 2023, so that the Standing Committee can forward them to the members of the Provincial People's Council.
- The Vietnam Fatherland Front Committee of the province shall send a document notifying the Standing Committee of the Provincial People's Council before October 1, 2023, of the compiled opinions and recommendations of voters regarding those holding positions elected by the Provincial People's Council (if any), so that the Standing Committee of the Provincial People's Council can forward it to the person subject to the confidence vote and the members of the Provincial People's Council.
- In cases where clarification is needed regarding issues related to the person being subjected to the confidence vote, no later than October 11, 2023, provincial People's Council representatives may send a written request to the Standing Committee of the People's Council to ask the competent authority to verify and provide a written response.
- Before October 16, 2023, provincial People's Council representatives may send written requests to the Standing Committee of the People's Council and the person being subjected to the confidence vote to ask the person being subjected to the confidence vote to clarify the contents that form the basis for assessing the level of confidence.
- At least three days before the confidence vote session, the person being subjected to the confidence vote must submit a written explanation (using the provided form) regarding issues related to themselves as stated in the summary report of the Vietnam Fatherland Front Committee of the province and the opinions of provincial People's Council representatives (if any), to the Standing Committee of the Provincial People's Council and the provincial People's Council representatives who have commented on the person being subjected to the confidence vote.
The procedure for taking a vote of confidence at the 16th session of the 18th term of the Nghe An Provincial People's Council consists of 7 steps:
- The Standing Committee of the Provincial People's Council submits to the Provincial People's Council for decision the list of individuals to be subject to a vote of confidence.
- Provincial People's Council delegates discuss in their respective groups.
- The Standing Committee of the Provincial People's Council reports the results of the group discussions to the Provincial People's Council. The confidence vote session can only be held when at least two-thirds of the total number of Provincial People's Council delegates are present.
- The Provincial People's Council established a vote counting committee.
- The Provincial People's Council conducts a vote of confidence by secret ballot.
- The vote counting committee reports the results of the vote count.
- The Provincial People's Council considers and approves a Resolution confirming the results of the confidence vote as proposed by the Standing Committee of the Provincial People's Council.
The results of the confidence vote are used to evaluate officials, serving as a basis for planning, transferring, appointing, nominating candidates, dismissing officials, and implementing policies and regulations for officials.
If a person subject to a confidence vote receives more than half but less than two-thirds of the total votes indicating "low confidence," they may resign; if they do not resign, the Standing Committee of the Provincial People's Council will submit a proposal to the Provincial People's Council to conduct a further confidence vote at the next session or meeting of the Provincial People's Council.
If a person subject to a confidence vote receives two-thirds or more of the total votes indicating "low confidence," the agency or person authorized to nominate that person for election or approval by the Provincial People's Council is responsible for submitting a proposal to the Provincial People's Council to dismiss or approve the proposed dismissal at the nearest session of the Provincial People's Council.
As reported by Nghe An Newspaper, at the regular meeting in September 2023, held on the afternoon of September 29th, the Standing Committee of the Provincial People's Council agreed to hold the 16th Session (Special Session) on the afternoon of October 27th, 2023, to conduct a vote of confidence for those holding positions elected by the Provincial People's Council, including: the Chairman of the Provincial People's Council, the Vice-Chairmen of the Provincial People's Council, the Heads of the Committees of the Provincial People's Council, the Chairman of the Provincial People's Committee, the Vice-Chairmen of the Provincial People's Committee, and the members of the Provincial People's Committee elected by the Provincial People's Council before January 1st, 2023 (30 people).
This includes the Provincial People's Council (7 members): Chairman of the Provincial People's Council, 2 Vice-Chairmen of the Provincial People's Council, Head of the Economic and Budget Committee of the Provincial People's Council, Head of the Legal Committee of the Provincial People's Council, Head of the Culture and Social Affairs Committee of the Provincial People's Council; and Head of the Ethnic Affairs Committee of the Provincial People's Council.
The Provincial People's Committee (23 people) includes: the Chairman of the Provincial People's Committee, 4 Vice-Chairmen of the Provincial People's Committee, and 18 members of the Provincial People's Committee, including: the Director of the Provincial Police Department, the Commander of the Provincial Military Command, the Chief of the Provincial People's Committee Office, the Chief Inspector of the Province, the Head of the Provincial Ethnic Affairs Committee; and the Directors of 13 departments: Labor - Invalids and Social Affairs, Information - Communications, Tourism, Construction, Education and Training, Finance, Justice, Interior, Natural Resources and Environment, Transport, Industry and Trade, Culture - Sports, and Foreign Affairs.
