Three men arrested for stealing steel on the highway.
Seeing that the highway drainage ditch had steel bars installed, the group of thieves used crowbars to pry them open and stole nearly a ton.
On October 14th, the Cam Pha City Police (Quang Ninh province) announced that they have issued a decision to prosecute Nguyen Van Thu (46 years old, residing in Ha Long City), Le Duc Nhat (32 years old), and Ly Tai Tuan (28 years old, both residing in Hoanh Bo district) for the crime of theft.

According to investigators, at approximately 2:00 AM on October 3rd, this group, armed with crowbars, traveled in a 2.5-ton truck onto the Ha Long - Van Don expressway to steal steel. Upon arriving in Duong Huy commune, Cam Pha city, they noticed that the expressway's drainage ditch had steel bars installed. Using the crowbars, they pried off nearly one ton of V-shaped steel bars belonging to Licogi 16 Joint Stock Company.
The group then went to the nearby Quang Huy Company warehouse, where they met Mr. Tran Van Chiem (the security guard) and inquired about purchasing the scrap materials stored outdoors. Mr. Chiem sold them eight iron drill bits, a roll of B40 steel mesh, and a used winch base for 500,000 VND.
On October 4th, upon being discovered, Mr. Chiem reported to the police that he had been beaten and threatened by the group of thieves in order to steal the aforementioned property. The police have detained Mr. Chiem for investigation into his alleged complicity in the theft.

In July, over a ton of steel was stolen from the Ha Long - Van Don expressway. In August, nearly 100 trash screens were also stolen from the Ha Long - Hai Phong expressway, affecting traffic safety.
