On September 2nd, the police of Loc Binh district, Lang Son province, initiated legal proceedings against Luong Van Bon (born in 1994), residing in Ban Chuoi village, Hiep Ha commune, Loc Binh district, for the crime of theft.

According to the initial investigation, Bon was driving his motorbike from his home to Loc Binh town to look for his younger brother. Because he was not wearing a helmet and did not have vehicle registration papers, the traffic police of the district police department confiscated his vehicle.

Having no money in his pocket, the suspect stole a motorbike parked on the roadside in Loc Binh town and rode it to Lang Son city to find a place to sell it; however, he was later caught red-handed by the authorities.
