At the Hanoi venue, Prime Minister Nguyen Xuan Phuc attended and chaired the conference. Also in attendance were members of the Politburo, Secretaries of the Central Committee of the Party, leaders of political and social organizations, central committees, ministries and agencies; standing committees, Party committees and leaders of the Mass Mobilization Departments of provincial and city Party committees, and Party committees directly under the Central Committee.
In his remarks at the conference, Prime Minister Nguyen Xuan Phuc acknowledged and commended the achievements in mass mobilization work, recognizing the efforts of the mass mobilization staff from the central to local levels.

The Prime Minister requested that ministries, departments, and localities seriously develop plans to implement the Party's directives and resolutions on mass mobilization work. They should continue to improve the system of policies and laws related to human rights and the legitimate interests of the people. They should effectively carry out dialogue, receive citizens, and resolve complaints and denunciations. Every official, civil servant, and Party member must be responsible for listening to the people, explaining things in a way the people understand, and earning the people's trust. The evaluation of officials, civil servants, and public employees should be reformed, using the level of public satisfaction with the services provided by officials as a measure of their competence.
"Following this conference, I propose that all levels of government must have implementation plans and specific action programs to carry out the focus of mass mobilization work in 2018, which is government-led mass mobilization," emphasized Comrade Nguyen Xuan Phuc.

Earlier, at the conference, the Central Committee's Department of Mass Mobilization reported on the important results, advantages, difficulties, and limitations in mass mobilization work at all levels; and the situation requiring attention in mass mobilization work in ethnic minority areas and areas with religious communities.
In 2017, the mass mobilization work of the entire political system saw positive changes and achieved many important results. The Politburo and the Secretariat issued and directed the implementation of many major policies, resolutions, decisions, and projects on mass mobilization work, linked to the implementation of Resolution 4 of the 11th and 12th Central Committees. All levels and sectors continued to implement Resolution 25-NQ/TW on mass mobilization work in conjunction with the implementation of local political tasks.
Emphasizing the key directions and tasks for 2018 with the theme "Year of Mass Mobilization by the Government," the Central Committee's Mass Mobilization Department requested localities to continue innovating and improving the quality and effectiveness of mass mobilization work in accordance with the Resolution of the 12th National Party Congress and Resolution 24-NQ/TW of the 11th Central Committee on "Strengthening and renewing the Party's leadership over mass mobilization work in the new situation"; building a clean and strong political system; consolidating national unity; and strengthening the close relationship between the Party and the people.

| At the conference, Comrade Truong Thi Mai - member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Committee's Mass Mobilization Department - awarded the First-Class Independence Order to Comrade Ngo Thi Doan Thanh - member of the 11th Central Committee of the Party, Deputy Head of the Central Committee's Mass Mobilization Department; and presented a commemorative gift to Comrade Thao Xuan Sung - Deputy Head of the Standing Committee of the Central Committee's Mass Mobilization Department - who was transferred to the position of Secretary of the Party Committee of the Vietnam Farmers' Association. |
Focus on mobilizing and uniting all strata of the people to implement the Party's guidelines and the State's policies and laws, competing to develop production and business, and striving to achieve the highest possible results in fulfilling the socio-economic development goals and plans for 2018 and the goals set forth in the Resolution of the 12th National Party Congress.
Accordingly, the Central Committee's Department of Mass Mobilization has set out 10 key tasks and solutions for implementation in 2018, focusing on the following areas: strengthening mass mobilization work by the government, improving the effectiveness of mass mobilization work by state agencies at all levels; monitoring the situation, building and implementing grassroots democracy regulations; advising on the effective implementation of mass mobilization work in ethnic minority and religious communities; and strengthening inspection, supervision, and urging the implementation of Party resolutions and directives on mass mobilization work at all levels and sectors.
The conference also heard presentations and comments from Comrade Tran Thanh Man - Chairman of the Vietnam Fatherland Front Committee - on six issues requiring attention in mass mobilization work; presentations from units and localities: Ha Tinh, Ho Chi Minh City, Hoa Binh, Bac Lieu; the General Political Department; and the Vietnam Federation of Labor.
