The 14th National Congress of the Party was solemnly inaugurated.
On the morning of January 20th, at the National Convention Center (Hanoi), under the motto "Unity - Democracy - Discipline - Breakthrough - Development," the 14th National Congress of the Party solemnly opened with the participation of 1,586 delegates representing more than 5.6 million Party members.

The Presidium presiding over the Congress consists of 16 members of the Politburo of the 13th term: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; Chairman of the National Assembly Tran Thanh Man; Standing Member of the Secretariat Tran Cam Tu; Secretary of the Central Committee of the Party, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Standing Deputy Prime Minister Nguyen Hoa Binh; Secretary of the Central Committee of the Party, Head of the Central Organization Department Le Minh Hung; Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Department Phan Dinh Trac; General, Minister of National Defense Phan Van Giang; General, Minister of Public Security Luong Tam Quang; Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Secretary of the Hanoi City Party Committee Nguyen Duy Ngoc; General, Head of the General Political Department of the Vietnam People's Army Nguyen Trong Nghia; Standing Vice Chairman of the National Assembly Do Van Chien; Standing Member of the Subcommittee on Congress Documents of the 14th Congress Nguyen Van Nen.

The Congress was held under the theme: "Under the glorious banner of the Party, working together to successfully achieve the national development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national development, for peace, independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism."
The delegation from the Nghe An Provincial Party Committee attending the Congress consisted of 33 delegates, including 30 official delegates from the province and 3 delegates who were Central Committee members assigned by the Politburo to participate in the Youth Union. Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, led the delegation. A large number of reporters from domestic and foreign news agencies and newspapers were present to cover the Congress.

At exactly 8:00 AM, all delegates attending the 14th National Congress of the Party held a flag-raising ceremony, marking the beginning of the opening session. Prime Minister Pham Minh Chinh presided over the opening session, expressing a warm welcome and gratitude to the delegates and distinguished guests attending the Congress.
In his opening speech, President Luong Cuong emphasized that the 14th National Congress of the Party is a momentous political event for the country, a historical turning point towards the 100th anniversary of the founding of the Communist Party of Vietnam.
The President stated that during the past term, the country had successfully accomplished the goals and tasks set forth by the 13th National Congress of the Party, especially the revolutionary breakthrough tasks for 2025.

Outstanding achievements have been made in socio-economic development, culture, human resources, strengthening national defense and security, promoting foreign relations and international integration, and especially in the comprehensive building and rectification of a clean and strong Party, and the fight against corruption, waste, and negative practices. These achievements have created a solid foundation for consolidating the people's trust and social consensus.
The 14th National Congress is taking place against a backdrop of rapid, complex, and unpredictable developments in the world and the region, as strategic competition among major powers intensifies. The Fourth Industrial Revolution, particularly the explosive development of artificial intelligence, digital technology, quantum technology, and other new technologies, is profoundly changing all aspects of economic and social life.

"This creates an urgent need to establish a new growth model, a new development model, improve labor productivity, national competitiveness, and new requirements in social management, ensuring national defense, security, and foreign affairs," the President observed.
The 14th National Congress has a tremendous historical mission, not only to set goals and directions for the 2026-2030 term but also to decide on strategic issues that will shape the future and destiny of the nation for many decades to come.
The Congress is tasked with reviewing the implementation of the resolutions of the 13th National Congress in conjunction with summarizing 40 years of reform, affirming important achievements, pointing out limitations, weaknesses and their causes, and thereby drawing major lessons with lasting theoretical and practical value.
The Congress will discuss and approve the direction, objectives, tasks, and strategic breakthroughs for the period 2026-2030, with a vision to 2045, emphasizing revolutionary breakthrough solutions for rapid and sustainable national development and firm national defense.

Presenting the report on the documents submitted to the 14th National Congress of the Party, General Secretary To Lam emphasized that the 14th National Congress of the Party is a congress of strategic autonomy, self-reliance, self-strength, national pride, of the aspiration to rise, and of unwavering faith in the path chosen by the Party, President Ho Chi Minh, and our people.
According to the General Secretary, the 14th National Congress is taking place at a historically significant moment: the entire Party, the entire people, and the entire army are united and determined to steadfastly advance towards two strategic goals: 100 years of the country under the leadership of the Communist Party of Vietnam.(1930 - 2030) and 100 years since the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.(1945 - 2045).
This raises the following demands: We must face the truth squarely and assess the situation accurately; we must be determined to innovate our thinking, improve institutions, and enhance national governance capacity; and we must act strongly, decisively, and effectively, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.

The Party leader stated that the draft documents to be submitted to the Congress include: the Draft Political Report of the 13th Central Committee; the Draft Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; and the Draft Report summarizing 15 years of implementing the Party Charter.(2011 - 2025) and proposes and directs amendments and additions to the Party Charter. In particular, the Draft Political Report integrates three reports in a synchronized manner.(Political Report, Socio-economic Report, and Report summarizing Party building work)It forms a unified, comprehensive whole, with a clear focus and key points, concise, easy to understand, easy to remember, and easy to implement.
The action program to implement the Resolution of the 14th National Congress is:"breakthrough"compared to previous congresses, it clearly indicates"Subject, route, resources, destination"to implement the Resolution of the 14th National Congress.
In particular, this document sets forth the requirement for action: words must be matched by deeds; clearly define goals, tasks, and solutions; link responsibility with results; link breakthroughs with sustainability; and link disciplined implementation with the satisfaction of the people.
General Secretary To Lam stated that the comprehensive results of the 13th National Congress continue to affirm the leadership role and prestige of the Party. The people's trust in the Party, the State, and the regime is increasingly strengthened, creating an important foundation for the country to enter a new stage of development with new momentum, new determination, and new aspirations.
The 13th National Congress term continues to affirm a great lesson: In"Big waves and strong winds",even"storm"The decisive factors are unwavering political resolve, a unified will, the strength of national solidarity, effective organizational methods, discipline, order, and the close, inseparable bond between the Party and the people.

Drawing from the practical experience of revolutionary leadership over four decades of reform, the General Secretary also emphasized five valuable lessons learned and core contents in the process of drafting documents with a spirit of openness, scientific rigor, and action.
Regarding the development goals for 2026-2030 and the vision for 2045 with great aspirations and firm steps, the General Secretary emphasized that the theme of the 14th National Congress requires us to be more united, more disciplined, and more creative; at the same time, we must humbly learn, listen, and correct ourselves.completeGoodness and continuous progress. The 14th Congress has the historical responsibility of establishing policy decisions of a fundamental nature."launchpad"to successfully achieve the country's two 100-year strategic goals.
The overall objectives are: Maintaining a peaceful and stable environment; achieving rapid and sustainable national development; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam. Striving to achieve an average annual GDP growth rate of 10% or more for the period 2026-2030; and a GDP per capita of approximately US$8,500 per year by 2030.

To achieve the country's development goals in the coming period, the Congress document identifies five major guiding principles and eight overarching contents focusing on the implementation of strategic decisions.
This includes: Perfecting the development institutions and the socialist rule of law: Using implementation as the measure; Establishing a new growth model: knowledge economy, digital economy, green economy, circular economy; Science, technology, innovation and digital transformation: the central driving force of development; Culture and people: the spiritual foundation of society, endogenous strength, resources and driving force of national development.
National defense, security and foreign affairs: Maintaining peace for development, and development to enhance national overall strength; Building and rectifying a clean, strong and comprehensive Party and political system; personnel work is"the key of keys"Building a healthy, disciplined, civilized, safe, and developed Vietnamese society. National unity: The foundation of national strength.
In particular, the three strategic breakthroughs identified at the 13th National Congress are significant for the entire 2021-2030 period, but entering the 14th National Congress term, the requirement is to implement them strongly, quickly, and thoroughly, as these are the decisive levers for the country's breakthrough. These are the three breakthroughs in institutions and implementation; in human resources; and in synchronous and modern infrastructure.

The Congress documents also affirmed the overarching ideology and the source of strength of the Vietnamese revolution."The people are the foundation."The people are the center, the subject, the goal, the driving force, and the resource of development.
Furthermore, the document identifies the biggest weakness as the fact that many policies are sound but their implementation has not met expectations. Therefore, this document emphasizes the need for action; highlights the responsibility of each level, each sector, and each official; and resolutely addresses the situation."Talks a lot, does little," "Speaks well, acts poorly.", even"Actions don't always match words"Lack of inspection and supervision; setting high goals but slow implementation and low effectiveness.
"Under the glorious banner of the Party, let us unite our efforts, uphold our faith, demonstrate our responsibility, unleash our intellect, and ignite our aspirations; so that each year, each month, and each day after the Congress brings concrete results and substantial changes; so that the people see, believe, support, accompany, and benefit," General Secretary To Lam emphasized.
Next, Standing Committee member of the Party Central Committee Tran Cam Tu presented the Report on the review of the leadership and direction of the 13th Party Central Committee.
