The 4th Session of the 15th National Assembly was solemnly inaugurated.
(Baonghean.vn) - On the morning of October 20th, the 4th session of the 15th National Assembly solemnly opened at the Dien Hong Hall, National Assembly Building.
Prior to the opening of the session, at 7:15 a.m. on the same day, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly delegates laid wreaths and paid respects at the Mausoleum of President Ho Chi Minh.

Following the preparatory session, at exactly 9:00 AM this morning, the 4th Session of the 15th National Assembly solemnly opened in the Dien Hong Hall, National Assembly Building.
Attending the opening session of the meeting were: Nguyen Phu Trong - General Secretary of the Central Committee of the Communist Party of Vietnam; Nguyen Xuan Phuc - Member of the Political Bureau, President of the Socialist Republic of Vietnam; Pham Minh Chinh - Member of the Political Bureau, Prime Minister of the Socialist Republic of Vietnam; Vo Van Thuong - Member of the Political Bureau, Standing Secretary of the Central Committee; Do Van Chien - Secretary of the Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front.

Also attending the opening session were former leaders of the Party and State, former members of the Politburo, current members of the Politburo, Secretaries of the Central Committee of the Party, former Secretaries of the Central Committee of the Party, Vice Presidents, Deputy Prime Ministers, former Vice Presidents, former Deputy Prime Ministers, former Vice Chairmen of the National Assembly, former members of the Standing Committee of the National Assembly, members of the Central Committee of the Party, leaders of central departments, ministries, agencies, and mass organizations, leaders of localities, distinguished guests, ambassadors, chargés d'affaires, and heads of representative offices of international organizations in Hanoi.

On the National Assembly side, there were: Comrade Vuong Dinh Hue - Member of the Political Bureau, Chairman of the National Assembly of the Socialist Republic of Vietnam; Comrade Tran Thanh Man - Member of the Political Bureau, Standing Vice Chairman of the National Assembly of the Socialist Republic of Vietnam; National Assembly Vice Chairmen Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong; members of the Standing Committee of the National Assembly, heads and deputy heads of delegations, and National Assembly deputies from the 63 delegations of the National Assembly of provinces and centrally-administered cities.
In his opening remarks at the session, National Assembly Chairman Vuong Dinh Hue stated that, as usual, the year-end session always has a very large workload. At the preparatory meeting, with the spirit of "prioritizing the quality of the session and striving to minimize the time spent," the National Assembly deputies unanimously approved the content, time, program, and methods of conducting the session. Accordingly, it is expected that within 21 working days, the National Assembly will consider, comment on, and decide on important issues.

The Chairman of the National Assembly emphasized that, building upon and further developing the successes of the 6th Plenum of the 13th Central Committee with its important decisions that concretized many core contents and major issues of the 13th Party Congress Resolution, this session must strongly reflect and spread the spirit of the Central Committee Conference, linked to correct and wise decisions in legislation, supreme supervision, and decisions on important national issues.
The Speaker of the National Assembly expressed confidence that, with the determination to continue innovating and further improving the quality of the National Assembly's activities, inheriting and building upon the achievements and experiences accumulated, along with thorough and meticulous preparation, the 4th Session of the 15th National Assembly will complete all the planned programs and objectives and achieve great success.

In his opening remarks, National Assembly Chairman Vuong Dinh Hue also extended his condolences to voters and the people nationwide, especially those in Central Vietnam who have been severely affected by storms and floods in recent days, resulting in significant losses of property and lives. He expressed his sympathy for the difficulties and losses, and highly appreciated the decisive leadership of the Government, ministries, sectors, and localities, as well as the efforts of the people to overcome difficulties and minimize damage caused by the storms and floods. He hoped that localities would soon overcome the damage and quickly stabilize people's lives, boost production and business, and take care of the health and social welfare of the people.
Next, Prime Minister Pham Minh Chinh presented a report on the results of implementing the socio-economic development plan for 2022; and the projected socio-economic development plan for 2023.

Despite facing many new difficulties and challenges, under the correct leadership of the Central Committee, the Politburo, and the Secretariat; with the supervision, support, and coordination of the National Assembly; the decisive, systematic, and scientific direction, closely adhering to the practical situation; the timely and effective policy responses of the Government and the Prime Minister; the involvement of the entire political system; the support of the people and the business community; and the assistance of international friends, our country has achieved very positive results.
In 2022, our country's economy achieved a relatively high growth rate, while maintaining macroeconomic stability, controlling inflation, ensuring major balances, and making many positive changes in institutions and the investment and business environment. This promoted the development of priority sectors and fields, and improved the income and living standards of the people, especially the poor and low-income earners.

Economic growth in the first nine months of 2022 reached 8.83%, exceeding the projected scenario. The recovery in growth during this nine-month period was clearly evident across all three economic sectors. The estimated GDP growth rate for the whole year is approximately 8%, surpassing the target (6-6.5%), creating important momentum for achieving the economic growth targets of the 2021-2025 five-year plan in the following years. It is estimated that 14 out of 15 socio-economic indicators for the whole year will meet the targets set by the National Assembly, especially regarding economic growth.
Also on this morning's agenda, the Chairman of the National Assembly's Economic Committee, Vu Hong Thanh, presented the report on the review of the results of the implementation of the socio-economic development plan for 2022; and the projected socio-economic development plan for 2023.

Chairman of the Central Committee of the Vietnam Fatherland Front, Do Van Chien, presented the Report summarizing the opinions and recommendations of voters and the people submitted to the 4th session of the 15th National Assembly.
Member of the Standing Committee of the National Assembly, Head of the People's Petition Committee under the Standing Committee of the National Assembly, Duong Thanh Binh, presented the Report on the results of monitoring the resolution of petitions from voters submitted to the 3rd session of the 15th National Assembly.
