Continuing the question and answer session at the 5th Session of the 14th National Assembly, on the afternoon of June 6, Deputy Prime Minister Vuong Dinh Hue, on behalf of the Government, spoke to clarify a number of issues and directly answered questions from National Assembly deputies.


The Government's report explaining and answering questions at the 5th Session of the 14th National Assembly said that at this session, National Assembly deputies sent 93 ballots to question Government members.

The Prime Minister has requested that Government members respond in writing to the National Assembly Deputies. Over the past two days, four Ministers, two Deputy Prime Ministers and... Government members have participated in answering questions in the hall.

The Government and its members seriously accept the opinions of National Assembly deputies and people and voters nationwide, continue to promote the achieved results, strive to overcome shortcomings and weaknesses, improve the effectiveness of management and direction, and make the greatest efforts to successfully fulfill the tasks of socio-economic development and budgetary finance in 2018 according to the Resolution of the National Assembly.

Socio-economic situation continues positive trend

Updating the situation in May and the first 5 months of 2018, the Report said that the socio-economic situation in May continued to trend positively.

Macroeconomic stability; consumer price index in May increased by 0.55% (mainly due to increase in gasoline and pork prices), average increase of 3.01% in 5 months; core inflation increased by 1.34%.

Credit increased by 5.8% in the first 5 months, focusing on priority sectors. Exports in the first 5 months reached over 93 billion USD, up 15.8%; trade surplus was 3.4 billion USD. State budget revenue was quite good, up 13.6%, equal to 41.6% of the estimate.

Realized foreign direct investment reached 6.75 billion USD, up 9.8%. Economic sectors continued to develop steadily. Agricultural crops had good harvests, prices increased, farmers made profits, and their lives improved; the Winter-Spring rice output in the South alone was estimated at 13.3 million tons, up over 1 million tons; aquatic product output increased by 6.7%.

Industrial production in the first 5 months increased by 9.7%, of which the manufacturing and processing industry increased by 11.8%. Total retail sales of goods and consumer service revenue increased by 10.1%, excluding price factors, increased by 8.3%. International visitors reached over 6.7 million arrivals, up 27.6%. In the first 5 months, over 52,000 newly registered enterprises; total registered and additional capital reached 1.42 million billion VND.

In addition, the cultural and social fields continue to receive attention from all levels and sectors and have positive changes. Jobs are created for over 640 thousand workers, of which 48 thousand workers are sent to work abroad. Political security and social order and safety are ensured.

However, our country's socio-economic situation still faces many difficulties and challenges. Industrial production tends to slow down. Disbursement of public investment capital in the first 5 months is higher than the same period in 2017 but only reaches 22.5% of the estimate. Trade deficit in the domestic sector is high. Cutting administrative procedures in many places has not met requirements; logistics, transportation, warehousing costs... are still high. Many railway traffic accidents have occurred consecutively. The situation of complaints, lawsuits, and social order and safety in some areas is complicated.

In the coming time, the Government will focus on directing ministries, branches and localities to closely monitor and proactively respond to developments; continue to resolutely and synchronously implement the set tasks and solutions; and strive to successfully achieve the goals and targets of the 2018 plan.

In addition, the Report also explains 4 groups of issues that National Assembly deputies and voters are interested in and question, including: On traffic infrastructure, ensuring order and safety, handling existing BOT projects; on land and environmental management, responding to climate change; on improving the quality of university and general education, managing preschool education and ethics and lifestyle in schools; on the labor market, job creation, improving the quality of vocational training, and child care and protection.

BOT investment and handling of existing BOT projects

Regarding the issue of BOT investment and handling of existing BOT projects, the Government Report clearly stated: Mobilizing all social resources to invest in developing socio-economic infrastructure, including investment in the form of BOT is a very necessary and correct policy, clearly stated in Resolution No. 13-NQ/TW (11th tenure) and has achieved many important results, especially for transport infrastructure. However, the implementation process still has many problems, weaknesses and violations.

In the coming time, the Government will direct the continued amendment and supplementation of relevant legal regulations (including Decree No. 30/2015/ND-CP on bidding and selection of BOT investors); strictly implement Resolution No. 437 of the National Assembly Standing Committee, promptly research, develop and submit to the National Assembly the draft Law on Investment in the form of public-private partnership. At the same time, it requires all levels and sectors to publicize and be transparent in the project implementation process, especially the organization of bidding and selection of contractors.

Regarding the handling of existing BOT projects, the Government has been directing to strengthen inspection and strictly handle violations. Based on the results of audits, inspections, and reviews of each BOT project, promptly settle and adjust BOT fees accordingly, ensuring the harmony of interests of the State, investors and people.

Strengthening inspection and supervision of land and environment

Regarding land management, environment, and climate change response, the Government will focus on reviewing and perfecting institutions, laws, and policies on land, environment, and climate change response. Focus on removing difficulties and obstacles, improving land use efficiency. Strengthen management and modernize the land information system. Focus on resolving land-related disputes and complaints, ensuring the legitimate rights and interests of the people.

Complete national technical standards on the environment; build an environmental monitoring and warning system, first of all in industrial zones. Build a system of environmental criteria to select and screen types and technologies in attracting investment. Innovate inspection, examination and supervision work; promptly detect and strictly handle violations. Strengthen international cooperation; monitor cross-border environmental impacts; have solutions to effectively prevent the transfer of outdated technology and production equipment from abroad to Vietnam.

Strengthen inspection, supervision, and strict handling of violations in land and environmental management; promote the responsibility of leaders.

Effectively implement the National Strategy on Climate Change and the Target Program on Climate Change Response and Green Growth. Develop a public-private partnership mechanism and investment incentives for climate change response projects. Strengthen international cooperation, attract financial resources, technology and experience in responding to climate change.

Effectively implement Resolution 120/NQ-CP dated November 17, 2017 of the Government on sustainable development of the Mekong Delta in response to climate change; focus on solutions to prevent landslides, combat saltwater intrusion and build breakthrough mechanisms and policies on agricultural restructuring.

Synchronously implement solutions to improve education quality

Regarding improving the quality of university and general education, preschool education management, and ethics and lifestyle in schools, the Government will resolutely reorganize and innovate the operating and financial mechanisms of public service units according to Resolution No. 19/NQ-TW of the 6th Central Conference, 12th term.

Submit to the National Assembly for comments on draft laws amending and supplementing the Law on Education and the Law on Higher Education. Promote socialization, improve financial autonomy, have a suitable roadmap to correctly and fully calculate costs for education and health services associated with solutions to support policy beneficiaries and poor households.

Synchronously implement solutions to improve the quality of university education according to research, application and practice orientations, meeting the requirements of the 4.0 Industrial Revolution.

Conduct inspection and publicize conditions on quality, employment rate of graduates and scientific and technological products of higher education institutions; rectify and strictly handle institutions that do not meet standards.

Speed ​​up the progress and soon issue new general education programs and textbooks. Overcome the problem of overcrowded classes and properly arrange schools and classes in remote areas.

Conduct training, retraining, and fostering to ensure adequate quantity, structure, and quality of teaching staff. Promote quality assessment, aiming at regional and international standards.

Create a safe and friendly educational environment

Adjust regulations on scale, strengthen management in private independent preschool groups and classes. Improve the quality of child care and education towards comprehensive development, promoting creativity. Complete professional standards for teachers and managers of preschool education facilities.

Have appropriate policies for recruiting and rewarding teachers and developing preschools for children with disabilities and in industrial zones. Immediately correct violations in the management of preschools and child abuse; strictly handle violations.

Building a culture of behavior in schools; creating a safe and friendly educational environment; effectively implementing solutions to prevent and combat school violence. Improving teachers' ethics, promoting democracy, including codes of conduct in school regulations. Focusing on school psychological counseling.

Innovate the content, methods and forms of moral education for students, especially personality education, lifestyle ethics, legal knowledge, civic awareness and social responsibility.

Strengthen inspection, examination, and school discipline; strictly handle cases of physical and mental abuse against students. Improve the effectiveness of coordination between schools, families, and the community. Strengthen propaganda, promptly honor, commend, and reward good people and good deeds.

Improve labor productivity, promote structural transformation

Regarding the labor market, job creation, improving the quality of vocational training, and child care and protection, the Government will synchronously and effectively implement solutions to develop the labor market, ensuring connectivity, transparency, and connection with labor demand. Improve labor productivity within the industry and promote labor structure transformation compatible with economic structure transformation.

Complete the information system connecting supply and demand of the labor market. Expand the sustainable foreign labor market. Strictly handle violations in the brokerage and sending of workers abroad to work illegally.

Seizing the opportunities of globalization, the trend of science and technology development and the 4.0 Industrial Revolution, continue to improve mechanisms and policies, innovate methods, content and operating mechanisms of vocational training institutions towards promoting socialization, encouraging the participation of businesses, especially implementing effective retraining programs.

Join hands to protect and care for children

The Government report affirms: The Party, the State and the whole society always pay attention and take the best measures to protect, care for and educate children. All acts of violence, abuse and harm to children must be strictly handled.
