Trump doesn't care about Russia, he cares about Putin.
US President Donald Trump does not view Russia as a partner or an adversary; he is interested in Russian President Vladimir Putin, according to analyst and editor-in-chief of the magazine "Russia in Global Politics," Fyodor Lukyanov.

"The biggest problem is that, for Trump, Russia is generally not important at all. He does have a particular interest in Putin, but not as the Russian president, but as an individual," Lukyanov told reporters.
Lukyanov added that it is important for Trump that the international institutions he wants, if not broken, then modified to serve the United States.
"And in this system, China is certainly very important, and so is Europe – it's a big producer, a big market, Canada and Mexico are also important, but Russia is not," Lukyanov said.
