Nghe An Provincial Asset Auction Service Center:A milestone of 27 years of construction and development.

Established in 1997, starting as a fledgling unit, the Nghe An Provincial Asset Auction Service Center has, after 27 years of dedicated effort, risen to become a leading and reputable brand in the field of asset auctions in Nghe An and the surrounding region.

Pioneering in the field of asset auction organization.

In its early years, the Nghe An Provincial Asset Auction Service Center had only 3 staff members and meager facilities. However, thanks to the attention and support of the Provincial People's Committee and especially the Department of Justice, the center gradually invested in building and strengthening its staff, supplementing them with highly qualified, dynamic, professional, and dedicated personnel. Currently, the center has a total of 18 staff members, including 2 masters in Economic Management, 2 masters in Law, 5 bachelors in Law, 6 bachelors in Finance and Economics, and 7 auctioneers.

Along with its organizational structure and human resources, the center's facilities and equipment, including warehouses, have received significant investment from the province, resulting in increasingly complete and synchronized infrastructure, ensuring the conditions and capacity to organize and execute all asset auction contracts in localities throughout the province. However, due to economic development demands, asset auction activities are becoming more diverse and complex, while legal regulations, especially those concerning asset auctions, are still lacking, inconsistent, and slow to be amended and supplemented.

Against this backdrop, the Provincial Asset Auction Service Center has had to make great efforts to excellently fulfill its professional duties, while actively advising the province on solutions for managing asset auction activities. Prior to 2018, when land use rights auctions were conducted through direct bidding, it led to the problem of touts harassing bidders, causing social disorder, resulting in numerous disputes, complaints, and denunciations, and causing losses to the state budget.

At that time, the Nghe An Provincial Asset Auction Service Center was operating with limitations, and the lives of its officials, civil servants, and employees were still fraught with difficulties and shortages.

However, leveraging its strength as a public service unit, the center has actively advised the Department of Justice and the Provincial People's Committee on solutions to overcome difficulties, obstacles, and limitations in asset auction work. This includes advising the Provincial People's Committee to issue Decision No. 12/2018/QD-UBND dated March 2, 2018, and Decision No. 07/2021/QD-UBND dated April 23, 2021, on land use rights auctions, creating a solid legal basis, ensuring transparency, protecting legitimate rights and interests, and respecting equality for all parties participating in the auction.

In addition to the above activities, in recent years, the center has also actively contributed to the overall assessment of the implementation of the Law on Auctioning Assets in the area; at the same time, it has actively contributed to supplementing the draft Law amending and supplementing the Law on Auctioning Assets of 2016, the Land Law of 2024, etc.

Through years of dedicated effort, the center, which started as a self-financing public service unit, has now become an autonomous unit, fully responsible for its own operating expenses.

Entering a new phase of development, the Provincial Asset Auction Service Center has identified the responsibility of signing all asset auction contracts with the motto of prioritizing customer service as its guiding principle. Besides serving and ensuring customer satisfaction, the center also prioritizes the successful completion of contracts, even those of small value, located in remote areas, or involving significant costs. This is both a political responsibility and a source of revenue to improve the income and living standards of its staff, civil servants, and employees.

To achieve its goals, with the support and attention of the province, the Provincial Asset Auction Service Center must constantly strive to improve service quality, modernize equipment, proactively innovate methods and improve work processes to expand its operations. Throughout its professional work, the center always ensures democracy and objectivity, conducting auctions openly and transparently, adhering to prescribed procedures, and prioritizing reputation, honor, and brand image.

From 2017 to the present, the Nghe An Provincial Asset Auction Service Center has fully met the criteria of a professional auction unit. With its reputation and dedicated service quality, the center has signed 142 contracts and successfully organized 99 auctions of assets seized in enforcement proceedings, with a total auction value exceeding 173 billion VND, surpassing the starting price by 31 billion VND. This has contributed to the excellent fulfillment of the assigned political tasks by the civil enforcement agencies.

Regarding land use rights, the Nghe An Provincial Asset Auction Service Center has signed more than 700 contracts with most localities in the province, especially in Vinh City and the districts of Nam Dan, Dien Chau, Do Luong, Nghia Dan, Thai Hoa town, Hoang Mai town, etc., and successfully organized 698 auctions, with a total auction value of over 11,800 billion VND, exceeding the starting price by more than 3,200 billion VND, contributing to increased revenue for the State budget.

Despite the complexities of many auctions, the Provincial Asset Auction Service Center, in close coordination with asset owners and local police agencies, successfully organized the auctions, achieving results far exceeding the starting prices, with a professional, open, and transparent process.

One of the key factors in its success is the consistent guidance and education provided by the Party Committee and leaders of the Provincial Asset Auction Service Center on political viewpoints, ideology, integrity, ethics, and the sense of responsibility of each cadre and Party member; creating favorable conditions for the staff and auctioneers to continuously self-study and participate in training courses on specialized professional skills, information technology application, and digital transformation, thereby improving their professional qualifications, experience, and work capabilities.

Furthermore, as a public institution, the center actively advises the Department of Justice and the Provincial People's Committee on reviewing and improving mechanisms, policies, and regulations related to asset auctions; requests the Department of Justice to strengthen inspection and supervision; and recommends that the province establish a task force to closely monitor auctions involving large-value assets in localities, and promptly handle any violations detected.

In particular, based on practical experience in carrying out tasks at the local level, the center boldly proposed to the Provincial People's Committee to improve the auction process using an indirect method to ensure transparency and openness; and to install surveillance cameras throughout the entire process from the bidding to the opening of the seals. Thanks to this, auctions are monitored, violations are minimized, trust is built, and equality is ensured for individuals and organizations participating in auctions, contributing to increased revenue for the State budget, which has been highly appreciated by the Provincial People's Committee.

The efforts of the Nghe An Provincial Asset Auction Service Center over the years have been recognized by the Ministry of Justice and the Chairman of the Provincial People's Committee, receiving Certificates of Merit in 2001, 2003, 2005, 2017, 2003, 2006, 2019, and 2020. In particular, in 2017 and 2022, the center as a whole was honored by the Provincial People's Committee with the Flag of Excellence in Emulation, and two auctioneers received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding and innovative achievements in implementing the Auction Law in the province.

Challenges in the new phase

Along with the country's development, the process of international integration, and the management requirements of a rule-of-law state, the field of asset auctions is becoming increasingly comprehensive and perfected, yet also open to create an environment and enhance competition among professional auction organizations. Therefore, the Nghe An Provincial Asset Auction Service Center not only has to compete fairly with flexible private auction organizations but also faces internal difficulties and challenges.

With a strategic vision and a strong will to succeed, the center is determined to continuously build a team of auctioneers and staff with increasingly high quality, responsibility, and professionalism. With a mindset of overcoming all challenges and pressures in the workplace, undeterred by difficulties, and ready to complete tasks, the center also continues to invest in modern equipment to maintain its brand and improve service quality, better meeting the ever-increasing demands of its customers.
