Established in 1997, from a young unit, up to now, after 27 years of efforts, Nghe An Province Property Auction Service Center has risen to become a leading brand and reputation in the field of property auction in Nghe An and the region.
Pioneer in the field of property auction organization
In the first years after its establishment, Nghe An Province Property Auction Service Center had only 3 staff members, and the facilities were still poor. However, thanks to the attention and facilitation of the Provincial People's Committee and especially the Department of Justice, the center gradually invested in building and perfecting, supplementing a team of qualified, dynamic, professional and dedicated staff. Currently, the center has a total of 18 officers, civil servants and employees, the team has received basic training, including 2 masters in Economic Management, 2 masters in Law, 5 bachelors in Law, 6 bachelors in Finance and Economics; 7 auctioneers.

Along with the apparatus and human resources, facilities and working equipment, the center's warehouse has been invested by the province, so it is increasingly complete and synchronous, ensuring the conditions and capacity to organize the implementation of all property auction contracts in localities in the province. However, due to the requirements of economic development, property auction activities are increasingly diverse and complicated, while legal regulations, especially regulations on property auctions, are still lacking, not synchronous, and slow to be amended and supplemented...
In the above context, the Provincial Property Auction Service Center has had to make great efforts to excellently complete its professional tasks, and at the same time, actively advise the province on solutions to manage property auction activities. Before 2018, when land use rights auctions were being conducted in the form of direct auctions, there was a situation of brokers harassing, causing social disorder, many disputes, complaints, denunciations and loss of State budget revenue.

At that time, Nghe An Province Property Auction Service Center's operations were still limited, and the lives of officials, civil servants, public employees and workers were still difficult and deprived.
However, with the strength of a public service unit, the center has actively advised the Department of Justice and the Provincial People's Committee on solutions to remove difficulties, obstacles and limitations in the work of property auctions. That is advising the Provincial People's Committee to issue Decision No. 12/2018/QD.UBND dated March 2, 2018 and Decision No. 07/2021/QD-UBND dated April 23, 2021 on land use rights auctions, creating a solid legal basis, ensuring publicity, transparency, protecting legitimate rights and interests, and respecting equality for auction participants.
Along with the above activities, in recent years, the center has also actively contributed to the summary and assessment of the implementation of the Law on Property Auction in the area; at the same time, actively contributed to the draft Law amending and supplementing the Law on Property Auction in 2016, the Land Law in 2024...
With many years of continuous efforts, the center, which started out as a self-funded public service unit, has now become an autonomous unit, responsible for its own operating costs.

Entering a new period of development, the Provincial Property Auction Service Center has determined to undertake the signing of all property auction contracts with the motto of taking customer service as the purpose and principle of action. In addition to serving and bringing satisfaction to customers, the center also determines that even contracts with small value, properties located far from the center, high costs, etc., when received or assigned tasks, will be successfully organized. This is both a political task and also creates a source of revenue to improve the income and life of cadres, civil servants, public employees and workers.

To achieve the set goals, along with the attention and support of the province, the Provincial Property Auction Service Center must constantly strive to improve service quality, modernize equipment, proactively innovate methods and improve working processes to expand operations. During the process of performing professional work, the center always ensures democracy and objectivity, auctions take place openly and transparently, ensuring proper procedures according to regulations, taking prestige, honor and brand as the top priority.
From 2017 to present, Nghe An Province Property Auction Service Center has fully met the criteria of a professional auction unit. With its prestige and dedicated service quality, the center has signed 142 contracts, successfully organized 99 auctions of assets for execution of judgments, the auction value is more than 173 billion VND, exceeding the starting price by 31 billion VND, contributing to the excellent completion of assigned political tasks with the Civil Judgment Enforcement agencies.

Regarding land use rights, Nghe An Province Property Auction Service Center has signed more than 700 contracts with most localities in the province, especially in Vinh city, districts: Nam Dan, Dien Chau, Do Luong, Nghia Dan, Thai Hoa town, Hoang Mai town... and successfully organized 698 auctions, with the auction value of more than 11,800 billion VND, the auction exceeded the starting price by more than 3,200 billion VND, contributing to increasing revenue for the State budget.
Although many auctions were complicated, the Provincial Property Auction Service Center closely coordinated with units with assets and local police agencies to successfully organize them. The auction results were much higher than the starting price, with a professional, public and transparent process.
One of the decisive factors for success is that the Party Committee and leaders of the Provincial Property Auction Service Center regularly disseminate and educate about political views, ideology, qualities, ethics, integrity, awareness and responsibility of each cadre and party member; create favorable conditions for the team of cadres and auctioneers to continuously self-study and participate in specialized training courses, information technology application, digital transformation, and increasingly improve their professional qualifications, experience and working capacity.

In addition, as a public unit, the center also actively advised the Department of Justice and the Provincial People's Committee to review and improve mechanisms, policies and regulations related to the organization of asset auctions, requesting the Department of Justice to strengthen inspection and examination work; recommending the province to establish a Working Group to closely monitor auctions with large asset values in localities, and if violations are detected, to focus on timely handling.
In particular, from the practical implementation of tasks in the locality, the center boldly recommended the Provincial People's Committee to complete the auction process in an indirect form to ensure publicity and transparency; install surveillance cameras throughout the process from the auction ballot to the opening of the seal. Thanks to that, the auctions are monitored, limiting violations, creating trust and ensuring equality for individuals and organizations when participating in auctions, contributing to increasing revenue for the State budget, which is highly appreciated by the Provincial People's Committee.

The efforts of Nghe An Province Property Auction Service Center in recent times have been recognized by the Ministry of Justice and the Chairman of the Provincial People's Committee and awarded Certificates of Merit in 2001, 2003, 2005, 2017, 2003, 2006, 2019 and 2020. In particular, in 2017 and 2022, the center was honored by the Provincial People's Committee and awarded the Excellent Emulation Unit Flag, 2 auctioneers received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements and creativity in implementing the Law on Auction in the province.
