The Central Committee agreed on the number of official members of the 14th Party Central Committee.

General Secretary To Lam has just signed and issued Resolution No. 69 of the 12th Conference of the 13th Party Central Committee.

The 12th meeting of the Party Central Committee held from July 18-19 in Hanoi. After reviewing and discussing the submissions and reports of the Politburo, the Central Committee resolved to basically agree on the content of the documents.

Comments on additional personnel planning for the 14th Politburo and Secretariat

Specifically, the Central Committee agreed with the direction of personnel work for the 14th Party Congress, including the orientation of allocating the structure and number of official Party Central Committee members for the 14th term; standards, structure, number and principles of allocating delegates to the 14th National Congress of the Party.

The Central Committee assigned the Politburo to base on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports to direct the completion, promulgation of documents and implementation.

The Central Committee gave opinions on additional personnel planning for the 14th Politburo and Secretariat for the 2026-2031 term.

The Central Committee agreed to the policy of merging 3 reports including: Political Report, Socio-Economic Report, Summary Report on Party building work and implementation of the Party Charter (Party building work content).

In addition, the Central Committee approved the basic content of the draft documents to be submitted to the 14th National Congress of the Party, including: Draft Political Report to be submitted to the 14th National Congress of the Party; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years; Draft Report summarizing the implementation of the Party Charter.

The Central Committee assigned the Politburo to base on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports to direct the Documents Subcommittee, the Economic - Social Subcommittee and the Party Charter Subcommittee to absorb and complete the draft documents above to send for comments to the Party Congresses at all levels for the 2025 - 2030 term according to regulations.

Ensuring stability and development of the country

At the same time, the Central Committee basically agreed on a number of proposed contents of the Government Party Committee on a number of new issues arising from the practical implementation of the Central Committee's resolutions and conclusions.

That is Resolution No. 18, dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country.

Resolution No. 27, dated November 9, 2022 of the 13th Central Committee of the Party on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.

Resolution No. 29, dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration; Resolution No. 19, dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

Conclusion of the 6th Conference of the 13th Party Central Committee on "Orientation of the National Master Plan for the period 2021 - 2030, vision to 2050".

The Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation report to direct the completion and unification of the implementation.

In case of necessity to proactively and promptly resolve arising problems, assign the Politburo to decide on a number of new contents under the Central Committee's decision-making authority or different from the contents of the Central Committee's resolutions and conclusions in the spirit of ensuring stability, national development and serving the people, and report to the Party Central Committee at the nearest conference.

The Party Central Committee reviewed and commented on the Reports on the implementation results of Resolution No. 18, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025; on the preparation work for the 14th National Congress of the Party; the situation of the country in the first 6 months of 2025; on the important tasks that the Politburo has resolved since the 11th Central Conference to the 12th Central Conference and a number of key tasks until the 13th Central Conference of the 13th tenure; on new developments in the world and regional situation since the 11th Central Conference and our viewpoints and policies.

The Party Central Committee calls on the entire Party, people and army to join hands, unite and strive to overcome difficulties and challenges, ensure smooth, effective and efficient operations of local governments at two levels, successfully complete the socio-economic development tasks in 2025 and successfully organize Party Congresses at all levels towards the 14th National Party Congress.
