The Central Committee unanimously agreed on the number of official members of the 14th Central Committee of the Party.
The Central Committee unanimously agreed with the direction of personnel work for the 14th Party Congress; this includes the orientation for allocating the structure and number of official members of the 14th Central Committee.
General Secretary To Lam has just signed and promulgated Resolution No. 69 of the 12th Conference of the Central Committee of the 13th Party Congress.
The 12th Conference of the Central Committee of the Communist Party of Vietnam, held from July 18-19 in Hanoi, after reviewing and discussing the presentations and reports of the Politburo, the Central Committee resolved to basically agree on the content of the documents.
Give opinions on the personnel additions to the Politburo and Secretariat planning for the 14th Party Congress.
Specifically, the Central Committee unanimously agreed on the direction of personnel work for the 14th Party Congress, including the orientation for allocating the structure and number of official members of the 14th Central Committee; the standards, structure, number, and principles for allocating delegates to the 14th National Congress of the Party.

The Central Committee assigned the Politburo, based on the Central Committee's discussions and the Politburo's report on feedback and explanations, to direct the completion and issuance of documents and organize their implementation.
The Central Committee has given its opinion on the personnel for the Politburo and Secretariat of the 14th Party Congress, term 2026-2031.
The Central Committee agreed in principle to merge three reports: the Political Report, the Socio-Economic Report, and the Report summarizing the work of Party building and the implementation of the Party Charter (Party building content).
In addition, the Central Committee approved the basic content of the draft documents to be submitted to the 14th National Congress of the Party, including: the draft Political Report to the 14th National Congress of the Party; the draft Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; and the draft Report summarizing the implementation of the Party Charter.
The Central Committee assigned the Politburo, based on the Central Committee's discussions and the Politburo's report on the feedback received, to direct the Document Subcommittee, the Socio-Economic Subcommittee, and the Party Charter Subcommittee to incorporate and finalize the draft documents for submission to Party Congresses at all levels for the 2025-2030 term, as stipulated.
Ensuring stability and development of the country.
At the same time, the Central Committee basically agreed on some of the proposals of the Party Committee of the Government regarding a number of new issues arising from the practical implementation of the Central Committee's resolutions and conclusions.
This refers to Resolution No. 18, dated June 16, 2022, of the 13th Central Committee of the Communist Party of Vietnam on continuing to innovate and improve institutions and policies, enhance the effectiveness and efficiency of land management and use, and create momentum to transform Vietnam into a high-income developed country.
Resolution No. 27, dated November 9, 2022, of the 13th Central Committee of the Communist Party of Vietnam on continuing to build and perfect the socialist rule of law state of Vietnam in the new period.
Resolution No. 29, dated November 4, 2013, of the 11th Central Committee of the Communist Party of Vietnam on fundamental and comprehensive reform of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration; Resolution No. 19, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on continuing to reform the organizational and management system, improving the quality and efficiency of public non-business units.
Conclusion of the Sixth Conference of the 13th Central Committee of the Communist Party of Vietnam on "Orientation for the National Master Plan for the period 2021-2030, with a vision to 2050".
The Central Committee assigned the Politburo, based on the Central Committee's discussions and the Politburo's report on the feedback and explanations, to direct the completion and unified implementation of the plan.
In cases where it is necessary to proactively and promptly resolve emerging difficulties, the Politburo is authorized to decide on some new issues within the Central Committee's authority or that differ from the content of the Central Committee's resolutions and conclusions, in the spirit of ensuring national stability and development and serving the people, and to report to the Central Committee at the nearest meeting.
The Central Committee of the Party reviewed and commented on the reports on the results of implementing Resolution No. 18, dated October 25, 2017, of the 12th Central Committee of the Party from November 2024 to July 2025; on the preparation for the 14th National Congress of the Party; the national situation in the first six months of 2025; on important tasks resolved by the Politburo since the 11th Central Committee Meeting to the 12th Central Committee Meeting and some key tasks until the 13th Central Committee Meeting of the 13th Party Congress; on new developments in the world and regional situation since the 11th Central Committee Meeting and our viewpoints and policies.
The Central Committee of the Party calls on the entire Party, the entire people, and the entire army to unite their efforts and strive to overcome difficulties and challenges, ensure the smooth, effective, and efficient operation of the two-level local government, successfully complete the socio-economic development tasks for 2025, and successfully organize Party congresses at all levels leading up to the 14th National Congress of the Party.
The Central Committee has disciplined the following individuals by dismissing them from all their Party positions: Nguyen Xuan Phuc, former Politburo member and former President; Vo Van Thuong, former Politburo member and former President; Vuong Dinh Hue, former Politburo member and former Chairman of the National Assembly; Le Minh Khai, former Central Committee Secretary and former Deputy Prime Minister; and expelling Nguyen Thi Kim Tien, former Central Committee member and former Minister of Health, from the Party.
The Central Committee agreed to relieve Mr. Do Duc Duy, Member of the Central Committee of the Party and Minister of Agriculture and Environment, from his position as a Member of the 13th Central Committee of the Party, and Mr. Vo Chi Cong, Alternate Member of the Central Committee of the Party, former Member of the Standing Committee of the City Party Committee, and former Head of the Propaganda and Mass Mobilization Department of the Can Tho City Party Committee, from his position as Alternate Member of the 13th Central Committee of the Party.
The Central Committee also provided input on personnel for the Politburo to decide on the nomination to the 15th National Assembly for approval to hold the position of Minister of Agriculture and Environment for the term 2021-2026.
