The Central Committee demands that cadres and Party members resolutely defend what is right and true.
On behalf of the Central Committee of the Party, General Secretary and President To Lam signed and promulgated Regulation No. 19 dated April 8 on political and ideological work within the Party.
Regulation No. 19 stipulates the purpose, requirements, principles; content, methods; responsibilities of Party committees, Party organizations and cadres and Party members; and the system of inspection, supervision, rewards and handling of violations in political and ideological work within the Party.
This regulation applies to Party organizations and Party members and officials.
All activities of cadres and Party members must be absolutely consistent in terms of politics and ideology.
The regulations state that the principle of political and ideological work must be guided by the goal of persistently protecting and promoting the "four steadfast principles"; all activities of Party organizations, cadres, and Party members must be absolutely consistent in politics and ideology. Thoroughly understanding political, ideological, and cultural viewpoints creates the spiritual strength for the Party to lead the nation forward and steadily in the new era.
"4 unwavering principles" include:
- Firmly uphold, apply, and creatively develop Marxism-Leninism and Ho Chi Minh Thought.
- Firmly committed to the goals of national independence and socialism.
- Remain steadfast in the Party's reform line.
- Upholding the principles of organization and operation of the Party.
The next principle is to strictly and fully adhere to the Party's organizational and operational principles, especially the principles of democratic centralism, self-criticism, and criticism; to uphold the Party's leadership role, headed by the General Secretary; and to emphasize the direct, comprehensive leadership and exemplary responsibility of Party committees at all levels, especially the Party secretaries. To practice and promote democracy in Party activities, while simultaneously tightening discipline, order, speech, and action within the Party.
The regulations stipulate the principle of proactively grasping the ideological situation, assessing and guiding public opinion, and accurately forecasting developments in the international and domestic situations in order to promptly guide political and ideological direction within the Party and society, actively protect the ideological foundation, resolutely fight against erroneous and hostile viewpoints, and avoid being caught off guard or unprepared.

Political and ideological work must be closely linked and interconnected with organizational work, personnel management, internal political security, inspection, supervision, mass mobilization, and the practical implementation of political tasks; ensuring clarity of tasks, responsibilities, and sanctions, with specific criteria for quantification, inspection, and supervision; and using the effectiveness of task implementation and the satisfaction of the people as the highest measure.
Party committees, leadership teams, and heads of organizations bear the highest responsibility for evaluating the political and ideological stance of Party organizations and cadres and Party members under their management according to the hierarchical structure.
Content of political and ideological work
According to Regulation No. 19, political work includes maintaining the revolutionary nature while flexibly applying and creatively developing Marxism-Leninism, Ho Chi Minh Thought, and the theory of the reform line, in accordance with the realities of Vietnam and the development of the times.
Political work also includes maintaining political orientation and unwavering ideological stance in all activities; ensuring the centralized and unified leadership of the Central Committee and Party committees at all levels; and seriously, promptly, and effectively implementing the directives of the Central Committee, the Politburo, the Secretariat, and the General Secretary.
Regarding the content of ideological work, the regulations emphasize the unification of understanding and action on national independence linked with socialism; on the model of socialism and the path to socialism in Vietnam; and on the vision and strategic goals in the era of national development.
Ideological work also involves building Party culture, establishing revolutionary moral standards, promoting the pioneering spirit, exemplary conduct, integrity, and discipline of cadres and Party members; studying and following the thoughts, ethics, and style of Ho Chi Minh; and promoting Vietnamese cultural values.
According to regulations, it is necessary to innovate ideological work methods by promoting the application of digital technology and building digital databases; enhancing modern political communication capabilities; proactively grasping, analyzing, and predicting ideological developments and social sentiments; and promptly guiding public opinion, especially on complex and sensitive issues.
Do not share or comment on information that contradicts the guidelines and policies.
Regulation No. 19 dedicates an entire chapter to the responsibilities of officials and Party members, including listening, speaking, writing, and acting in accordance with resolutions.
Regarding information reception, cadres and Party members should proactively receive and analyze information objectively and scientifically; not blindly follow public opinion, and not avoid complex issues arising in practice; and strengthen the application of digital technology and digital communication platforms in receiving, analyzing, and processing information.
Party officials and members need to respect and listen to the opinions of the people, and truthfully reflect them to the competent authorities.
In their speeches, speaking, and writings, cadres and Party members must strictly adhere to the discipline of speech and regulations on providing and using information; speak and write in accordance with the Party's viewpoints and guidelines, and the State's policies and laws; and guide public opinion positively on media and online platforms. Furthermore, cadres and Party members must not express emotions or attitudes contrary to political orientation; they must not share or comment on information that contradicts the Party and State's guidelines and policies, or on unverified or false information.
Party members and officials writing reports, papers, and speeches must adhere to the correct political orientation, ensuring Party principles, combativeness, educational value, exemplary conduct, objectivity, and accuracy.
Party officials and members must resolutely defend what is right and true; persistently explain and correct erroneous perceptions; and proactively combat false and hostile information and arguments with scientific and persuasive points. Party officials and members must fight to prevent the risk of "ideological neutralization," political apathy, and avoidance of political opinions; and resolutely oppose manifestations of extremist democracy, populism, and the misuse of forums for personal gain.
