Today, we are very pleased to be here on this sacred land, with talented people and rich in cultural sediments in Nam Dan district of Nghe An province to solemnly celebrate the 1,310th anniversary of the Hoan Chau uprising (713 - 2023), receive the Prime Minister's Decision on ranking the King Mai Hac De Temple as a special national monument and open the King Mai Temple Festival in 2023. This is truly a great festival, a source of pride and honor for the Party Committee, Government and People of Nghe An province and the whole country in general.

On behalf of the Party and State leaders, I would like to respectfully send to the leaders, former leaders of the Party and State, all delegates, distinguished guests, the Party Committee, Government, and People of Nghe An province and Nam Dan district my warmest greetings and best wishes.

Dear compatriots and comrades!

Nghe An is a land with a rich history, culture and proud tradition of patriotism and revolution. During the period of resistance against the Chinese domination, the people of Nghe An strongly responded to the uprisings of Hai Ba Trung, Ba Trieu, Ly Bi, and Phung Hung. In particular, 1,310 years ago, this land created the Hoan Chau uprising with the contributions of Mai Thuc Loan, also known as Mai Hac De.

The strength of the will for independence and the indomitable fighting spirit of our people were the decisive factors in the resounding victory of the uprising, which overthrew the domination of the Tang Dynasty in our country, established an independent and autonomous government for nearly a decade, and the uprising leader Mai Thuc Loan ascended the throne as Emperor, building Van An citadel as the capital.

The uprising is a testament to the national spirit, the will of self-reliance and self-reliance of the Vietnamese people with the aspiration to build an independence for the nation on par with the feudalism of the North and is also the spiritual foundation for the people of Nghe An to rise up and affirm their bravery, intelligence and stature; so that later in most of the resistance wars against the invaders of our nation, there has always been an important, active and outstanding participation of the people of Nghe An. Therefore, throughout the history of the nation, this land of talented people has always had an organic connection in the process of expanding the territory, building, protecting and developing the country.

In every era, there are heroes, great men, famous generals, and famous people who have contributed glorious achievements to the country and homeland. This is the place that gave birth to and nurtured outstanding children, typically the beloved President Ho Chi Minh, King Mai Hac De, and patriot Phan Boi Chau...

Along with the long history of formation and development associated with the process of working, building and protecting the homeland, the people of Nghe An in general and Nghe An in particular have also created and fostered many diverse cultural and traditional values ​​rich in national identity.

Today, on the land of Nam Dan with rich and typical cultural sediments, where 13 centuries ago was the land where King Mai Hac De stood, and was the stronghold of the Hoan Chau uprising, where there is the King Mai Hac De Temple Relic along with the Kim Lien Relic Area, Hoanh Son Communal House, and Phan Boi Chau Memorial Relic, forming a complex of 4 relics in a district ranked as a special national relic. The Party Committee, Government and People of Nghe An have the right to be proud of a heroic history with cultural imprints that have been created for generations that our ancestors have left for posterity today.

Dear compatriots and comrades!

The Prime Minister's decision to rank the Temple of King Mai Hac De in Nam Dan District, Nghe An Province as a special national relic is not only to honor and show gratitude to the contributions of King Mai Hac De and his predecessors who have contributed to the people and the country, but also to affirm the historical and cultural values ​​that have been preserved, and at the same time establish a higher legal basis for the protection and promotion of the values ​​of the relics in the future. With this recognition, Nghe An Province and Nam Dan District have the 6th relic recognized by the Prime Minister as a special national relic.

Associated with the Mai Hac De King Temple Relic, the annual Mai Hac De King Temple Festival is an activity imbued with the noble traditional meaning of the nation's morality of remembering the source of water; it is both a vivid lesson in educating love for the homeland and country and at the same time practically meeting the cultural and spiritual needs of all classes of people.

Honoring ancestors who have contributed to the country and honoring cultural heritage values ​​is an extremely meaningful and national tradition, not only to preserve the cultural identity of our nation but also to create premises for future development.

The Hoan Chau uprising, along with Mai Thuc Loan's indomitable spirit and uprising, wrote a page in history that continued the heroic tradition in the history of fighting against foreign invaders and gaining independence of our nation, leaving a very deep mark in the hearts of every son of Nghe An, as well as the entire Vietnamese nation. Over thousands of years, that tradition has become a great strength that has been continuously inherited and promoted by generations of Nam Dan people, Nghe An people and the entire nation in the struggle to protect, build and develop our homeland and country.

Today, returning to the ancient land of Hoan Chau, the homeland of King Mai Hac De, the homeland of beloved Uncle Ho, of the heroic Nghe An, rich in cultural and revolutionary traditions, we are happy to receive the remarkable changes in economic and social development, especially recently the Party Committee, Government and People of Nghe An province have made great efforts, overcome difficulties, mobilized new resources for investment and development; many works and projects are being started, contributing to the common achievements of the whole country.

That result is a testament to the mettle, intelligence, aspiration and determination as well as the joint efforts of the Party Committee, people and army of Nghe An province, opening a new and promising development period, moving closer to the goal of making Nghe An a center of finance, trade, tourism, education - training, science and technology, health care, culture, sports, and high-tech industry of the entire North Central region.

On behalf of the Party and State leaders, I would like to acknowledge and commend the achievements in socio-economic development, along with the goal of preserving and promoting cultural heritage that the Party Committee and People of Nghe An province have achieved in recent times.

At this ceremony, I also respectfully request that the Party Committee, Government and People of Nghe An province continue to inherit the achieved results, arouse and further promote the strength of the entire Party Committee, Government and the great national unity bloc, focus on promoting economic - cultural and social development, improving the lives of people of all ethnic groups in the province; proactively coordinate with ministries, departments and central branches to effectively implement the guidelines, orientations and policies set forth by the Party and State, especially the guidelines, policies and mechanisms for the North Central region and Nghe An province.

Be more active, creative and dynamic to unleash all the potentials and advantages of the province; mobilize social resources well to contribute to the completion of local socio-economic development goals. Along with that, continue to focus on building and developing culture and people; promote the glorious traditional strengths of Nghe An province to firmly develop rapidly and sustainably in the coming years...
