The Tan Chau commune Party Committee was established by merging the Party Committees of four communes: Dien Phu, Dien Tho, Dien Loc, and Dien Loi, with 1,672 Party members.

For the 2025-2030 term, the Party Committee, Government, and people of Tan Chau commune aim to build and develop the commune into a sustainably developed economic, cultural, and social area, ranking among the middle-ranked communes in Nghe An province. By 2030, it will essentially become an industrially developed commune.

The first Party Congress of Tan Chau Commune, for the 2025-2030 term, sets the target of an average growth rate of 15.0-16.0% in the total value of products in the commune during the 2026-2030 period. The economic structure is projected to shift towards a reduced proportion of agriculture, forestry, and fisheries, and an increased proportion of industry and construction by 2030; per capita income is expected to reach 140 million VND by 2030. The commune's digital transformation index is expected to be among the top 30 out of 130 commune-level administrative units in the province...

The Congress also approved the Decision of the Provincial Party Standing Committee on the appointment of the Commune Party Committee Executive Board for the 2025-2030 term, consisting of 27 members. Comrade Nguyen Van Son was appointed to the position of Secretary of the Commune Party Committee.

The delegates unanimously approved the Congress Resolution, demonstrating their political determination to put the resolution into practice.

Maximizing the advantages of industrial zones.

In his address to the congress, Comrade Ho Le Ngoc - Member of the Standing Committee and Head of the Provincial Party Committee's Internal Affairs Department - acknowledged and highly appreciated the achievements of the Party Committee, government, and people of Tan Chau commune during the past term.

The Head of the Provincial Party Committee's Internal Affairs Department emphasized that the outstanding results mentioned above are not simply the sum of achievements, but rather the integration of core values, the fruits of leadership, guidance, unity, and the concerted efforts of the entire political system. This is the foundation for successfully achieving the goals and tasks of the new term.

To successfully achieve the goal of "building Tan Chau commune into a civilized, modern, and sustainably developed area," the Head of the Provincial Party Committee's Internal Affairs Department requested that the Party Committee, government, and people of Tan Chau commune continue to unite, be creative, proactively seize and utilize opportunities, overcome difficulties and challenges, and strive to successfully implement the Resolution of the Party Congress.

The comrade also requested that the Standing Committee and the Executive Committee of the commune's Party Committee continue to closely follow the leadership and guidance of the Central Committee and the province to lead and operate the new organizational structure in a synchronized, smooth, and unified manner. Delivering a guiding speech at the congress, Comrade Phan Dinh Trac - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Committee - acknowledged the achievements of the locality, while also pointing out shortcomings and limitations in the past term such as: economic growth not commensurate with potential and advantages; administrative reform, application of science and technology, and digital transformation not meeting practical requirements; and some obstacles in the implementation of some key projects in the area;...

The Head of the Central Internal Affairs Committee suggested that the Party Committee of the commune focus on analyzing more clearly the limitations, shortcomings, and their causes, thereby setting goals and breakthroughs that are relevant to the local reality. Simultaneously, a clear action plan is needed, specifying tasks, individuals, and responsibilities, creating high consensus and unity to drive rapid and sustainable development in Tan Chau.

Tan Chau is a newly established commune with a new administrative structure and new tasks. Therefore, Comrade Phan Dinh Trac suggested that the commune government fully and thoroughly understand the powers, functions, and positions of the commune-level Party committee, and comprehensively lead the socio-economic development, healthcare, education, national defense and security, and social welfare in the area.

Emphasizing that people are the resource for development, Comrade Phan Dinh Trac – Head of the Central Internal Affairs Committee – suggested that the Party Committee, government, and people of Tan Chau commune focus on traditional education, fostering love for the homeland, promoting unity and solidarity, overcoming ego and local parochialism, and transforming difficulties into motivation to build a strong and prosperous Tan Chau.

Based on that, the Head of the Central Internal Affairs Committee requested that the Tan Chau commune government build an administrative apparatus that is truly close to the people, and that all people's requests must be resolved at the commune level.

In particular, special attention is paid to building a team of commune-level officials and civil servants with sufficient professional capacity, ethics, experience, who dare to think, dare to act, dare to take responsibility, and serve as a true bridge between the government and the people, meeting the new requirements and tasks of the two-tiered local government.

Emphasizing the importance of fulfilling official duties and responsibilities in the current context, the Head of the Central Internal Affairs Commission urged local officials and civil servants to shift their mindset and working methods significantly, from administrative management to service and development; from administrative commands to listening to and accompanying the people and businesses with the motto "local authorities decide, local authorities take responsibility".

Promote digital transformation in management and administration, focusing on improving the operational capacity of commune-level public administrative service centers, ensuring that 100% of commune-level public administrative services are implemented smoothly.

Focus on economic development with a priority on industrial, commercial, and service sectors; pay close attention to land clearance for key industrial zones and investment projects in the area, in order to create new momentum in attracting investment in the new term.

At the same time, do a good job of protecting the ecological environment and natural landscape, especially water resources; pay attention to urban planning and renovation.

Expeditiously resolve investment procedures under the authority of the commune level; strengthen investment attraction, especially non-state investment resources; promote and create favorable conditions for the development of private enterprises; focus on upgrading inter-regional and inter-commune connecting transportation routes, creating momentum for industrial and service development.

Focus on building brands for distinctive local agricultural products; implement crop and plant variety transformation to suit the advantages of natural conditions, increase productivity, minimize environmental impact, and adapt to climate change. This should be considered a central task to improve the material living standards of the people and promote sustainable development.

Strengthening national defense and security, maintaining social safety, striving to ensure that by 2030, Tan Chau commune will be drug-free; proactively addressing and resolving people's requests promptly, preventing the emergence of hotspots, and avoiding being caught off guard.
