Article 10 of Resolution No. 190/2025/QH15 stipulates the handling of certain issues related to the reorganization of the state apparatus, including provisions regarding documents and papers issued by competent agencies and officials as follows:

Documents and papers issued by competent authorities or officials.

1. Documents and papers issued by competent authorities before the reorganization of the state apparatus, which have not yet expired or reached their expiration date, shall continue to be applied and used in accordance with the law until their expiration date or until they are amended, supplemented, replaced, repealed, canceled, or withdrawn by the agency or authority assuming the functions, tasks, and powers, or by the competent authority or person.

2. Organizations and individuals shall not be required to renew documents issued by competent authorities or positions before the restructuring of the state apparatus if these documents have not yet expired, except where the law stipulates otherwise.

3. The Prime Minister shall repeal legal documents that are no longer in effect, issued by Ministers or heads of ministerial-level agencies, or jointly issued with other Ministers or heads of ministerial-level agencies, before the reorganization of the state apparatus, and where, after the reorganization, the competent authority to repeal the document cannot be determined.

Therefore, it can be understood that after the provincial merger, vehicle license plates that have not yet expired or reached their expiration date can still be used normally without needing to be changed.

However, there will still be cases requiring the replacement of vehicle registration certificates and license plates after mergers, as stipulated in Article 18 of Circular 79/2024/TT-BCA, as follows:

- The vehicle registration certificate and license plate are faded or damaged.

- Modified vehicles; vehicles with changed paint colors.

- Vehicles that have been registered and issued license plates with a white background and black letters and numbers will be changed to license plates with a yellow background and black letters and numbers (for vehicles used in commercial transportation) and vice versa.

- Changes to the vehicle owner's information (owner's name, registration number) or the owner needs to change the vehicle registration certificate to a new address.

- Vehicle registration certificate has expired. - Exchange old vehicle registration certificate and license plate for a new vehicle registration certificate and license plate as prescribed in this Circular; vehicle owners may wish to change from a short license plate to a long license plate or vice versa.
