Amidst the lush green hills of Cao Son 1 village, the image of Village Head Le Sy Tien diligently tending to the young tea plants has become familiar to the local people.
Not only is he a "driving force" in the village's work, but he is also a pioneer in innovating production thinking, gradually increasing the economic value on his homeland.

Cao Son 1 is famous for its Gay tea plant – a traditional crop that has been recognized as a 3-star OCOP product at the provincial level. The entire village has over 80 hectares of tea plantations; however, for a long time, the villagers mainly produced tea by breaking branches and selling them raw, resulting in low value.

Recognizing the opportunity presented by local businesses linking production and guaranteeing the purchase of high-quality tea from Gay tea plantations, Mr. Le Sy Tien, along with several pioneering Party members, boldly converted over 2 hectares of commercial tea plantations to the method of picking tea buds. With this new approach, the tea is cared for organically, improving quality right from the cultivation stage.

The first harvests of tea have yielded positive results. Previously, tea sold in bundles only fetched a few thousand dong per kilogram, but now tea buds can reach around 30,000 dong/kg, significantly reducing labor costs. This clear success has created a ripple effect; from initial hesitation, many households in the village have boldly adopted the model on 10 hectares. To date, the model has involved dozens of households, opening up a sustainable path for local tea cultivation.
Not content with just tea cultivation, Village Head Le Sy Tien has always been concerned with finding ways to develop the local economy. He and the village committee have encouraged residents to diversify their crops, developing acacia plantations – a readily available strength of the region. Currently, the village has approximately 140 hectares of acacia trees, providing a stable source of income for many households.

His family is also one of the exemplary households with 3 hectares of acacia trees, 4 hectares of tea (of which 2 hectares have been converted to tea cultivation), combined with growing fruit trees such as oranges and Quang Tien pink pomelos, and raising pigs and poultry on a scale of over 100 animals. Thanks to diversifying production models, the family of Village Head Le Sy Tien earns a stable income of 60-70 million VND per year.

Furthermore, he and the village management board encouraged residents to develop livestock farming and explore new avenues such as labor export. Currently, more than 20 people from the village are working abroad, contributing to improving the economic lives of many families.


Besides economic development, during his more than 20 years as a village official, Mr. Le Sy Tien has also been a keeper of unity in the community. Cao Son 1 village has 244 households and 977 inhabitants. Through his approachability and sense of responsibility, he has mobilized residents to work together to build a new rural area, maintain security and order, and effectively carry out grassroots mediation work in the community.

Thanks to skillful community mobilization, the roads in the village are becoming increasingly spacious, clean, and beautiful; lighting systems have been installed on many roads, ensuring the criteria of "bright - green - clean and beautiful".
Self-governing groups and residential areas have also proactively contributed to beautifying the landscape, creating a new look for mountainous villages. For example, one group mobilized residents to voluntarily contribute 400,000 VND per household to build a road adorned with national and Party flags, creating an impressive highlight during the recent elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
