From January 1, 2027, individuals who have two children before the age of 35 will receive a minimum of 2 million VND in support.
According to the new government decree, women from ethnic minority groups with very small populations, women in localities with low replacement fertility rates, and women who have given birth to two children before the age of 35 will receive a minimum of 2 million VND in support.
The government has just issued Decree No. 168/2026 detailing some provisions and organizational measures to guide the implementation of the Law on Population.
Specifically, the decree specifies the conditions and procedures for receiving maternity leave when giving birth to a second child; the level of financial support and the procedures for providing financial support when giving birth as stipulated in Clause 2, Article 14 of the Population Law; and the scope, subjects, and level of support for screening for certain congenital diseases before and after birth according to a priority schedule.
The decree stipulates that female employees giving birth to a second child, and male employees whose wives give birth to a second child, are eligible for maternity benefits as prescribed by the law on social insurance and are entitled to maternity leave when giving birth to a second child in the following cases: Female employees giving birth when they have one live child; male employees whose wives give birth when they have one live child.

The decree also clarifies the cases in which maternity leave is not granted for the birth of a second child as stipulated above.
The procedure for receiving maternity leave benefits when giving birth to a second child is carried out in accordance with the law on social insurance and the procedures for resolving and paying social insurance benefits and unemployment insurance benefits issued by the Minister of Finance.
The person making the declaration is fully responsible before the law for the accuracy and truthfulness of the content of the declaration requesting the benefits stipulated above.
The decree stipulates a minimum financial support of 2 million VND per woman for childbirth in the following cases: women from very small ethnic minority groups; women in provinces and cities with birth rates below the replacement level; and women who have given birth to two children before the age of 35.
Women who give birth and fall under all of the above categories are entitled to a level of support.
These regulations will take effect from July 1, 2026. Financial support will be provided by the local budget.
Pregnant women undergo prenatal examinations and screenings for all four basic diseases.
The decree also specifies the scope and subjects for screening for certain congenital diseases before and after birth.
Pregnant women are examined and undergo prenatal screening for four basic conditions: Down syndrome, Edwards syndrome, Patau syndrome, and Thalassemia (congenital hemolytic anemia), as part of the prenatal screening service package.
Newborns are examined and screened for five basic conditions: congenital hypothyroidism, G6PD deficiency, congenital adrenal hyperplasia, congenital hearing loss, and severe congenital heart defects, according to the newborn screening service package.
The support for prenatal screening for congenital diseases is reimbursed based on actual costs, but not exceeding 900,000 VND per case, and for neonatal screening for congenital diseases, it is reimbursed based on actual costs, but not exceeding 600,000 VND per case.
In cases where the competent authority approves the service package price, financial support will be provided according to the approved price. This support will be paid directly to the medical facility collecting samples and the medical facility performing the screening techniques.
From July 1st, 2026 to December 31st, 2026, pregnant women and newborns from poor households, near-poor households, and those receiving social welfare; people in particularly disadvantaged villages; and communes in ethnic minority, mountainous, border, and island areas will be entitled to free screening services and screening support from the state budget.
From January 1, 2027, all pregnant women and newborns will receive support for screening services and screening subsidies from the state budget under the National Target Program on Health Care, Population and Development for the period 2026-2035, until the list of diseases for prenatal and newborn screening is officially stipulated by competent authorities in the list of diseases covered by health insurance, according to the roadmap for increasing health insurance contributions and the ability to balance the health insurance fund.
