From July 1st, official vehicles for commune-level authorities will be allocated by the Provincial People's Committee.
According to the new regulations, from July 1st, the Provincial People's Committee will decide on the allocation of official vehicles to each commune.

The Government has issued Decree No. 153/2025/ND-CP amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government stipulating standards and norms for the use of automobiles. The Decree will take effect from July 1, 2025.
According to the new regulations, the following commune-level officials are allowed to use official vehicles for general work purposes to perform their assigned duties and responsibilities (not for transporting them from their residence to the office and vice versa):
Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front at the commune level; Deputy Secretary, Deputy Chairman of the People's Council, Deputy Chairman of the People's Committee, Deputy Chairman of the Vietnam Fatherland Front Committee at the commune level.
One of the notable amendments is the regulation on allocating (regulating) the number of automobiles for general use by agencies, organizations, and units:
Based on the total number of vehicles required for general use by agencies, organizations, and units as stipulated, the competent authority shall decide on the specific allocation of vehicles as follows:
The Standing Committee of the Provincial/City Party Committee decides on the allocation of the number of automobiles for general use to each agency and public service unit under or directly affiliated with the Provincial/City Party Committee (excluding commune-level Party Committees).
The Provincial People's Committee decides on the allocation of the number of automobiles for general use to each provincial-level office (excluding the Provincial Party Committee and City Party Committee offices); each provincial-level department, board, and equivalent agency; the Provincial Committee of the Vietnam Fatherland Front; each political and social organization; each public service unit under or directly under the Provincial People's Committee; and each commune (including the commune-level Party Committee).
The allocation of vehicles to each agency or unit may be higher or lower than the number of vehicles determined according to the provisions of this Decree, but it must be ensured that the total number of vehicles after allocation to all these agencies, organizations, and units does not exceed the total number of vehicles determined according to the regulations.
In cases where an agency, organization, or unit has subordinate or affiliated units with legal personality, their own seals, and separate accounts, the competent authority or person shall decide on the allocation of the number of vehicles to each subordinate or affiliated unit of the agency, organization, or unit when carrying out the allocation as stipulated in this point.
The number of vehicles allocated serves as a standard for the number of automobiles used for general work purposes by each agency, organization, or unit; it is used as one of the bases for planning and budgeting, allocation, procurement, arrangement, contracting for the use and rental of automobiles; and for managing, using, and disposing of automobiles within the agency, organization, or unit.
The decision on the allocation of vehicles for general use is publicly available on the electronic portals of the Central Party Office, the Central Committee of the Vietnam Fatherland Front, ministries, central agencies, provinces, and centrally-administered cities.
