Decree 46, effective from August 1st, stipulates increased fines for 194 traffic violations, including 153 on roads and 41 on railways. Notably,The decree adds provisions to enhance public oversight by allowing citizens to record violations and send the footage to the police.
Authorities will use this information as a basis for verifying and prosecuting violators."This is a positive measure, not only increasing public oversight on the roads but also raising awareness among road users."The head of the Traffic Police Department of the Hanoi Public Security Bureau said.
He further explained that the law stipulates that all citizens have the responsibility to monitor and report violations. Given the current situation where many people have poor traffic awareness, raising this issue is necessary.Reporting and denouncing violations is essential to contributing to a change in mindset.
In fact, even before Decree 46 came into effect, images provided by citizens regarding traffic violations were already considered by police in many localities as a basis for verification and penalties.

The identity of the informant is kept confidential. In addition, the press is also an effective channel of information for the police in handling cases of violations.
