From 3:00 p.m. on April 7, E5 RON 92 gasoline increased by 592 VND, to 18,932 VND/liter.
According to the decision of the Ministry of Industry and Trade - Ministry of Finance, from 3:00 p.m. today, the retail price of E5 RON92 gasoline increased by 592 VND/liter, to 18,932 VND/liter. The prices of diesel and kerosene also increased by 638 VND and 521 VND/liter.

With an increase of 638 VND/liter, petroleum enterprises are allowed to adjust the retail price of 0.05S diesel to a maximum of 16,354 VND/liter. With an increase of 521 VND/liter, kerosene has a maximum retail price of no higher than 15,081 VND/liter while 180CST 3.5S fuel oil retails at no higher than 12,953 VND/kg after an increase of 425 VND/kg.
According to the Ministry of Industry and Trade, through monitoring and supervision, the average price of RON95 gasoline in the world market during the management period was 79.950 USD/barrel (an increase of 3.767 USD/barrel, equivalent to an increase of 4.94% compared to the previous period). The Ministry of Industry and Trade - Ministry of Finance requested that petroleum businesses use the Petroleum Price Stabilization Fund at 300 VND/liter of RON95 gasoline and recommended that traders increase the selling price of RON95 gasoline by a maximum of 526 VND/liter compared to the current selling price. With this increase, the maximum retail price of RON95 gasoline meeting Euro 3 standards will be 20,506 VND/liter for RON95 gasoline meeting Euro 4 standards and 20,706 VND/liter for RON95 gasoline meeting Euro 4 standards.
The Ministry of Industry and Trade said it has requested key petroleum enterprises to maintain the current level of the Petroleum Price Stabilization Fund for petroleum products.
To maintain the selling price, businesses are allowed to use the Petroleum Price Stabilization Fund at 790 VND/liter for E5 RON92 gasoline (previous period used 669 VND/liter). Diesel oil is allowed to use the Price Stabilization Fund at 200 VND/liter (previous period used 177 VND/liter); Kerosene is allowed to use 200 VND/liter (previous period used 34 VND/liter) while fuel oil is temporarily suspended from using the Price Stabilization Fund (previous period used 96 VND/kg).
Data from the management agency shows that the world's finished petroleum product prices have recently tended to increase. The average world price of finished petroleum products in the past 15 days was at 76.963 USD/barrel of RON92 gasoline, the base gasoline for blending E5 RON92 gasoline (up 3.710 USD/barrel); 81.174 USD/barrel of 0.05S diesel oil and 81.906 USD/barrel of kerosene.
According to Official Dispatch No. 3993 of the Ministry of Finance, the weighted average import tax applied in the formula for calculating the base price of petroleum products in the second quarter of 2018 is 10% for gasoline; 0.96% for diesel; 0.11% for kerosene; and 3.12% for fuel oil.
Statistics also show that the proportion of gasoline from imported sources accounts for 53.04% and 46.96% from domestically produced sources (from Dung Quat Oil Refinery).
The price of E100 ethanol used to calculate the base price of E5 RON92 gasoline according to the Official Dispatch of the Ministry of Finance on petroleum business management is 14,488.33 VND/liter (excluding VAT).
