From 3 PM on April 7th, E5 RON 92 gasoline increased by 592 VND, to 18,932 VND/liter.
According to a joint decision by the Ministry of Industry and Trade and the Ministry of Finance, from 3 PM today, the retail price of E5 RON92 gasoline will increase by 592 VND/liter, to 18,932 VND/liter. The prices of diesel and kerosene will also increase by 638 VND and 521 VND/liter, respectively.

With an increase of 638 VND/liter, petroleum businesses are allowed to adjust the retail price of 0.05S diesel fuel to a maximum of 16,354 VND/liter. With an increase of 521 VND/liter, the maximum retail price for kerosene will not exceed 15,081 VND/liter, while the retail price for 180CST 3.5S fuel oil will not exceed 12,953 VND/kg after an increase of 425 VND/kg.
According to the Ministry of Industry and Trade, monitoring shows that the average price of RON95 gasoline on the world market during the current price adjustment period was 79.950 USD/barrel (an increase of 3.767 USD/barrel, equivalent to a 4.94% increase compared to the previous period). The inter-ministerial committee of the Ministry of Industry and Trade and the Ministry of Finance requested gasoline businesses to use the Gasoline Price Stabilization Fund at a rate of 300 VND/liter for RON95 gasoline and recommended that traders increase the selling price of RON95 gasoline by a maximum of 526 VND/liter compared to the current price. With this increase, the maximum retail price of Euro 3 standard RON95 gasoline will be 20,506 VND/liter and 20,706 VND/liter for Euro 4 standard RON95 gasoline.
The Ministry of Industry and Trade announced that it has instructed petroleum businesses to maintain the current level of contributions to the Petroleum Price Stabilization Fund for petroleum products.
To maintain selling prices, businesses are allowed to use the Fuel Price Stabilization Fund at a rate of 790 VND/liter for E5 RON92 gasoline (previously 669 VND/liter). Diesel fuel is allowed to use the Price Stabilization Fund at a rate of 200 VND/liter (previously 177 VND/liter); kerosene at 200 VND/liter (previously 34 VND/liter), while the use of the Price Stabilization Fund for mazut is temporarily suspended (previously 96 VND/kg).
According to regulatory data, world refined petroleum product prices have recently been trending upwards. The average world refined petroleum product price over the past 15 days was $76.963/barrel for RON92 gasoline (the base gasoline for blending E5 RON92 gasoline) (an increase of $3.710/barrel); $81.174/barrel for 0.05S diesel; and $81.906/barrel for kerosene.
According to Circular No. 3993 of the Ministry of Finance, the weighted average import tax applied in the formula for calculating the base price of petroleum products in the second quarter of 2018 is as follows: gasoline at 10%; diesel at 0.96%; kerosene at 0.11%; and fuel oil at 3.12%.
Statistics also show that gasoline from imported sources accounts for 53.04%, while gasoline from domestic production (from the Dung Quat Refinery) accounts for 46.96%.
According to the Ministry of Finance's document on petroleum business management, the price of E100 ethanol used in calculating the base price of E5 RON92 gasoline is 14,488.33 VND/liter (excluding VAT).
