From June 30th, the entire Dien Chau - Bai Vot expressway will be open to traffic.

The entire 49-kilometer Dien Chau - Bai Vot expressway will be open to traffic from 7:00 AM on June 30th with a maximum speed of 90 km/hour, shortening travel time from Hanoi to Nghe An to approximately 3.5 hours. This information was provided by the Ministry of Transport.

Complete the final 19 km of the route.

According to the Ministry of Transport, at 7:00 AM on June 30th, the Dien Chau - Bai Vot section of the North-South East Expressway construction project (2017-2020) will put into operation the last 19km of the route (from the intersection with National Highway 46B to the intersection with National Highway 8A).

The completion of the final 19km allows the entire Dien Chau - Bai Vot section of the expressway to be fully operational along its total length of 49km, shortening travel time from Hanoi to Nghe An to approximately 3.5 hours instead of over 5 hours as before.

The Dien Chau - Bai Vot component project is a PPP project with a total length of 49.3km. Scale and technical standards: The final design phase is a highway with a design speed of 100-120km/h (according to TCVN 5729 - 2012 standard), except for the Than Vu tunnel which has a design speed of 80km/h; the phased investment phase has a scale of 4 lanes, with a roadbed width of Bnền=17.0m.

The total investment for the entire project is VND 11,157.82 billion. Of this, the investor's capital is approximately VND 5,090.08 billion; and the State's contribution to the project is approximately VND 6,067.73 billion.

Regarding traffic management for the Dien Chau - Bai Vot component project.

The Ministry of Transport stipulates: Immediately after the inauguration ceremony and opening to traffic, functional forces will organize traffic, guide and reroute traffic to serve the travel needs of the people. Traffic participants need to pay attention, monitor and strictly comply with all instructions, directions and regulations of the functional forces to ensure safe traffic flow and avoid traffic congestion.

The project's traffic management plan has been approved by the competent authority. From June 30, 2024, vehicles will be allowed to travel on the expressway according to the following basic regulations:

* Highways are for automobiles only. The following are prohibited from using highways: pedestrians, bicycles, motorbikes, and tractors; specialized vehicles with a design speed of less than 90 km/h are not allowed on highways (except for people, vehicles, and equipment serving the management and maintenance of the highway).

* People, vehicles, and equipment used for highway management and maintenance, bearing specific badges or symbols, are permitted to travel on the highway (without speed limits) but must not affect or obstruct highway traffic.

* Vehicles carrying hazardous materials, flammable substances, or explosives, which are on the list of dangerous goods as stipulated by the Government in Decree No. 42/2020/ND-CP dated April 8, 2020, are only permitted to travel on expressways with a permit from the competent authority.

* Drivers participating in traffic on highways must comply with regulations on road load limits, width limits, and safe driving rules as prescribed by current law (vehicles are not allowed to enter emergency stopping areas and shoulder areas; vehicles are not allowed to exceed the maximum speed and not exceed the minimum speed indicated on traffic signs and road markings; drivers on highways must signal in advance when changing lanes and must ensure safety; in case of emergency stopping or parking, drivers must move the vehicle to the emergency stopping lane, place warning signs and notify the support hotline, and ensure a safe distance between vehicles as prescribed...).

* Vehicles that meet all road traffic requirements are permitted to travel on the highway at a maximum speed of 90 km/h and a minimum speed of 60 km/h.

* The cross-section features 4 lanes for two-way traffic, with emergency stopping points (strips) spaced 4-5km apart in the same direction of travel. Each point measures: 270m in length (including a 170m stopping section and 50m entry/exit area on each side), 2.5m in width, and 0.75m in shoulder width.

The commissioning of the Dien Chau - Bai Vot component project will shorten travel time from Hanoi to Vinh City and connect with other inland provinces, creating favorable conditions for socio-economic development in the localities; reducing traffic pressure on National Highway 1A, facilitating traffic flow between Hanoi and Nghe An province; and stimulating tourism potential in the provinces through which the expressway passes.

Previously, on April 28th, the Ministry of Transport, in coordination with the provinces of Nghe An, Khanh Hoa, Ninh Thuan, and Binh Thuan, officially inaugurated the Cam Lam - Vinh Hao component project and opened the Dien Chau - Bai Vot component project (the section from Dien Chau to National Highway 46B) to traffic, which is part of the project to build several sections of the North-South East Expressway in the 2017-2020 period.
