This is one of the responsibilities of schools, specifically stipulated in the recently issued Government Decree on a safe, healthy, and friendly educational environment and the prevention and control of school violence.

The decree applies to educational institutions from preschool and primary/secondary levels to vocational education, special schools, literacy classes, and classes for children from disadvantaged backgrounds who cannot attend regular schools (collectively referred to as independent classes) with students under 18 years of age.

Accordingly, the Decree stipulates that both schools and independent classes must regularly exchange information with students' families to ensure the safety, dignity, honor, and privacy of students.

This is also considered one of the conditions for building a safe and friendly educational environment – where learners are respected, treated fairly, and encouraged to exercise democracy.

Schools must also establish communication channels such as suggestion boxes and hotlines to receive and process student feedback and ensure the confidentiality of those providing information.

In particular, the Decree also clearly stipulates measures to prevent school violence.

In addition to raising awareness about the dangers and consequences of school violence, it is essential to equip students, administrators, teachers, staff of educational institutions, and students' families with skills to prevent and combat school violence and child violence in the online environment.

When school violence occurs, schools need to immediately implement measures to assist, provide medical care, and offer counseling to students who have been abused, while also promptly notifying the students' families to coordinate the handling of the situation.

If the incident exceeds the educational institution's capacity to resolve, it should promptly notify the police, local authorities, and other relevant agencies to coordinate handling in accordance with the law.

The decree will officially take effect from September 5, 2017.
