This measure aims to facilitate the registration process for applicants, simplifying procedures between December 6, 2015, and June 30, 2016.

Following the Prime Minister's directive, the Ministry of Public Security has issued Circular No. 54 supplementing regulations on vehicle registration for electric motorcycles and electric scooters. Accordingly, starting from December 6th, agencies, organizations, or individuals using electric motorcycles and electric scooters can complete vehicle registration procedures within 2 days.

According to Major General Nguyen Ngoc Tuan, Deputy Director of the Traffic Police Department, the number of electric motorbikes currently circulating on roads has increased significantly, reaching approximately 3 million vehicles. These are mainly concentrated in cities and towns.

Currently, traffic violations are relatively common among drivers of this type of vehicle, causing several serious traffic accidents and making the traffic safety situation increasingly complex. Furthermore, due to the public's perception that electric motorcycles are rudimentary vehicles, when purchasing them, people often don't bother to obtain necessary documents such as sales invoices and certificates of technical safety and environmental protection inspection, thus failing to meet the requirements for vehicle registration.

To address this issue, the Ministry of Public Security, in coordination with the Ministry of Transport, the Ministry of Finance, and the Ministry of Industry and Trade, proposed a solution to the Government. Following the Prime Minister's approval, on October 22, 2015, the Ministry of Public Security issued Circular No. 54, specifying the documents and procedures for registering electric motorcycles. This circular facilitated the registration process, simplifying procedures for those registering between December 6, 2015, and June 30, 2016.

The regulations are very simple. From December 6, 2015 to June 30, 2016, those registering electric motorcycles and scooters only need to prepare the following documents: Electric motorcycle/scooter registration application form (according to the mẫu); Photocopy of household registration book (for individual owners) or letter of introduction from the agency or organization (for agency or organization owners); Identity card or Citizen ID card of the person registering the vehicle. In the case of an individual owner, the original household registration book must also be presented for verification. Within 2 working days from the date of receiving all valid documents, the registration agency will process and issue the vehicle registration certificate to the owner.

Circular 54 was issued to address difficulties and existing problems, creating favorable conditions for people to register their vehicles according to regulations. Therefore, from December 6, 2015 to June 30, 2016, people who need to use electric motorcycles and electric scooters must go to the competent authority to register. After this period, those registering must complete all necessary documents and procedures as prescribed by law. After that time, if vehicle owners do not register their vehicles but use them to participate in traffic, it will be a violation and they will be penalized according to current laws.

To implement Circular 54 of the Ministry of Public Security, the Traffic Police Department has planned to guide police units and localities in preparing facilities, personnel, and equipment to ensure the best possible vehicle registration process for the public. Simultaneously, the Circular will be published and widely publicized through mass media to help people understand the legal regulations regarding vehicle registration.

In addition, the Traffic Police Department has instructed its operational units to strengthen inspections and supervision of police units and localities to ensure thorough preparation for the quick and convenient registration of electric motorcycles and scooters for the public. Specifically, during the preparation period for the implementation of the Circular, traffic police patrols will intensify inspections and reminders to the public regarding the registration of electric motorcycles and scooters as required by regulations.
