The Kim Lien commune Party Committee was established on the basis of rearranging and merging five former commune Party committees: Kim Lien, Nam Giang, Nam Cat, Hung Tien, and Xuan Hong; with a total of 2,897 Party members, operating in 79 subordinate Party organizations.

Organizational and social governance reforms are considered a special milestone in the 2020-2025 term, requiring innovation and creativity in thinking and action from the entire Kim Lien commune Party Committee in the new 2025-2030 term, based on the momentum and driving force from the leadership and guidance of the five former commune Party committees.

Sharing the "leveraging" achievements for the new term, Comrade Le Trung Hoa - Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune - emphasized: The outstanding achievement is the result of building advanced new rural areas and model new rural areas. Of the five former communes, three have achieved model new rural area standards and two have achieved advanced new rural area standards. This affirms the comprehensive and higher level of development of the locality in the fields of socio-economic development, national defense and security, Party building, and the political system.

Based on the practical experience of the past term, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Le Trung Hoa commune emphasized five valuable lessons to guide the new term. These are: consistently maintaining unity and cohesion within the Party committee and the political system; promoting exemplary roles; and fostering a democratic spirit and high political responsibility in each cadre and Party member.

In the leadership process, it is necessary to closely follow the directives of higher authorities and apply them flexibly to local realities; focusing on comprehensive development of economy, culture, society, and environment with clear orientation, focus, and priorities.

Focus on maximizing local potential and advantages; strengthen connections and cooperation, and leverage support from higher levels and social resources to achieve sustainable socio-economic development.

Paying attention to personnel work and building a team with sufficient qualities, capabilities, and a spirit of innovation and pioneering, especially leaders who are dedicated, visionary, and responsible to the people and the Party, is a key task in building a strong Party and political system; this is linked to strengthening the inspection, supervision, and critical feedback work of the Fatherland Front and political and social organizations, and of the people.

Focus on building and ensuring national defense and security, maintaining the people's trust and support. Respect and promote the role of the people, rely on the people, and trust the people to promptly resolve emerging issues and maintain stability for socio-economic development.

Kim Lien holds a special position – it is the birthplace of President Ho Chi Minh. Because of this special position, the Party Committee, government, and people of Kim Lien are always acutely aware of their responsibility and aspiration for innovation and progress, building upon traditional values ​​and the sacred teachings of President Ho Chi Minh, with the desire to make Nam Lien commune (now Kim Lien commune) a model commune.

The leadership achievements of the Party Committee and government during the 2020-2025 term, along with the self-reliance and self-improvement spirit of the people, and the support from the Central Government, the province, and Nam Dan district before the implementation of the two-tiered government system and businesses, have enabled Kim Lien to continue to achieve higher levels of development.

However, in this new context, Kim Lien is not content with the results achieved and is affirming its determination to transform itself more strongly, sustainably, and comprehensively.

With the spirit of "Unity - Discipline - Innovation - Development," for the 2025-2030 term, the Party Committee of Kim Lien commune continues to set a goal of making the commune a model new rural area in terms of culture, tourism, education, and security and order. "This is not only a quantitative goal but also a development orientation that harmonizes the economy, society, environment, and people," emphasized Comrade Nguyen Xuan Duc, Secretary of the Party Committee and Chairman of the People's Council of the commune.

To realize the aforementioned strategic goal, the commune prioritizes the development of key economic sectors: tourism linked to culture and history; high-tech agriculture and experiential agriculture; and modern industry, handicrafts, and services.

Rapid and sustainable economic growth is identified as the foundation. The goal by 2030 is an average annual growth rate of 11-13%; a significant shift in the economic structure with industry and construction accounting for over 50%; and per capita income reaching 90-100 million VND per year.

In addition, building a comprehensive infrastructure, especially transportation, lighting, clean water, and environmental protection, will be one of the three key breakthroughs. Kim Lien aims for 100% of its commune roads to be paved and illuminated; and 100% of its residents to have access to clean water meeting national standards.

Kim Lien clearly recognizes that culture is not only the spiritual foundation of society but also a driving force for sustainable development. Therefore, the locality focuses on developing culture and building civilized, responsible, compassionate, and hospitable people in Kim Lien.

Traditional values ​​are preserved and harmoniously combined with modern culture, creating a unique tourist attraction and identity for Kim Lien. Maintaining a "bright, green, clean, and beautiful" living environment not only serves the development of the tourism economy but is also a responsibility towards future generations.

One of the key objectives of the new term is to continue building a streamlined, strong, and people-oriented Party committee and government, and to enhance the effectiveness of the two-tiered government system. To achieve this, the Party Secretary and Chairman of the People's Council of Kim Lien commune, Nguyen Xuan Duc, stated that Kim Lien will focus on Party building in all aspects, with a focus on improving the leadership capacity and fighting strength of Party organizations and members; building a team of cadres with high moral character, competence, and responsibility – each commune official and civil servant must be "clean, dedicated, professional, creative, people-oriented, and for the people."

Effectively carry out inspection, supervision, and anti-corruption work; strengthen democracy, maintain discipline, improve the effectiveness of government management, and enhance the efficiency of the Fatherland Front and socio-political organizations from the commune to the hamlet level.
