From today (January 11th), people are allowed to use fireworks.
Since January 11th, Decree 137/2020/ND-CP has officially come into effect, allowing people to use fireworks in certain events such as weddings and birthdays. However, to use fireworks legally, people need to be aware of a few things.
According to the Decree, from January 11, 2021, fireworks are products manufactured manually or industrially that, when subjected to mechanical, thermal, chemical, or electrical impulses, produce sound, light, and color effects in space without causing an explosion. Therefore,fireworkThe equipment used must not cause an explosion.
People should only buy fireworks from organizations and businesses that have been granted a Certificate of Eligibility to trade fireworks: These are organizations and businesses under the Ministry of National Defense that are authorized to trade fireworks and must have been granted a Certificate of Eligibility regarding security and order by the competent police agency; ensuring conditions for fire prevention and control, incident prevention and response, and environmental protection.

Decree 117/2020 also strictly prohibits the following acts related to the use of fireworks:
- Research, manufacture, production, sale, export, import, storage, transportation, illegal use, or appropriation of fireworks;
- Illegally bringing fireworks or firework powder into or out of Vietnamese territory, or into prohibited areas, restricted zones, protected areas, and protected targets.
- Exploiting or abusing the use of fireworks to infringe upon national security, public order, social safety, life, health, property, and the legitimate rights and interests of agencies, organizations, and individuals.
- Transporting, storing, or disposing of fireworks in an unsafe manner or in a way that harms the environment;
- Exchanging, giving, sending, borrowing, lending, renting, leasing, or pledging gunpowder for the illegal production of fireworks.
- Appropriating, buying, selling, exchanging, giving, lending, borrowing, renting, leasing, pledging, forging, altering, or erasing any type of fireworks license.
- Providing guidance, training, and organizing training on the methods of manufacturing, producing, and illegally using fireworks in any form.
- Deliberately providing false information regarding the management and storage of fireworks and pyrotechnic chemicals;
- Failure to report, or reporting belatedly, concealing, or falsifying information regarding the loss, theft, accidents, or incidents involving fireworks or firework chemicals.
