Starting today (December 9th), you can renew your driver's license from the comfort of your home with just a click of a button.
From this afternoon (December 9th), the national public service portal officially goes live, allowing citizens to complete procedures such as renewing driver's licenses and health insurance cards from home or anywhere else.
Millions of documents and files can be processed with a single click.
Five groups of public services will be implemented in all 63 provinces and cities immediately after the national public service portal is launched this afternoon.
These procedures include: exchanging driver's licenses; notifying promotional activities; reissuing health insurance cards due to loss or damage; low-voltage electricity supply services (serving individuals and households); medium-voltage electricity supply services (serving businesses); and integrating electricity bill payment utilities.

Some public services performed at the ministerial level include: Issuing international driving licenses, registering promotions, services related to issuing certificates of origin for goods, and electronic tax filing for businesses.
According to a report by the Vietnam Road Administration (Ministry of Transport), in 2018, the number of applications for driver's license renewals was over 965,500, international driver's license issuance was 7,500, promotional notifications totaled 2 million, new low-voltage electricity connections totaled 750,000, and the Social Insurance agency had to process 2.6 million applications for health insurance card renewals per year.According to the General Department of Population and Family Planning, the number of children born annually in Hanoi is approximately 200,000 and in Quang Ninh about 15,000, with 4,280 children born each day. Given such a large number, online birth registration would be convenient and significantly reduce associated costs.
According to Phan Thi Thu Hien, Deputy Director General of the Vietnam Road Administration, the Administration's database contains over 45 million motorcycle driving licenses and over 8.2 million car driving licenses.
The driver's license renewal service on the National Public Service Portal is implemented at level 3 (processing documents online, paying fees (if any), and receiving results directly at the agency or organization providing the service).
The international driving permit service will be implemented at level 4, allowing citizens to apply for an international driving permit from home and have it delivered to their home.

According to calculations by the Department of Administrative Procedure Control, implementing level 3 online public services for driver's license renewal procedures would result in minimum cost savings of over 740 billion VND.
This includes cost savings from not having to travel to the local authority that issued the driver's license to submit the application, have the photo taken, and receive the results, as well as reduced costs for preparing documents and paperwork.
Implementing Level 4 online public services in Q2 2020, allowing individuals to complete the entire application process online, will save at least 1.5 days and 323.9 billion VND. This brings the total minimum cost savings from implementing Level 4 online public services to 1,064 billion VND.
According to a report by the Vietnam Road Administration, the total number of international driving licenses issued by the Administration in 2018 was 7,503. Level 4 online public services help individuals save at least one day of travel time (4 trips) to submit applications and receive results, as well as the cost of preparing required documents, saving 2.57 billion VND per year.
Minister and Head of the Government Office Mai Tien Dung stated that public services from ministries, sectors, and localities will be integrated onto the portal with the aim of creating transparency and saving time and costs for citizens and businesses in the best possible way.
Citizens and businesses only need to access the single address dichvucong.gov.vn, using a single account to log in to all ministerial and provincial-level public service portals to perform online public services.
The access to online public services for citizens and businesses will no longer be dependent on time or administrative boundaries.
For example, a person born in Ho Chi Minh City, who was issued a driver's license by the Ho Chi Minh City Department of Transport but is currently living in Hanoi, will not have to return to Ho Chi Minh City. Instead, they can access the national public service portal to complete the procedure and select the Hanoi Department of Transport as the place for license renewal.
