From South Africa, the Prime Minister chaired a virtual meeting on responding to and mitigating the consequences of the floods.
At 7:00 AM on November 23rd (Hanoi time, or 2:00 AM the same day in South Africa), from Johannesburg, Prime Minister Pham Minh Chinh chaired an urgent online meeting with ministries, agencies, and localities via various locations across the country to discuss the flood situation and continue responding to and mitigating the consequences of the natural disaster in the central provinces.

The Deputy Prime Ministers, leaders of ministries, localities, agencies, and the National Civil Defense Steering Committee attended the meeting via video link at the Government headquarters and in localities.
This is the second time, during his official visit to Kuwait and Algeria, attending the G20 Summit and bilateral activities in South Africa from November 16-24, that Prime Minister Pham Minh Chinh has chaired an online meeting with domestic officials on the situation of floods and the response and recovery from natural disasters, following the meeting on November 20 from Algeria.

In recent days, unusual and particularly heavy rainfall and flooding in the provinces and cities of Da Nang, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong have caused very serious damage to both people and property.
Party, State, and Government leaders regularly monitor the situation closely, decisively directing ministries, sectors, and localities to promptly implement disaster prevention and response plans, and promptly arrive in heavily damaged areas to inspect and direct recovery, relief, and support efforts to stabilize people's lives.


According to a report by the Ministry of Agriculture and Environment, from November 22nd to the morning of November 23rd, 2025, the rain in Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong provinces basically stopped, with a few stations in Dak Lak and Khanh Hoa still recording 40-80mm of rain.
Floodwaters on the rivers have receded. Currently, Dak Lak province still has flooding in 4 communes/wards (Hoa Xuan, Dong Hoa, Hoa Thinh, Hoa My); Khanh Hoa province still has flooding in 87 households in Dien Dien and Hoa Tri communes; and Lam Dong province still has flooding in 127 households in Nam Da and Cat Tien communes.
According to the National Center for Hydro-Meteorological Forecasting, heavy rain will gradually decrease from the night of November 25th.


Regarding the damage, according to updated figures, the floods have caused 102 deaths and disappearances, damaged 1,154 houses (at its peak, 186,000 houses were flooded); damaged over 80,000 hectares of rice and crops; killed or swept away over 3,200 livestock and poultry; caused landslides and traffic congestion in 24 locations on national highways; temporarily suspended railway operations in Dak Lak and Khanh Hoa; and damaged many infrastructure facilities including transportation, irrigation, education, and healthcare.
Initial estimates of damage amount to 9,035 billion VND (Quang Ngai 650 billion VND, Gia Lai 1,000 billion VND, Dak Lak 5,330 billion VND, Khanh Hoa 1,000 billion VND, Lam Dong 1,055 billion VND).

Party and government leaders, the Prime Minister, and ministries, sectors, and localities continue to vigorously implement measures to respond to and mitigate the consequences of floods and heavy rains.
On November 21, 2025, the Politburo issued Notice No. 99-TB/TW directing the work of overcoming the consequences of rain and floods in the Central region.
On November 22, 2025, in accordance with the assignment of the Politburo, four working groups of Party, State, and Government leaders continued their direct visits to localities. These included Standing Committee member of the Party Central Committee Tran Cam Tu in Khanh Hoa, Standing Deputy Prime Minister Nguyen Hoa Binh in Dak Lak, Minister of National Defense Phan Van Giang in Gia Lai, and Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai in Lam Dong.
On November 21, 2025, the Deputy Prime Minister signed a Decision to provide emergency support of 700 billion VND to four provinces: Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak (Khanh Hoa 200 billion VND, Lam Dong 200 billion VND, Gia Lai 150 billion VND, and Dak Lak 150 billion VND).

The Ministry of National Defence directed and deployed 44,668 officers and soldiers and 2,231 vehicles; transported and distributed 86.5 tons of goods, civilian clothing, water purification tablets, and 3,000 boxes of instant noodles; and deployed 3 helicopters to transport and drop relief supplies to the people in the flood-affected areas.
The police force mobilized 98,509 officers and soldiers to participate in maintaining security and order at the grassroots level, and deployed 13,566 vehicles to respond to and mitigate the consequences of the floods.
The Ministry of Agriculture and Environment has mobilized international organizations to provide food such as sausages, biscuits, milk, and bottled water to support people in flood-affected areas in Gia Lai and Dak Lak provinces; and has also provided 1,500 boxes of instant noodles to Dak Lak.
The Ministry of Finance has allocated 4,000 tons of rice to Gia Lai and Khanh Hoa provinces (2,000 tons for each province).
The Ministry of Health has mobilized and allocated 6 tons of chemicals and 150,000 water purification tablets; and 3,000 essential household medicine kits for the flood-affected areas.
The Ministry of Construction has directed efforts to resolve the issue and reopen National Highway 1; however, 13 locations on other national highways are still experiencing localized landslides causing traffic congestion and are undergoing further remediation.
The electricity sector has restored power to over 920,000 customers; and is currently working to restore power to 258,000 customers who are still without electricity.
Regarding telecommunications, network operators have been implementing roaming services in Dak Lak, Gia Lai, and Khanh Hoa provinces since the morning of November 19, 2025, to maintain communication.
On November 22, the Central Committee of the Vietnam Fatherland Front allocated 80 billion VND to support four provinces (20 billion VND per province) in overcoming the consequences of floods and heavy rains.
Ministries, sectors, and localities have seriously implemented the directives of the Prime Minister, the Deputy Prime Minister, and the National Steering Committee for Civil Defense; they have decisively implemented response and recovery efforts following the floods, focusing on evacuating and relocating 38,381 households/119,938 people, and providing food and supplies to people in flooded areas. Many organizations, individuals, and philanthropists have organized relief efforts for people in the flooded areas.

Reporting at the meeting, Deputy Minister of Public Security Dang Hong Duc stated that, in carrying out its duties, the Ministry of Public Security has directed local police forces to maintain 100% readiness to respond to floods with the highest sense of responsibility, avoiding passivity and surprises; ensuring security and order at the grassroots level, preventing criminals from exploiting natural disasters to steal, rob, or destroy state and people's property; strictly handling cases of disseminating inaccurate information on the internet; assigning specific tasks to each individual to ensure clarity of personnel, tasks, timeframes, and responsibilities, leaving no areas unattended in the response efforts...
Local police forces closely coordinated with other forces in the area to organize propaganda, mobilization, and support for the evacuation and relocation of people, vehicles, and property from dangerous areas to safe locations, and to resolve emerging situations at the grassroots level. The Ministry of Public Security mobilized 100% of the police force in provinces and cities from Ha Tinh to Lam Dong, deploying 121,548 officers, soldiers, and personnel to participate in protecting security and order at the grassroots level, along with 52,925 units of supplies and equipment, in coordination with other forces in the area to immediately implement response and mitigation efforts following the floods, organize rescue operations, and guide and manage traffic to ensure safety.
Simultaneously, the Traffic Police force was instructed to deploy personnel to guide traffic and ensure traffic safety along the entire route, resolutely prohibiting traffic flow when natural disasters cause safety hazards at critical traffic points; the Fire and Rescue Police force was prepared with personnel and equipment for search and rescue operations, coordinating closely with other forces to inspect and guide the mooring of boats at the docks to ensure fire safety at mooring and shelter areas; the Mobile Police Regiments stationed in the affected areas participated in rescuing people, conducting search and rescue operations, mitigating consequences, cleaning up the environment, and helping people stabilize their lives.
Deputy Minister of Public Security Dang Hong Duc emphasized that the Ministry of Public Security is currently continuing to direct police units and localities to implement measures to overcome the consequences of natural disasters, avoiding passivity and surprise, following the "four on-the-spot" principle (on-the-spot command; on-the-spot forces; on-the-spot means and materials; on-the-spot logistics); mobilizing all forces and resources to ensure good security and order, responding to and overcoming the damage as quickly as possible in the central provinces of Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong; organizing rescue and relief efforts for people and property, contributing to minimizing the damage caused by natural disasters.
