From August 15th, which vehicles will have a unique license plate serial number?
Specialized vehicles, including specialized motorcycles used by the People's Public Security Force for security purposes; vehicles of military enterprises, as requested by the Department of Vehicles and Machinery; trailers, semi-trailers, tractors, etc., will have their own serial license plate designations.

According to Circular No. 24/2023/TT-BCA dated July 1, 2023, issued by the Ministry of Public Security, regulating the issuance and revocation of vehicle registration and license plates, starting from August 15, license plates will be issued and managed according to the vehicle owner's identification code.
Accordingly, vehicle license plates are issued and managed according to the vehicle owner's identification code. The identification license plate is a license plate with a symbol, license plate series, size of letters and numbers, and license plate color as prescribed.
For vehicle owners who are Vietnamese citizens, license plates are managed according to their personal identification number.
For foreign vehicle owners, license plates are managed according to the foreigner's identification number established by the electronic identification and authentication system, or the permanent residence card number, temporary residence card number, or other identity card number issued by a competent authority.
For vehicle owners that are organizations, license plates are managed according to the organization's electronic identification code established by the electronic identification and authentication system; if the organization does not yet have an electronic identification code, it is managed according to the tax code or establishment decision.
In cases where a vehicle reaches the end of its service life, is damaged, or ownership is transferred, the vehicle registration plate of the current owner will be revoked by the vehicle registration authority and reissued when the owner registers another vehicle under their ownership.
The vehicle identification number is retained by the vehicle owner for a period of 5 years from the date of revocation; after the aforementioned period, if the vehicle owner has not registered the vehicle, that identification number will be transferred to the license plate inventory for registration and issuance to organizations or individuals according to regulations.
If a vehicle owner moves their registered office or residence from one province or centrally-governed city to another, they may retain their existing license plate (they do not need to change the license plate).
According to Circular No. 24, license plates with the symbol "CD" are issued to specialized automobiles, including specialized motorcycles, used by the People's Public Security Force for security purposes.
License plates with the "KT" designation are issued to vehicles of military enterprises, at the request of the Vehicle and Machinery Department.
License plates with the symbol "RM" are issued for trailers and semi-trailers; license plates with the symbol "MK" are issued for tractors.
License plates with the symbol "TĐ" are issued to domestically manufactured and assembled vehicles, authorized by the Prime Minister for pilot implementation, including four-wheeled motor vehicles for passenger transport and four-wheeled motor vehicles for cargo transport. License plates with the symbol "HC" are issued to motor vehicles operating within restricted areas.
