Generals Do Quyet and Hoang Van Luong were stripped of all their positions in the Party.

On April 5th, at the Party Central Headquarters, General Secretary Nguyen Phu Trong chaired a meeting of the Secretariat to consider and implement disciplinary measures against the Standing Committee of the Party Committee of the Military Medical Academy for the terms 2015-2020 and 2020-2025, and the following individuals: Lieutenant General Do Quyet, Deputy Secretary of the Party Committee and Director of the Military Medical Academy; and Major General Hoang Van Luong, Member of the Standing Committee of the Party Committee and Deputy Director of the Military Medical Academy.

After considering the proposal of the Central Inspection Committee, the Secretariat of the Central Committee found that: The Standing Committee of the Party Committee of the Military Medical Academy for the terms 2015-2020 and 2020-2025 violated the principle of democratic centralism, lacked responsibility, neglected leadership and direction, and failed to inspect and supervise, allowing some key leaders of the Academy and many cadres and Party members to violate Party regulations and State laws in proposing and organizing the implementation of national-level science and technology tasks for researching and manufacturing Covid-19 testing kits and procuring medical supplies and testing kits for Covid-19 prevention and control.

Lieutenant General Do Quyet - Deputy Secretary of the Party Committee and Director of the Military Medical Academy - is jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee; he bears primary responsibility and the responsibility of the head for the violations and shortcomings of the Military Medical Academy.

Mr. Quyet violated Party regulations, State laws, Ministry of National Defense regulations, and the Working Regulations; he also violated the Regulations on what Party members are not allowed to do and the Regulations on the responsibility of setting an example.

Major General Hoang Van Luong - Member of the Standing Committee of the Party Committee, Deputy Director of the Academy - was assigned the task of directing and implementing scientific and technological research work, and he is jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee.

Mr. Luong is personally responsible for the violations and shortcomings in the performance of his assigned duties and responsibilities; violating the Regulations on what Party members are not allowed to do and the Regulations on the responsibility of setting an example.

"The violations and shortcomings of the Standing Committee of the Party Committee of the Military Medical Academy during the terms 2015-2020 and 2020-2025 have caused serious consequences; the violations and shortcomings of Comrade Do Quyet and Comrade Hoang Van Luong have caused very serious consequences, resulting in significant losses and waste of state budget, affecting the work of preventing and controlling the Covid-19 epidemic, causing public outrage, and negatively impacting the prestige of the Party organization and the Military Medical Academy," the Secretariat concluded.

Based on the content, nature, extent of consequences, and causes of the violations as stipulated in the Party's regulations on disciplinary action against violating Party organizations and members, the Secretariat of the Central Committee decided to discipline the Standing Committee of the Party Committee of the Military Medical Academy for the terms 2015-2020 and 2020-2025 with a Warning.

The Party Central Committee has disciplined Lieutenant General Do Quyet and Major General Hoang Van Luong by dismissing them from all their Party positions for the 2015-2020 and 2020-2025 terms.
