Tuong Duong: Rectifying the operations of grassroots Party committees.
(Baonghean) - In Tuong Duong district, after reviewing the situation in accordance with the spirit of Central Resolution 4 (12th Congress) with a frank and constructive approach, from the district level to the grassroots level, solutions to overcome shortcomings have been developed and initially implemented seriously, creating positive changes.
Identifying expressions associated with specific addresses.
The Party Committee of Tuong Duong district has 50 grassroots Party organizations and 291 Party branches directly under the grassroots Party committees. The self-criticism process, in accordance with the spirit of Resolution No. 4 of the Central Committee (12th Congress), from the Standing Committee of the District Party Committee to the grassroots Party branches, was conducted in a frank, sincere, and constructive manner. Therefore, the results of the self-criticism clearly identified shortcomings and deficiencies that need to be addressed and corrected in order to improve work efficiency, work style, and especially to change and rectify the mindset and awareness of cadres and Party members in performing their duties.

Regarding the District Party Committee, the review process identified 18 out of 27 initial manifestations of degradation, including 9 manifestations in the ideological and political group; 8 manifestations in the moral and lifestyle group; and 1 manifestation in the "self-evolution" and "self-transformation" group (manifestation number 4). For the District Party Standing Committee, 11 initial manifestations of degradation were identified, including 6 manifestations in the ideological and political group; 5 manifestations in the moral and lifestyle group; and no manifestations in the "self-evolution" and "self-transformation" group.
Identifying these manifestations is linked to specific locations, helping collectives and individuals to "self-reflect" on their limitations and shortcomings so that timely solutions can be found to correct them. For example, the manifestation of "still showing deference in daily activities, not directly and decisively addressing the limitations and shortcomings of colleagues. Not resolutely directing the handling and rectification of the situation where some units have contracted civil servants in violation of regulations" at the Center for Social Labor Education, the Radio and Television Station, and the Cultural and Sports Center.
For example, the manifestation of "sometimes and in some places, a lack of thoroughness and firm grasp of the situation at the grassroots level; failure to promptly resolve some pressing difficulties of the people" is specifically identified, such as at the resettlement project agency for the Ban Ve and Khe Bo hydroelectric projects. The manifestation of "some officials and Party members showing signs of abusing their assigned positions and powers to embezzle, corrupt, and act contrary to regulations" is clearly pointed out at Tuong Duong 1 High School, the Na Be village Party branch in Xa Luong commune, and the District Compensation and Land Clearance Council. Within the district Party committee, there are still instances of officials and Party members violating ethical standards and engaging in gambling and excessive drinking, as seen in communes like Yen Na, Tam Hop, and Nga My…
Be flexible in suggesting collective and individual performance reviews.
With the motto "look straight, speak truthfully" and the spirit of "correct identification to find effective solutions," in addition to the 27 manifestations in the self-criticism according to Resolution No. 4 of the Central Committee (12th term), the Tuong Duong District Party Committee issued Document No. 334-CV/HU directing the addition of some identifications to help grassroots levels conduct self-criticism that is closer to local reality.
Specifically, for the group experiencing ideological and political decline, four additional manifestations should be noted: still harboring a mindset of dependence and reliance, unwilling to escape poverty in order to continue receiving poverty alleviation benefits; failing to set a good example in mobilizing and educating the people to implement the Party's guidelines and policies, and the State's laws; the individual or family members illegally going abroad, or intentionally allowing spouses or children to work abroad without going through legal organizations; and expressing opinions and views arbitrarily on social media.
For groups exhibiting moral and lifestyle degradation, note the following four key points: having family members or relatives involved in illegal religious activities; engaging in social vices or gambling; having family members or relatives involved in illegal logging or gold mining; intentionally allowing family members or relatives to benefit from poverty alleviation programs while others are in greater need; and failing to set a good example in complying with traffic laws, environmental hygiene, food safety, cultural norms, and village customs and regulations.
The provision of additional guidance on specific and practical points for self-criticism, tailored to the local situation, is a rather creative and flexible approach by Tuong Duong district to enhance the effectiveness of self-criticism in accordance with the spirit of Central Resolution 4 (12th Party Congress). This also shows that the District Party Committee Standing Committee has a very close grasp of the situation at the grassroots level and has clearly identified the prominent issues that need to be addressed.

Comrade Pham Trong Hoang, Secretary of the Tuong Duong District Party Committee, stated: “To ensure the review process is effective and focused, the Standing Committee of the District Party Committee has provided guidance and suggestions for review of 8 collectives and specifically named 3 individuals in the communes of Nga My, Yen Na, Tam Hop, Luong Minh, Yen Thang, Nhon Mai, Yen Tinh, and Hoa Binh town, related to pressing and prominent issues of public concern that need to be clarified. In addition, all grassroots Party Committees are required to suggest review for each village Party branch.”
Following the frank and exemplary self-criticism of the Standing Committee and the District Party Committee, the grassroots Party committees also conducted their self-criticism quite seriously and effectively. In Xa Luong commune, Comrade Loc Quoc Viet, Secretary of the Party Committee, said: "In addition to examining the 27 manifestations, the Party Committee also relied on the guiding document to supplement the manifestations in order to clearly identify the shortcomings and limitations of individuals and Party collectives. From there, we identified manifestations that need immediate attention. These include improving the quality of Party building work, developing Party members, and building new rural areas..."
Similarly, in Thach Giam commune, the serious review and identification of manifestations associated with specific "addresses" has helped relevant Party branches and individuals correctly and promptly identify shortcomings and limitations, enabling them to plan for correction and propose effective solutions. For example, the situation of not properly and thoroughly complying with organizational assignments, performing work carelessly and irresponsibly, and low work efficiency leading to both excess and shortage of social insurance cards; the untimely issuance of certificates for poor and near-poor households; and the slow payment of benefits. Or the lack of inspection and supervision resulting in 7 out of 9 village Party branches failing to develop resolutions, programs, and activity plans for the year in Cay Me, Mon, Lau, and Phong villages; and the situation of "some cadres and Party members showing signs of declining fighting spirit, irregular participation in Party activities, and at times lacking exemplary conduct" in Mac village…
Initial changes
Recognizing that the review session, in the spirit of Resolution No. 4 of the 12th Central Committee, is an opportunity for each Party committee, Party organization, and cadre and Party member to self-reflect and examine themselves, thereby adjusting their thoughts and actions and developing specific solutions to correct and overcome shortcomings, after the review conference, Tuong Duong district focused on rectifying the leadership and direction of the Party committee in a way that is closely aligned with the practical situation at the grassroots level, not avoiding but frankly confronting difficulties and obstacles to resolve problems arising at the grassroots level; tightening administrative management, strengthening discipline and order in state administration; and strictly handling cadres and Party members who violated discipline and public service ethics, including dismissing and expelling from the Party the Deputy Head of the Finance and Planning Department and accountant of the compensation and resettlement board for the Khe Bo hydropower project.
This has led to a transformation in the awareness and responsibility of officials and Party members in performing their duties. At the grassroots level, localities and units have been focusing on implementing necessary tasks immediately, including administrative reform; reforming the working methods and styles of officials and civil servants as directed by the Standing Committee of the District Party Committee, and fundamentally overcoming the situation of arriving late, leaving early, being absent from the office without reason, and drinking alcohol during working hours.
Thanks to the proactive spirit, unity, and cohesion within the Party Committee, and the high level of dedication and responsibility shown by each cadre and Party member in their assigned positions and responsibilities, positive changes have been made in all aspects. Notably, in the first six months of the year, the district's basic economic indicators increased by 10.2% compared to the same period last year. In agriculture, the area planted with passion fruit has rapidly expanded from 3 hectares to 58.3 hectares, and nearly 300 hectares of forest have been planted. Industry and small-scale handicrafts have made breakthroughs with the commissioning of a non-fired brick factory with a capacity of 30 million bricks per year. This is the first industrial production facility in Tuong Duong.
In terms of basic infrastructure investment, besides accelerating the progress of several key projects, the district mobilized communes to open 7.1km of roads to remote villages. In Party building and the construction of the political system, the district focused on effectively implementing Directive 12 on strengthening the practice of saving and combating waste; building a creative and people-oriented working style for the management staff; improving the quality of dialogues between the chairmen of the People's Councils and People's Committees at the commune level and the people; and piloting the one-office project (unifying the Party Committee office and the People's Committee office at the commune level under one authority)...
According to Comrade Pham Trong Hoang, Secretary of the Tuong Duong District Party Committee: To continue implementing the Central Resolution 4 (12th Congress) effectively, in addition to promoting the role of the people, the Fatherland Front, and social organizations in monitoring the rectification of shortcomings and limitations of collectives and individuals after self-criticism, the Standing Committee of the District Party Committee requires the heads of Party committees and governments at all levels to seriously implement the system of going to the grassroots, regularly or unexpectedly receiving citizens to receive information, listen, engage in direct dialogue, and handle feedback and suggestions from the people, focusing on issues related to manifestations of degradation, "self-evolution," and "self-transformation" among cadres and Party members, especially key cadres in performing their assigned responsibilities and tasks.
