In accordance with Plan No. 88-KH/TU, dated March 22, 2022, of the Standing Committee of the Provincial Party Committee on the recruitment of civil servants into Party agencies, the Fatherland Front, and political and social organizations in Nghe An province in 2022, the Provincial Party Committee's Organization Department - the Standing Agency of the Recruitment Council - announces the recruitment of civil servants into Party agencies, the Fatherland Front, and political and social organizations in Nghe An province in 2022 as follows:
1. Eligibility requirements for application
Applicants must meet the conditions stipulated in Clause 1, Article 36 of the 2008 Law on Cadres and Civil Servants, the Politburo's Regulation 58-QĐ/TW dated February 8, 2022, on some issues concerning the protection of internal political affairs of the Party, fulfill the requirements of the position being recruited for, and the following conditions:
- Candidates applying for research, advisory, clerical, and archiving positions in Party agencies at the district and provincial levels must be Party members.
- For the position of Youth Union Specialist, priority will be given to candidates with talents in culture, arts, physical education, sports, social work skills, and experience in Youth Union work and youth movements.
- University graduates with a major relevant to the job requirements. For diplomas issued by foreign educational institutions, they must be translated into Vietnamese and recognized by the Ministry of Education and Training at the time of application.
The following individuals are not eligible to apply for civil service positions:
Not residing in Vietnam.
+ Loss or restriction of civil capacity.
+ Currently under criminal investigation; serving or having completed a criminal sentence or court decision but not yet having their criminal record expunged; currently subject to administrative measures such as placement in a treatment facility, educational institution, or reformatory.
2. Number of positions, job titles, and required qualifications to be filled.
The recruitment target for civil servants is 68 people across 27 localities and units.

3. Register for the application
3.1.Application documents should be placed in a hard cover folder. Each candidate may apply for only one position with recruitment quotas as listed. Candidates who submit applications for two or more positions, or provide false information in their applications, will be disqualified or have their test results canceled.
3.2. The application dossier includes:
- Application form (according to template).
- A copy of the birth certificate.
- Certified copies of diplomas, certificates, and academic transcripts. In the case of diplomas issued by foreign educational institutions, they must be notarized and translated into Vietnamese, with recognition by the Ministry of Education and Training at the time of application.
- A health certificate issued by a competent health authority within 30 days of the application submission date.
- Certificate confirming eligibility for priority consideration in civil servant recruitment (if applicable), authenticated by the competent authority.
- Two 4x6 photos taken within the last six months (full name, date of birth clearly written on the back), three stamped envelopes with the applicant's contact address clearly written on them.
4. Time and location for receiving applications and conducting preliminary selection.
4.1. Application submission period: From March 24, 2022 to April 24, 2022. Applications will be accepted during business hours.
4.2. Location for receiving applications and conducting preliminary selection:
- Submit applications to the agency or unit where you are applying. If your application meets the requirements but the unit refuses to accept it, submit a detailed complaint to the Provincial Party Committee's Organization Department. The Provincial Party Committee's Organization Department will review, accept, and forward the application to the relevant agencies or units for inclusion in the list of applicants.
- After the application deadline, within 7 working days, district, city, and town Party committees, agencies, and units must organize preliminary selection, compile lists, and send the dossiers of those who meet the eligibility criteria to the Provincial Party Committee's Organization Department.
4.3. Application fee: 400,000 VND per application.
5. Recruitment method:Entrance exam.
The civil service recruitment process consists of two rounds of examinations as follows:
a) Round 1: General knowledge and skills test.
- Examination format: Multiple-choice test on a computer or multiple-choice test on paper, as decided by the Examination Board. If the exam is conducted on a computer, the multiple-choice test will not include a section on Information Technology.
- The exam consists of 3 parts, with the following time limits:
Part I: General Knowledge, 60 questions assessing general knowledge about the political system, organizational structure of the Party and State, political and social organizations; state administrative management; civil servants, public service, and other knowledge to evaluate competence. Exam time: 60 minutes.
Part II: Foreign Language, 30 questions based on the job requirements in one of five languages: English, Russian, French, German, Chinese, or another foreign language as decided by the Examination Board (English is expected to be the exam subject). Exam time: 30 minutes.
Part III: Information Technology, 30 questions based on the job requirements. Exam time: 30 minutes.
- The following cases are exempt from the Foreign Language exam:
+ Possess a university or postgraduate degree in a foreign language.
+ Possess a university or postgraduate degree awarded by a foreign educational institution and recognized in Vietnam according to regulations.
+ Applicants must possess a certificate in a minority language or be a member of a minority ethnic group applying for civil servant positions in minority ethnic areas (including the five districts of Kỳ Sơn, Tương Dương, Con Cuông, Quỳ Châu, and Quế Phong).
- The Informatics exam is waived for candidates with a diploma from a vocational school or higher in fields related to Informatics or Information Technology.
- The results of Round 1 are determined by the number of correct answers for each section as specified in Point a, Section 1. If a candidate answers 50% or more of the questions correctly in each section, they are eligible to proceed to Round 2.
b) Round 2: Examination in specialized professional skills.
- Examination format: Based on the nature, characteristics, and requirements of the job position to be filled, the Examination Board will decide on one of three examination formats: Interview; written; or a combination of interview and written.
- Examination content: Testing knowledge of the Party's guidelines and policies, laws and regulations related to the industry and field of recruitment; and the candidate's skills in performing official duties as required by the job position being recruited.
- Examination time: Interview 30 minutes; written exam 180 minutes. If a combined interview and written exam format is chosen, the interview and written exam times will be as stipulated in this section.
6. Time and location of the entrance exam, study materials.
The recruitment examination is tentatively scheduled for May 2022. The Examination Board will announce the time, location, and study materials for participating units and candidates later.
