The People's Committee of Nghe An province has directed a focused effort to definitively resolve long-standing and stalled projects.
The Provincial People's Committee has issued a directive instructing departments, agencies, and the People's Committees of communes and wards to focus on resolving long-standing, stalled projects. The Provincial People's Committee affirmed that this is an urgent task to combat waste and promote growth, and also requested that the resolution process not legitimize violations or create new ones.
In implementation of Prime Minister's Directive No. 14/CĐ-TTg dated March 26, 2026, the Provincial People's Committee issued Document No. 2948/UBND-NN directing provincial departments, agencies, and the People's Committees of communes and wards to focus on resolving long-standing and stalled projects, and to urgently complete and put them into operation to promote economic growth in the first months of 2026.

Accordingly, the Provincial People's Committee has instructed provincial departments, agencies, and the People's Committees of communes and wards that resolving difficulties for stalled projects is a key and urgent political task to combat waste and promote growth; ensuring responsibility, discipline, and a proactive spirit in resolving obstacles for people and businesses, unlocking and effectively utilizing stalled resources for economic development goals; not legitimizing violations, and not creating new violations.
Effectively implement Resolution No. 17/NQ-CP dated January 26, 2026, of the Government on resolving difficulties and obstacles for long-standing stalled projects; ensure that no projects requiring resolution are overlooked or missed; and fully update information on difficulties and obstacles.

The Provincial People's Committee directs provincial departments, agencies, and the People's Committees of communes and wards to immediately classify and address difficulties and obstacles of the project according to the authority, functions, and assigned tasks of their respective agencies and units.
Specifically, for projects under their jurisdiction, they should proactively resolve any obstacles and administrative procedures immediately, absolutely avoiding shirking or evading responsibility. They should focus on addressing the issues of large-scale investment projects, public investment projects, social housing, energy, and real estate projects.

For projects exceeding the authority of the department, promptly report the specific obstacles and propose concrete solutions (including clearly stating the obstacles, proposed solutions, the agency advising on the handling, and the agency making the decision) to the Department of Finance for compilation and reporting to the Provincial People's Committee.
Specifically, for public investment projects that have been reported as stalled or facing obstacles according to Prime Minister's Directive No. 112/CĐ-TTg dated November 6, 2024, focus on reviewing and resolving them as directed by the Provincial People's Committee in Official Letter No. 13145/UBND-KT dated November 26, 2025.
Also in Document No. 2948/UBND-NN dated March 26, 2026, the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant agencies to review the list of projects and land proposed for the application of mechanisms and policies decided by the National Assembly in item 14 of Resolution No. 265/2025/QH15 in the province, ensuring adherence to the principles in Resolution No. 170/2024/QH15 of the National Assembly and Conclusion No. 182-KL/TW of the Politburo.

In cases where projects do not yet meet the conditions for applying the Resolutions (projects without inspection or audit conclusions, or judgments), the Department of Agriculture and Environment shall coordinate with the Provincial Inspectorate and relevant agencies to review and report to the Provincial People's Committee on inspection and audit plans to provide a basis for proposing solutions and resolving difficulties and obstacles for the projects.
At the same time, the Department of Finance is tasked with leading and coordinating with relevant agencies and units in reviewing and reporting on projects facing difficulties and long-standing delays. Based on the guidance documents from the Ministry of Finance, it should proactively advise the Provincial People's Committee to direct the thorough resolution of difficulties and obstacles within the local authority's jurisdiction as prescribed.
