Nghe An Provincial People's Committee sets out 10 main tasks and solutions for the last 6 months of 2023

This morning (July 5), in Vinh City, the 18th Provincial People's Council, term 2021 - 2026, opened its 14th session. The regular mid-year session of the Provincial People's Council will take place for 2.5 days, from July 5 to the morning of July 7, 2023.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

MAINTAINING GROWTH, ACHIEVE POSITIVE RESULTS

At the 14th Session of the 18th Provincial People's Council, term 2021-2026, Mr. Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee, reported a summary of the socio-economic situation in the first 6 months of the year; key tasks and solutions for the last 6 months of 2023.

Vice Chairman of the Provincial People's Committee Bui Thanh An said that in the first 6 months of the year, along with the whole country, Nghe An faced many difficulties and disadvantages from the world situation and the global economy. The export market was narrowed, orders and purchasing power decreased; the real estate market was sluggish; the hot weather lasted for a long time, causing water shortages; localized power shortages,... affecting production and life.

In such a difficult context, with the drastic, timely and effective leadership and direction of the Provincial Party Committee, People's Council and People's Committee; the efforts of all levels, sectors, business community and people in the province, the socio-economic situation in the province continued to maintain growth and achieved many positive results.

The estimated growth rate of gross regional domestic product (GRDP) increased by 5.79%, higher than the national average (3.72%); of which, the agriculture, forestry and fishery sector increased by 4.26%; the industry and construction sector increased by 4.31%; the service sector increased by 7.91%; and product taxes minus product subsidies increased by 4.24%.

Estimated budget revenue is 8,489 billion VND, reaching 53.5% of the estimate. The agriculture, forestry and fishery sector continues to develop steadily. The new rural construction program continues to be focused on implementation; the appraisal work has been completed and submitted to the Central Steering Committee for appraisal for the two districts of Do Luong and Dien Chau to meet the new rural standards.

The index of industrial production (IIP) in the first 6 months is estimated to increase by 1.79%. The total capital mobilized by credit institutions is estimated at 212.8 trillion VND, up 6.5% compared to the beginning of the year,...

Investment attraction continued to achieve positive results. As of June 22, there were 65 newly licensed projects and 81 adjusted projects; the total newly licensed and increased capital was VND22,186 billion, of which newly licensed capital was VND19,714 billion, an increase of 1.32 times over the same period. Notably, Nghe An rose to 8th place out of 63 localities in attracting foreign direct investment (FDI) with a total newly licensed and adjusted capital of USD725.4 million.

Continue to support and urge the acceleration of major projects in the Southeast Economic Zone and industrial parks, especially industrial park infrastructure investment projects. Construction works and projects, especially key projects in the province, are focused on and directed to accelerate implementation progress and promote disbursement of public investment capital.

The fields of culture, society and social security have received attention and direction and have made many improvements. In particular, the timely and effective implementation of the Program to mobilize and support the construction of houses for poor households and people with housing difficulties in the province in the period of 2023-2025.

State management and administrative reform continued to receive attention and direction and had positive changes. The implementation of key tasks of Project 06 was directed and implemented drastically and closely by sectors and levels, achieving very positive results.

The province has completed the work of summarizing 10 years of implementing Resolution No. 26-NQ/TW (the Politburo has agreed to issue a Resolution on the construction and development of Nghe An province to 2030, with a vision to 2045 for implementation); has submitted to the Prime Minister for consideration and approval of the Planning of Nghe An province for the period 2021-2030, with a vision to 2050.

National defense and security continued to be maintained, social order and safety were ensured. Foreign affairs had many outstanding activities. Inspection work, citizen reception, handling of petitions, complaints and denunciations of citizens were well directed and implemented.

In addition to the achieved results, Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized that there are still many difficulties and limitations that need to be focused on solving in the coming time, such as: Production and business activities facing many difficulties; Prolonged hot weather causing drought, lack of water for production, and localized power shortages.

The growth rate of GRDP and state budget revenue has not reached the 6-month scenario and is lower than the same period in 2022. The disbursement rate of public investment capital plan is lower than the same period in 2022 and has not met expectations. Administrative reform has not met the set requirements.

10 MAIN TASKS AND SOLUTIONS

In the last 6 months of the year, the economy is forecast to continue to face many difficulties and challenges. The Provincial People's Committee continues to direct departments, branches and localities to effectively implement the assigned tasks; closely follow the direction and administration of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council; focus on implementing 10 groups of main tasks and solutions.

In particular, the province focuses on directing the implementation of key tasks: Organizing the dissemination and implementation of the Resolution of the Politburo on the direction and tasks for the development of Nghe An province to 2030, with a vision to 2045; coordinating with the Ministry of Planning and Investment to develop the Government's action program; developing the Provincial Party Committee's action program and the Provincial People's Committee's implementation plan. Researching and proposing to competent authorities to supplement specific policy mechanisms for the province.

Develop an implementation plan and organize the announcement and implementation of the Provincial Planning for the period 2021 - 2030, with a vision to 2050, immediately after it is approved by the Prime Minister. Speed ​​up the progress of establishing and approving the district construction planning; deploy the establishment and approval of the Urban Development Program for the whole province. Continue to develop the Project to expand the administrative boundaries and urban space of Vinh city; Project to adjust and expand the Southeast Economic Zone according to the set roadmap.

Continue to resolutely and effectively implement the Socio-Economic Recovery and Development Program; promote growth in sectors and fields to maximize the completion of the 2023 plan targets. Resolutely, proactively and actively accelerate the disbursement of public investment capital and 3 National Target Programs.

Organize budget collection effectively; Manage budget expenditures closely, economically and effectively, closely following budget collection progress. Increase investment attraction, improve investment environment. Focus on supporting, resolving difficulties and obstacles for production and business activities, supporting enterprises and investors.

Pay attention to the cultural and social fields, especially education and training, health care, science and technology, employment, policies for people with meritorious services, and ensuring social security. Continue to effectively carry out the work of mobilizing and supporting the construction and repair of houses for poor households and people with housing difficulties in the province in the period of 2023-2025.

Effectively implement resource management, environmental protection, natural disaster prevention, and climate change response. Improve the effectiveness and efficiency of state management; promote administrative reform, and strongly promote digital transformation. Continue to resolutely and effectively implement Project 06 in the province.

Ensure national defense, security and social order and safety, promptly and thoroughly resolve cases right at the grassroots level, avoid causing frustration, hot spots, and prevent cases from being left unsolved or prolonged. Strengthen information and communication, improve the effectiveness of mass mobilization work, promote the strength of the whole society, and contribute to achieving the set socio-economic development goals and tasks at the highest level.

Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized that the goals and tasks of the 2023 socio-economic development plan set very high requirements in the context of forecasts of continuing to face many difficulties, challenges, and unpredictable fluctuations.
