The People's Committee of Nghe An province approved a 4,502 billion VND project for Vinh city.

Decision No. 283/QD-UBND was approved by the Provincial People's Committee on February 6, 2023. Accordingly,Project “Priority Infrastructure and Climate Change Adaptation Urban Development in Vinh City, Nghe An Province”The project is invested by the People's Committee of Vinh City.

The overall objectives of the Project, as stated in Decision No. 283/QD-UBND, are: To minimize flooding risks in the main urban area and enhance urban management capacity to adapt to climate change in Vinh City. To support the development of integrated infrastructure and the development of climate change adaptation capacity in Vinh City, contributing to sustainable urban development and climate change adaptation, creating momentum for comprehensive socio-economic development for Vinh City and Nghe An Province.

Specifically: Reducing flooding and adapting to climate change for the city through the renovation and upgrading of the drainage system. Improving environmental conditions and enhancing the quality of life for residents through the renovation and upgrading of the Vinh River and the wastewater collection and treatment system.

Strengthening connectivity between the city center and developing areas with weak infrastructure aims to create momentum for the city's development through the construction of several connecting roads. Enhancing green spaces in the city through the construction of public space infrastructure, including the renovation of the Vinh River, the construction of Hung Hoa 2 Lake, and park infrastructure. Strengthening urban management capacity to adapt to climate change, and implementing integrated and proactive flood control for Vinh City.

The project comprises four components: Component 1: Integrated investment in drainage, sanitation, and connectivity; Component 2: Expanding storage capacity to reduce urban flooding; Component 3: Upgrading and rehabilitating the Vinh River; Component 4: Developing systems and capacity for improved urban resilience.

The total land area used for the project is approximately 208 hectares. This is a Group A technical infrastructure project; the main works are classified as Level 1; the designed lifespan for reinforced concrete structures is 50 years.

Regarding investment capital, it includes a World Bank loan of US$129.6 million (equivalent to VND 3,000 billion); and counterpart funding of VND 1,502 billion (equivalent to US$64.9 million). The People's Committee of Vinh City is responsible for allocating counterpart funding from the Vinh City budget (according to Resolution No.Resolution No. 02/2021/NQ-HĐND dated April 15, 2021, of the Provincial People's Council on stipulating some specific mechanisms and policies on finance and budget to support socio-economic development of Vinh City in the period 2021-2025).

Decision No. 283/QD-UBND of the Provincial People's Committee also clearly states that the project implementation schedule is 6 years from the time the project is allocated funding by the competent authority.
