The Provincial People's Committee is disseminating and implementing the Law on Enforcement of Civil Judgments of 2025.
On the morning of August 14th, the Provincial People's Committee organized a conference to disseminate and implement the 2025 Law on Civil Judgment Enforcement and its detailed regulations and guidelines; and also to disseminate and implement Directive No. 14 of the Provincial Party Committee and other important related issues. The conference was connected online with 130 wards and communes throughout the province. At the central location, Mr. Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Civil Judgment Enforcement - presided over the meeting.
On December 5, 2025, at its 10th session, the 15th National Assembly passed Law No. 106/2025/QH15 on Civil Judgment Enforcement, which will take effect from July 1, 2026. The law contains many new and important provisions, aiming to promptly institutionalize the Party's policies and guidelines on judicial reform, and to further improve and enhance the effectiveness and efficiency of law enforcement.

To concretize and promptly and seriously implement the Party's guidelines and the State's policies and laws on civil and administrative enforcement in the new period, on March 8, 2026, the Provincial Party Standing Committee issued Directive No. 14-CT/TU on strengthening the Party's leadership over civil and administrative enforcement work in the province. The Directive continues to affirm that civil enforcement is the responsibility of the entire political system, linked to the implementation of socio-economic development tasks, ensuring national defense, security, order, and social safety in the province.

In his remarks at the conference, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh, Head of the Provincial Civil Enforcement Steering Committee, requested that the conference focus on thoroughly understanding and clarifying the new contents and core issues of the 2025 Civil Enforcement Law and its implementing guidelines; paying particular attention to the responsibilities, relationships, and coordination mechanisms between Party committees, authorities, and civil enforcement agencies at the commune and ward levels with the provincial civil enforcement agency.

The delegates attending the conference emphasized the importance of a high sense of responsibility, focusing on studying, listening, and discussing unclear points; thereby thoroughly understanding the new legal regulations and the requirements of the Provincial Party Standing Committee to apply them correctly and fully to practical work in their respective agencies, units, and localities. The comrade also requested that after the conference, the provincial civil enforcement agencies, departments, and the People's Committees of communes and wards, based on their assigned functions and tasks, continue to review and concretize the provisions of the Law on Civil Enforcement and Directive No. 14 into specific tasks, contents, and coordination mechanisms; ensuring clear responsibilities, proactive coordination, and timely resolution of difficulties and obstacles, contributing to improving the quality and effectiveness of civil and administrative enforcement work in the province.

During the one-day session, delegates were briefed on and implemented three topics: an overview of the 2025 Law on Civil Judgment Enforcement and the responsibilities of local authorities and relevant agencies and organizations in coordinating; Directive No. 14 of the Provincial Party Committee on strengthening the Party's leadership over civil and administrative judgment enforcement work in the province; and the coordination mechanism between the commune/ward civil judgment enforcement coordination committee and the civil judgment enforcement agency.
