The Provincial People's Committee requests strengthened management of multi-level marketing activities.

(Baonghean.vn) - On November 10, 2016, the Provincial People's Committee issued document No. 8566/UBND-KT on strengthening state management of multi-level marketing activities in the province.

In implementation of Directive No. 30/CT-TTg dated October 31, 2016, of the Prime Minister on strengthening state management of multi-level marketing activities, the Provincial People's Committee has the following opinion:

1. On August 30, 2016, the People's Committee of Nghe An province issued Decision No. 52/2016/QD-UBND on the Regulations for coordinating the management of multi-level marketing activities in Nghe An province. Therefore, the People's Committee of Nghe An province requests all sectors and levels to strengthen state management of multi-level marketing activities in the province, based on the functions and tasks assigned in Decision No. 52/2016/QD-UBND mentioned above, focusing on the following tasks:

- Strengthen management, supervision, inspection, investigation, detection, verification, and handling of violations within the scope of authority regarding the activities of multi-level marketing businesses, multi-level marketing participants, and organizations and individuals engaged in multi-level marketing activities of all types, including services and other illegal multi-level marketing business models in the area, with a focus on conferences, seminars, and training activities.

- Organize the dissemination of legal regulations on multi-level marketing and the fraudulent schemes used to exploit multi-level marketing for deception and misappropriation of assets, so that people and participants in multi-level marketing can proactively prevent and avoid being lured into participating in illegal multi-level marketing activities, exploiting the multi-level marketing business model to raise funds, and engaging in multi-level marketing without registering with the competent authorities. At the same time, raise awareness about multi-level marketing activities in general and the laws governing multi-level marketing activities among multi-level marketing businesses and participants in the area, thereby ensuring compliance with legal regulations.

2. The Department of Industry and Trade shall take the lead and coordinate with the Department of Finance to advise the Provincial People's Committee on organizing training courses for officials and civil servants at all levels directly involved in managing multi-level marketing activities and handling violations of the law in multi-level marketing activities, in order to improve their capacity and expertise in monitoring, inspecting, and handling violations in multi-level marketing activities.

3. Provincial Radio and Television Station, Nghe An Newspaper:

- Develop regular programs and features to disseminate information and raise awareness about laws related to multi-level marketing and warn people about illegal and disguised multi-level marketing activities.

- To reflect and provide accurate and objective information about the operations of multi-level marketing businesses.
