Ukraine continues to lose cases against Russia at the WTO.

According to Sputnik on September 13th, the Russian Ministry of Economic Development stated that Ukraine lost to Russia in the WTO dispute over anti-dumping measures related to ammonium nitrate. Russia's victory was confirmed by a report from the WTO Appeals Body, issued by the organization's secretariat.

"Based on the outcome of the dispute, the arbitration panel ordered Ukraine to remove the violations. Kyiv disagreed with the arbitration panel's decision and filed an appeal," the Russian Ministry of Economic Development announced. The Ministry of Economic Development stressed that the Appeals Office did not change the arbitration panel's conclusions and reaffirmed Russia's position.

Moscow also hopes that Russia's victory will increase its chances of successfully protesting Europe's anti-dumping measures.

Once again, Moscow prevailed over Kyiv in trade disputes. In April 2019, the World Trade Organization (WTO) ruled in favor of Russia in a dispute with Ukraine over transit routes. According to the ruling, the WTO dispute settlement panel found that Russia had the right to invoke national security concerns to impose restrictions on the transit of Ukrainian goods by road or rail.

Ukraine also plans to sue Russia in a series of other disputes within the WTO framework. However, observers believe that Ukraine will continue to lose cases against Russia. The costs of international lawsuits are often substantial, and the lengthy duration of these cases will only exacerbate Kyiv's already difficult situation.
