Ukraine has begun installing electronic warfare (EW) systems at energy and defense facilities to establish a network protecting critical national infrastructure.
The Ukrainian government has launched a large-scale project to install specialized electronic warfare (EW) systems to protect critical infrastructure. This move focuses on power plants and defense industrial facilities, strategic targets that frequently face the risk of remote attacks.
Coordination mechanism between businesses and the military.
Ukrainian Defense Minister Denys Shmyhal stated that this initiative was implemented based on a decision by the Supreme Command. A unique aspect of the project is that businesses can use their own capital or additional resources to proactively purchase equipment. However, the entire operational and technical management will be directly handled by the military forces.

EW equipment deployment and operation procedures
To ensure effectiveness and consistency, the Ukrainian Ministry of Defense approved a specific pilot process for enterprises. This process includes steps ranging from submitting requests and conducting threat analysis to identifying the optimal coverage system and signing an operational agreement with the military.
- Businesses submit requests and analyze specific threats at the location.
- Determine the type and coverage area of the required EW system.
- Procure or import equipment according to military standards.
- An agreement was signed for the military to operate the equipment completely free of charge.
Integration into the national air defense network.
The new electronic warfare systems do not operate independently but are fully integrated into the national air defense system. By regulation, the equipment is owned by the enterprise but will be permanently installed in a location to protect strategic infrastructure and is not permitted to be moved to other areas.
Ukrainian Defense Minister Denys Shmyhal emphasized that this is a prime example of a model of cooperation between the state, businesses, and the military. This coordination helps optimize social resources to strengthen national defense capabilities in a complex security context.
