The document notes that in international politics there is a successful experience of such cooperation - being the main ally of the United States outside NATO.
The status is for countries in a state of peace such as Australia, New Zealand and Japan, as well as countries "under threat of hostilities" such as South Korea, Afghanistan and Israel.
Unlike the long-term process of admitting Ukraine to NATO, granting Kiev basic non-NATO ally status is solely a matter of US sovereignty and does not require the consensus of all North Atlantic Alliance member states.
According to the document, granting Ukraine the status of a basic non-NATO ally would have a huge impact on the effort to "deter Russian aggression against Ukraine."
